Governor Signs Bills to Implement Cuts/Changes to IHSS and Medi-Cal

CA FlagOn March 24th, Governor Brown signed into law a series of budget "trailer bills" that will implement many of the changes to the IHSS and Medi-Cal programs he had proposed in January. However, the 2011-2012 budget remains incomplete as other budget-related bills, including a proposal to let voters decide if the state can temporarily extend certain taxes and fees, have not been passed by the senate and assembly. Although not anticipated, it is possible that additional cuts/changes to IHSS could be proposed before the budget process is complete.

 

Below is a list of the governor's proposed reductions/changes to IHSS, along with an update on the actions taken on each. For more information on the proposals, please visit our website at www.pascla.org.

 

Reduction of IHSS Service Hours by 8.4%

Status: Passed and signed into law as a "trigger cut"

Effective date: Will be implemented in October 2012 only if savings related to a medication dispensation pilot program are not realized

 

Elimination of IHSS Hours for Domestic and Related Services (for consumers in shared living arrangements)

Status: Rejected by the senate and assembly

Effective date: N/A

 

Establishment of a New IHSS Eligibility Certification Requirement (requires consumers to obtain a healthcare professional's written certification that he or she needs assistance to remain safely at home)

Status: Passed and signed into law

Effective date: July 1, 2011

 

Elimination of Funding for IHSS Advisory Committees

Status: Amended version that will reduce state funding to $3,000 per county passed and signed into law

Effective date: July 1, 2011

 

Realignment of IHSS (would shift IHSS administration and funding responsibilities to the state)

Status: Awaiting vote on the assembly and senate floors

Effective date: Unknown

 

IHSS Community First Choice Option (new Medicaid funding option available in October 2011)

Status: Passed and signed into law

Effective date: July 1, 2011

 

Reductions and Changes to Medi-Cal (includes limits on doctor visits, elimination of Adult Day Health Care Centers, and various co-pays for prescriptions and medical care)

Status: Passed and signed into law

Effective date: July 1, 2011

 

Reduction of SSI/SSP Payments for Individuals to the Minimum Level Allowed Under Federal Law

Status: Passed and signed into law

Effective date: July 1, 2011

 

Elimination of the Multipurpose Senior Services Program

Status: Amended version that will only reduce MSSP finding by $2.5 million passed and awaiting the governor's signature

Effective date: July 1, 2011

Eligibility for Provider Health Benefits Lowered

On March 29th, the L.A. County Board of Supervisors passed a proposal to lower the eligibility requirements for the PASC-SEIU Homecare Workers Health Care Plan. Providers who are authorized to work at least 77 hours per month for two consecutive months (begining April 1st) may now enroll. Previously, providers had to be authorized to work 80 hours per month.

 

Although the new requirements are only slightly lower, the change has kept nearly 1,700 IHSS providers from losing eligibility for the health plan. Those individuals would have lost eligibility on April 1st, because the 3.6% reduction in IHSS hours that was implemented in February reduced their hours to below 80 per month. The new requirements approved by the Board have allowed those individuals to remain on the plan without any interruption in services.

PASC I&R Spotlight: Resources for Food

groceriesIf you have a limited amount of income and need help finding a food assistance program, call PASC at 877-565-4477 and ask to speak to someone in the Information and Referral department. Below are a few examples of the programs available in L.A. County.


CalFresh

Formerly known as Food Stamps, the CalFresh Program provides benefits to low-income individuals by issuing Electronic Benefit Transfer (EBT) cards that can be used at a grocery store. EBT cards work like pre-paid debit cards, but can only be used to purchase food items.

Note: SSI/SSP reciepients are not eligible for CalFresh benefits.

WIC (Women, Infants, and Children)

WIC is a federally-funded health and nutrition program for women, infants, and children. Participants must meet certain income guidelines to qualify. Approximately 82 WIC agencies provide services to over 1.4 million individuals in California.

Meals on Wheels

Meals on Wheels is a generic name for several programs throughout the state that deliver meals directly to the home for a small fee, or sometimes for free. Meals on wheels programs are generally for individuals who are over 60 and have some type of physical disability. However, each agency has different requirements for eligibility that depend on the source of funding for their particular program.

Food Banks, Food Pantries, and Brown Bag Programs

These programs are operated at designated locations where qualified individuals can pick up bags of groceries at no cost. Locations, dates, and times are varied throughout the county.
