The Disability and Communication Access Board, (DCAB) Standing Committee on Communication Access held a public hearing on May 17, 2011 to receive testimony on the proposed amendments and compilation of existing rules, chapter 11-218, Hawaii Administrative Rules (HAR), entitled "Communication Access Services for Persons who are Deaf, Hard of Hearing, and Deaf-Blind."
The proposed amendments include changes to the Recommended Fee Schedule for Interpreters that is attached as an appendix to chapter 11-218, HAR. The proposed rules will also establish a continuing education program for sign language interpreters who receive the Hawaii Quality Assurance System (HQAS) credential and increase the HQAS test fee from $200 to $300, in increments of $50 over a two (2) year period, to begin after the effective date of the rules. The rules will be final upon signature of the Governor.

Special Announcements
The Communication Access Specialist, Kristine Pagano, will be on maternity leave starting July 25, 2011 and return in the late Fall. Information and referral inquiries relating to communication access will be handled by Charlotte Townsend, Program and Policy Development Staff Coordinator.
The Hawaii Quality Assurance System (HQAS) testing for sign language interpreters will resume when Ms. Pagano returns. We are looking forward to the new addition to our DCAB and Pagano Ohanas.

The Department of Health, Disability and Communication Access Board ceases its furlough schedule starting July 1 and will be open five days a week, Monday to Friday, from 7:45 a.m. to 4:30 p.m.

DCAB to produce online videos in ASL
The Standing Committee on Communication Access is thrilled to announce the production of a series of videos in American Sign Language (ASL) relating to laws that impact people with disabilities.
The online videos with captions will be available to empower and educate the public about their disability rights and be posted by Spring 2012.

Hawaii Quality Assurance System (HQAS)
The Hawaii Quality Assurance System (HQAS) was established in 2000 and offers sign language interpreters who do not hold national certification an opportunity to obtain credentials valid within and recognized by the State of Hawaii. The Disability and Communication Access Board congratulates the following sign language interpreters who recently passed the HQAS. Kami Watanabe, Level III Two or more candidates who live on the neighbor islands may take the HQAS or HQAS+H test on their respective island. Community News
The Department of Human Services, Hawaii Vocational Rehabilitation and Services for the Blind Division (VR) awarded two contracts to begin July 1, 2011 and end on June 30, 2013 to serve Vocational Rehabilitation clients who are Deaf, Hard of Hearing and Deaf-Blind.
Signs of Self (SOS) received the Adjustment Services for Deaf, Hard of Hearing and Deaf-Blind Persons contract. The Interpreter Referral Services for Deaf, Hard of Hearing and Deaf-Blind Persons was awarded to Hawaii Interpreting Services (HIS).
