This is an occasional newsletter intended to provide PTA leaders, school and community leaders informed about events of interest to parents, teachers, and administrators. Forward this information to the appropriate chairpersons or coordinators so that they can further inform potentially interested attendees. Invite your board members to sign up to our electronic newsletter or facebook page by going to http://www.fccpta.org/ As the close of the school year -- and for most PTAs and PTSAs -- the end of the fiscal year approaches have you appointed or approved an Audit Committee? Are they aware of their responsibilities? Is your election meeting scheduled? Are you prepared for a smooth transition to the new PTA year? Please contact the FCCPTA if you have any questions on these questions. Please join us for our May 22 General Membership Meeting during which we will elect our new Executive Committee. Immediately following the meeting, we will conduct a Best Practices Workshop which promises to be a great way to learn ways and means that other PTAs have used with success. In June, we co-host, with the Northern Virginia District PTA, the 2012 PTA Leadership Training. And July brings the Virginia PTA Conference in Richmond. PTA training and conference are legitimate expenses for local unit PTAs. As always, the FCCPTA is here to assist with your PTA needs. Whether you have problems on PTA procedures or on need information on our advocacy work with FCPS policy, my board members are here to help!

FCCPTA General Membership Meeting

Key business is to conduct the officer elections. (See Nominating Committee's Report, below.) Nominations will also be taken from the floor for all positions.
The Best Practices Workshop originally scheduled for March 27 will be conducted following the officer election.

Report of the FCCPTA Nominating Committee
The FCCPTA Nominating Committee met on April 16th and reviewed all nominations for the PTA Executive Committee for the 2012-214 term. In accordance with Fairfax County Council PTA bylaws, all candidates must be members of a PTA in good standing.
The proposed officer nominees met all criteria for election to office. After careful consideration, the following slate of officers were adopted and are presented as follows:
- President - Ramona Morrow
- President-Elect - Debbie Kilpatrick
- Vice President of Advocacy - Pam Kondé
- Vice President of Communications - Greg Brandon
- Vice President of Local Engagement - Beth Henson Tudan
- Vice President of Programs - Peter Bissett
- Secretary - OPEN
- Treasurer - Cynthia Nair
On Tuesday, May 22, the Nominating Committee will present this proposed slate and nominations from the floor will be in order. The Nominating Committee will continue to seek nominations for the position of Secretary and present the name at the time of the election meeting. Please contactfccptanominations@gmail.com.
Following the presentation of the proposed slate and nominations taken from the floor, the election will be conducted and the newly elected officers will then be installed.

Message From FCCPTA Treasurer, Lynn Terhar

Many PTAs are voting on last minute expenditures as we approach the end of the school year and starting to work on next year's budget.
Here is some information that should help guide your decisions. - Remember all expenses must be part of the approved budget voted on by the General Membership, not just the board, the officers or the principal.
- The IRS says that all expenses of a non-profit group must go toward advancing the purposes of the organization. Your money needs to be spent on advocacy and educating parents and students.
- You may NOT write a big check to the school to spend however they want. You MAY reimburse the school for items approved by the membership as long as the school provides you with a copy of the ORIGINAL INVOICE showing the specific item(s) purchased.
- You may spend PTA money on teacher appreciation as long as it is a small percentage of your total budget.
- You may spend PTA money on student recognition including scholarships.
- You may spend PTA money to send officers and board members to local, state and national PTA training and/or conventions. Trained leaders make PTAs more effective in accomplishing their goals.
Remember that your books must be audited at the end of the fiscal year (end of June or July for most units). The treasurer may NOT write any checks until the audit is complete. As PTA officers, it is your responsibility to protect the tax exempt status of your local unit. We have had several PTAs in Fairfax County that have lost their tax exempt status in the last couple of years and I can tell you that it is a costly (up to $800+) and very complicated, time consuming process to get that tax exempt status reinstated. So if you have any questions about whether a planned expenditure is consistent with IRS regulations, please contact the FCCPTA treasurer at treasurer@fccpta.org.
