ERM Risk Practice Calendar

Executive Briefing: The New Operating Environment for Oil & Gas. In the ERM Risk Group's breakfast seminar format, we will discuss the changing playing field for upstream developments in the Gulf of Mexico. Watch for a future announcement when registration opens.

Two-day workshop: Creating a Safety Case.
The July 22 and August 26 seminars, Introduction to Safety Cases, were attended by more than 100 industry professionals. Many attendees asked for a more detailed, longer workshop-type session, which is now in its planning stages. Watch for a future announcement about a 2011 event.

Drilling Moratorium Lifted
Tuesday, October 12, 2010, Interior Secretary Ken Salazar lifted the moratorium on deepwater drilling.

DOI Interim Final Rules
September 30, 2010, the U.S. Department of the Interior issued its Interim Final Rule for increasing safety of deepwater drilling.

October 15, the DOI published in the Federal Register its Final Rule for Oil and Gas and Sulphur Operations for Outer Continental Shelf - Safety and Environmental Management Systems. The Rule is effective November 15 and adopts in its entirety the American Petroleum Institute Recommended Practice (RP) 75 for the Development and Safety of Environmental Management Program for Offshore Operations and Facilities (SEMS).

International Regulators' Forum
The International Regulators' Forum (The Forum) convened in September with the BOEMRE; this was The Forum's "first extraordinary meeting convened in its 17-year history".

These and other matters will be discussed at the next regular meeting of the IRF following the Third International Regulators' Forum Offshore Safety Conference in Vancouver, B.C. October 17-20.

International Association of Drilling Contractors
Amsterdam, September 28 to October 30, 2010
Nearly 200 industry professionals from around the world gathered at the IADC's HSE Europe annual conference. Plus the IADC Users Group met to review changes to the HSE Case Guidelines for MODUs.

Drilling Safety Legislation Pending
Two federal legislative bills propose regulatory measures to improve safety of offshore drilling, including initiation of safety cases. Status appears to be the same as reported in September - pending in committee.
