On March 24th, Governor Brown signed into law a series of budget "trailer bills" that will implement many of the changes to the IHSS and Medi-Cal programs he had proposed in January. However, the 2011-2012 budget remains incomplete as other budget-related bills, including a proposal to let voters decide if the state can temporarily extend certain taxes and fees, have not been passed by the senate and assembly. Although not anticipated, it is possible that additional cuts/changes to IHSS could be proposed before the budget process is complete.

Reduction of IHSS Service Hours by 8.4%
Status: Passed and signed into law as a "trigger cut"
Effective date: Will be implemented in October 2012 only if savings related to a medication dispensation pilot program are not realized
Elimination of IHSS Hours for Domestic and Related Services (for consumers in shared living arrangements)
Status: Rejected by the senate and assembly
Effective date: N/A
Establishment of a New IHSS Eligibility Certification Requirement (requires consumers to obtain a healthcare professional's written certification that he or she needs assistance to remain safely at home)
Status: Passed and signed into law
Effective date: July 1, 2011
Elimination of Funding for IHSS Advisory Committees
Status: Amended version that will reduce state funding to $3,000 per county passed and signed into law
Effective date: July 1, 2011
Realignment of IHSS (would shift IHSS administration and funding responsibilities to the state)
Status: Awaiting vote on the assembly and senate floors
Effective date: Unknown
IHSS Community First Choice Option (new Medicaid funding option available in October 2011)
