A full-court press for private-sector jobs
By David C. Olson
The economy will be center stage when the 2010 Legislature convenes Feb. 4. Rest assured, the Minnesota Chamber of Commerce and our statewide network of local chambers will be working hard to ensure that the Legislature does nothing to increase the cost of doing business and slow the recovery.
Everyone loves to talk the talk; we're prepared to walk the talk.
Minnesota businesses face mounting competition in the global marketplace. There's no silver bullet to level the playing field. Our challenges are even more daunting, considering the multibillion-dollar projected shortfall in the state's general fund.
As the statewide voice of business, we will be advancing another aggressive and broad-based agenda with positions on approximately 50 policies. Our top five priorities are:
Spending/tax reform - We will advance spending reform that focuses on three components: Change the way the state sets its budgets to avoid overcommitting during times of surplus and to prioritize spending. Deliver government services at a lower cost per unit while maintaining or improving service. Reduce the overhead expenses of government, including recommendations on public employee benefits and compensation. We also will start the discussion on tax reform with a focus to encourage the growth of business in Minnesota and to create a more stable source of tax revenues.
Health care reform - Employers and employees alike need quality and affordable health care. The potential impact of federal health care reform legislation keeps health care a priority. The Chamber also will continue to monitor and support implementation of the 2008 state health care reform bill as well. Environmental permitting - Streamlining, adding certainty and reducing the cost of the environmental permitting process is important to economic development. Businesses of all types and sizes identify problems in the system. In general, what takes months in other states can take multiple years in Minnesota.
Repealing the nuclear ban - Minnesota is approaching a dangerous crossroads in its ability to provide base-load power to maintain the economic vitality of this state and the quality of life for all Minnesotans. Eliminating this gag rule that prevents regulators from even talking about expansion of nuclear energy is necessary to ensure a reliable supply of competitively priced electricity.
Alternative teacher licensing - Employers are increasingly dissatisfied with the quality of the workforce pool, and the problem will be exacerbated by demographic trends that show a decline in workforce growth. Minnesota should provide alternative opportunities for college graduates and experienced professionals to gain teacher accreditation. Studies show that second to parents, quality teachers are the top predictor of student success. Our efforts at the Capitol always are bolstered by firsthand experiences. If you have examples to share, or if you seek additional information on our priorities, please contact Tom Hesse, our vice president of government affairs, at (651) 292-4678 or thesse@mnchamber.com.
We are most effective when we represent your priorities. We thank you in advance for your participation as we advance your agenda in St. Paul.

Jonathan Homeowners Qualify for "Downtown Discount Dollars"!
The Jonathan Association has entered into a creative and innovative partnership with the merchants of Chaska's historic downtown business district. In this mutually-beneficial agreement, all Jonathan homeowners will be given the opportunity to receive "Downtown Discount Dollars" at the many wonderful shops and businesses which bring so much character and add quality of life to our beautiful Minnesota River community.
"In these challenging economic times it makes sense for the largest homeowner's association in Minnesota to partner with the fabulous merchants of Chaska's historic downtown," said Jonathan Association President Nate Bostrom. "We believe the potential purchasing power of our more than 2,900 Jonathan homeowners represents a real financial opportunity for our neighbors in the historic downtown business district."
Jonathan in Chaska, "a special part of the best small town in Minnesota", is a homeowners association consisting of 2,900 homes, approximately 8,000 residents, and spreads across 23 neighborhoods in the city of Chaska.
"I believe that the opportunity to increase the value of their shopping dollars will be a significant added value for Jonathan homeowners," said Sara Hanlon of the Mill House Gallery & Gifts, located in downtown Chaska's historic business district.
Chaska's Downtown Business Council members have expressed the desire for a "revitalized downtown" and have identified the need for "creating a marketing plan that will promote" the historic business district. Donna Lund, co-owner of the Mixed Company Gift Shop, has pointed out that "there is an untapped potential customer base within Chaska; but all too often we hear new customers say 'I had no idea there was a store down here like this.'"
Historic downtown Chaska is located right on the Minnesota River, adding a scenic beauty to the historic feel. There are many trails and parks throughout Chaska, including City Square Park located in the heart of downtown Chaska. Located right off Hwy 212, Chaska offers great and easy access to all the western suburbs, and provides many amenities to the southwest metro such as the wonderful Chaska Community Center and during the summer months Chaska has, and is close to, many fun festivals including the Taste of Chaska and River City Days. Twice in the last three years, MONEY magazine has rated Chaska in the top 20 best small towns in America in which to live!
"Those of us serving on the Jonathan Board of Directors promised to deliver innovative partnerships as a way to provide added value to our neighbors," said Bostrom. "And the 'Downtown Discount Dollars' arrangement with the fabulous merchants of historic downtown Chaska is a creative way to make good on that promise."
The "Downtown Discount Dollars" partnership is a tangible demonstration of the value in owning a home in any one of the twenty-three beautiful neighborhoods of Jonathan. In addition to trails, tot lots, open spaces, and lakeshore, Jonathan Association members can now also enjoy increased purchasing power in their retail and services shopping budget. Jonathan homeowners know that Chaska is a great place to live and work and raise a family, and now shopping at the fabulous merchants in our historic downtown business district just made things even better!
