As July rapidly approaches The NABNA Los Angeles Chapter has begun final preparations for the 29th Annual Training Conference in Pasadena, California during the week of July 16 - 22, 2006. Once again the conference will serve as a valuable resource for law enforcement officers, agencies, and community organizations. The conference will also provide an opportunity to network and share our law enforcement experiences. As we move closer to our contractual deadlines with the Pasadena Hilton, it is imperative that you make your hotel reservations without delay. In addition, if you have not submitted your conference registration, please register now. Although we are close to meeting the terms of our contract with the Hilton Hotel, conference registrations are low. The Los Angeles Chapter with the support of the DEA Los Angeles Field Division, State and Local agencies/organizations have diligently prepared to make the 2006 NABNA Conference a success. Let's give them support in their efforts. The mission of NABNA is to provide law enforcement training at the collegiate and professional levels. NABNA is also an integral network for law enforcement officials throughout the United States and abroad to communicate, share investigative techniques, and experiences. More importantly, NABNA provides college scholarship awards, and community service to disadvantaged youth. Past NABNA conferences were a success due to the generosity of our sponsors and supporters like you. We respectfully request that you consider donating goods, services, or monetary contributions towards the success of the this year's conference. This is a reminder that Annual National Dues was due January 1, 2006. The following revisions to the National dues structure was adopted during the 28th Annual NABNA Conference: National dues for current financial members is $75.00 Non financial members must pay $150.00 for renewal. A $5.00 late fee will be assessed to current financial members who renew between February 1, 2006 and May 31, 2006) A $10.00 reinstatement fee will be applied for non- financial status or dues remitted after May 31, 2006. The NABNA Executive Board would like to take this opportunity to recognize our new chair person for the Carroll R. Gibson Scholarship Committee Katherine Engram. Katherine is a Drug Enforcement Administration (DEA) Diversion Investigator assigned to the DEA Office of Training. The scholarship award program is merit based for students pursuing professional fields of study in Criminal Justice. Applicants must be currently enrolled in an undergraduate program. The scholarship may be used at any institution to defray the cost of tuition, fees, supplies or room and board. The selection will be based on the following criteria:
An objective of NABNA is to provide college scholarship awards and serve as mentors to disadvantaged youth. Therefore, contributions to our scholarship fund is appreciated and tax deductible. The Executive Board of NABNA is proud to acknowledge National Sergeant At Arms Grayling Williams for being elected as President of the Washington, D.C. Metropolitan Chapter of NOBLE. On Saturday, April 8, 2006, President Grayling Williams and the members of the Washington, DC Metropolitan Area Chapter Hosted their 23rd Annual Scholarship Ball at the Holiday Inn in Gaithersburg, MD. Students at four Universities were awarded Scholarships. Congratulations to Sergeant At Arms / President Williams and members of the Washington, D.C. NOBLE Chapter for a successful Scholarship Ball.
On Friday, April 21, 2006 and Saturday, April 22, 2006, The NOBLE Greater Philadelphia Chapter hosted a "Salute to African Americans in Law Enforcement: 1881 to the Present." During the Salutation former DEA Special Agent in Charge and Acting Deputy Administrator Arthur Lewis received the Pathfinder in Leadership Award. Mr. Lewis began his career as a Special Agent, Criminal investigator in 1956, in the United States Treasury Department Federal Bureau of Narcotics. His first assignment was in New York City, then Philadelphia in 1957. After several governmental reorganizations, Mr. Lewis was transferred into the United States Justice Department Drug Enforcement Administration (DEA). In 1970, Mr. Lewis was appointed to the position of Deputy Regional Director in Detroit, MI. His region covered Michigan, Ohio and Kentucky. Just a year later, he became the Special Agent in Charge of the Mid Atlantic Region in Philadelphia, PA. overseeing offices in New Jersey, Pennsylvania and Delaware, Washington, D.C. and North Carolina. Under his direction the Philadelphia Joint Narcotic Task Force was established, which is the second longest running task force in the United States. Having made great strides within the Department of Justice, Mr. Lewis was called to Washington D.C. where he was the first African American acting Deputy Administrator of DEA, a position requiring presidential appointment. Other Pathfinder in Leadership Awards recipients included Willie Williams, Retired Police Commissioner of Philadelphia; Gilbert Branche, Chief of County Detectives; Wayne Davis, Special Agent in Charge, FBI; John Green, Sheriff, County of Philadelphia; Alan Lewis, U.S. Marshal; Carlton Danny Spriggs, U.S. Secret Service; and Jacob Rahming, Inspector, U.S. Postal Service. NABNA served as a participant organization and was represented by NABNA National President Karl C. Colder, Philadelphia DEA Group Supervisor Gregory White, and Special Agent Denise Grant. Former DEA Special Agents in Charge Lewis Rice, Dempsey Jones, and former DEA Group Supervisor Johnny Fisher were also in attendance. Other Participating Organizations: Guardian Civic League, Greater Philadelphia, PA Chapter of the National Organization of Black Women in Law Enforcement, Sentinels of Law Enforcement, Greater Philadelphia Chapter of the National Organization of Blacks in Criminal Justice, Cops and Citizens for Justice Men and Women for Justice and the Fraternal Order of Housing Police.
