Greetings!

I hope you are a regular visitor to the NCESA website and have kept abreast of the news as it is happening.

The first newsletter article below is about a Scantling Rule change that was approved by the membership over the winter. Very Important - please read carefully and take some action when you are finished reading, before you forget and this gets put off until it is too late.

Important Scantling Rule Change Regarding Membership -

You know what they say - "If it walks like a duck, quacks like a duck, looks like a duck, it must be a duck" - well don't believe it, at least not when it comes to an E-Scow! Over the winter the NCESA members voted to add a new wrinkle to the Scantling Rules. According to the Scantling Rules, you are racing an E-Scow only if it has a valid annual sticker on the transom. No Sticker - Not an E-Scow!

2012 Boat Sticker

The Sticker is small, 1 ¼" x 1 ¼".
It should be placed on the transom of your boat in the starboard corner.

At last year's annual membership meeting an ILYA member suggested we might adopt a model used by the Yingling class to require membership in the NCESA for all E-Scow owners who want to race their boat. The reason behind this proposal was to provide equitable funding of the association by all boat owners in the four NCESA regions. Two NCESA regions have always required skippers be NCESA Regular members to compete in their regional events, but the largest region, the ILYA, has not. Many ILYA skippers would only join the NCESA if they attended the National regatta. This has been somewhat of a contentious issue within the class for more years than I can remember, because the regions that required membership didn't think the ILYA region owners were contributing their fair share to the NCESA.

Creating the annual boat sticker requirement in the class Scantling Rules has the dramatic effect of having every racing E-scow owner support the NCESA through their membership. The benefit of full participation is significant - it has been well established in One-Design sailing that, "the value of your boat depends on the success of your class". The NCESA has a long track record of successfully managing the E-Scow class. Class communication has been achieved through newsletters, the website, and the REPORTER magazine. We are working to expand our presence in social media outlets such as FaceBook and Twitter. The class has managed the Scantling Rules for more than 50 years by presenting, nearly annually, a ballot to its Regular members that requires a favorable 2/3 majority vote before any rule goes into effect. The NCESA holds a National Championship regatta and is consistently one of the best attended national regattas for all One-Design sailboat racing in North America - a testament to the strength of the NCESA.

The sticker requirement is in the E-Scow Scantling Rules so that it cannot be changed by a Notice of Race or Sailing Instruction. Owners of an E-Scow will need an annual sticker on their boat if they compete in local club races, regional regattas or the National Championship - a race is a race and the rule applies to everyone everywhere.

2012 will be the first year for the sticker requirement and the NCESA will need the help and cooperation of its members to spread the word. We are relying on our members to bring this requirement to the attention of their fellow sailors. Our goal is 100% compliance by all racing E-Scow owners. Our current members are in the best position to explain the reasons it is important for their fellow competitors to support the NCESA with their membership. Clearly this is not just so they are scored; the NCESA adds value to the E-Scow racing experience. Please help us meet our 100% membership goal by encouraging your fellow boat owners to join the NCESA. You can see who is a current member of the NCESA at the following link:

2009CharlestonWill HanckleAsym Easter Regatta

The Charleston Easter Regatta, held by the Columbia Yacht Club, is fast approaching (April 6-7). With Spring showing up so soon in the Midwest - I hope there are a lot of E-Scow sailors thinking about their racing and wanting to get a head start on their competition.

Notice of Race

Be sure to join the NCESA right away so that I can get your 2012 boat sticker in the mail. Woody Jewett (M-77) just renewed his membership and I mailed him his 2012 sticker. Woody, and son Kevin, will be attending their first E-Scow Easter regatta!

Jib Attachment Rule Approved

80% of voting members approved a change to the jib attachment method to the headstay. A jib can now also be attached to the headstay with any of the following methods: zipper, headfoil, snaps, buckles, or a combination of methods.

The new scantling rule reads:

VI.3.C The cloth, headstay, and headstay attachment shall lie wholly within the profile of the Official Jib Measurement Pattern (including the 90 degree and 140 degree angles at the tack and clew measurement points).

VI.3.N The jib shall be fastened to the headstay by using not more than 20 tabs or fasteners, each not more than approximately 1.5 inches maximum dimension measured along the luff.

VI.3.C The Official Jib Measurement Pattern dimensions be enlarged 0.25" perpendicular to the forestay. (to allow room for the snaps or buckles currently in use)

For those of you who have talked to a sailmaker with the hope of converting to a headfoil type jib, you have learned that the new scantling rules will require them to make a new pattern to compensate for the headfoil width, and additionally they feel the leading edge might not be as "efficient" as the attachment method we are all familiar with. Not quite the desirable result that people anticipated.

The Rules Committee is reviewing the scantling change and discussing it with the sailmakers to understand what are the best options to move forward with the headfoil jib attachment option. I expect they will have some information to share with the membership in the next couple of weeks. It will be reported in the next Digital Reaches newsletter.

ILYA Chaps Day-1 Geneva Spring Regatta - New Date

For 2012 the Geneva Spring regatta has adjusted the dates to be May 12-13. As I write this we are having record breaking high temperatures and it has felt like summer in Madison WI for over a week. If only we had known - we could have had our "Key West" moment on Mendota along with the rest of the March Madness in Mad Town! Since we missed that opportunity - the Geneva Spring regatta will be a must attend event. I am expecting a large turnout and hopefully many of the dozen new 2012 Melges E-Scows will attempt to tune-up against some more seasoned and proven fast scows!
