Potomac Horse Fever Diagnosed in Tennessee - Potomac Horse Fever (PHF) is a disease of horses that causes gastrointestinal signs such as enteritis and diarrhea. Cases of Potomac Horse Fever occur seasonally with the highest number of clinical cases showing up in July, August, and September. They occur throughout North America and have been reported in most states. The University of Tennessee College Of Veterinary Medicine has already seen about 10 cases this year. FTC seeks comments ahead of workshop on pet medications - The Federal Trade Commission is seeking comments in conjunction with an Oct. 2 workshop to examine current practices related to distribution of pet medications to consumers. The FTC is examining the issue largely in light of the Fairness to Pet Owners Act (H.R. 1406), which the agency would be responsible for enforcing. The legislation would require veterinarians to provide clients with written prescriptions for all prescription drugs for pets, even if the veterinarian then dispenses the drugs, and with written notification of the option to fill prescriptions elsewhere. Swine Influenza Update - 12 cases of H3N2v in 2011, first detected July 2011. Since July 2012, 16 cases through August 3 in 3 states (HI, IN, OH).Today: 145 confirmed cases with H3N2v since July 12, 2012: 1-HI, 1-IL, 30-OH, 113-IN. (Indiana now saying 120 as of 10am) Nearly all or all confirmed cases so far have had exposure to swine (exhibitors, families of people who handle swine, attending fairs). Illness severity so far is consistent with seasonal flu. 2 confirmed hospitalizations (no deaths, both recovered). Most cases in children (no numbers given) - >90% of cases in kids.
Direct exposure to infected pigs has been the primary way of transmission, so precautions continue for fairs as described last week. Don't eat or drink in animal areas, avoid pig exposure at the fair if you are elderly or a young child. Avoid ill-appearing animals. If you go to the doctor for flu symptoms after exposure to swine, tell your doctor about the swine contact. If you have concerns, contact your doctor.
Right now, CDC is not yet recommending stopping including swine at county fairs. It is fully expected that there will be more cases and outbreaks in other states. Human to human transmission of the virus occurred on a limited level last summer and may occur or have already occurred this summer. As with seasonal flu, death is possible among people with high risk of complications and would not be unexpected. The viruses being detected are all the same (H3N2v with the 2009 H1N1 M-gene).
Swine Health Alert for Fairs and Exhibitions - Recently, H3N2 Swine Influenza variant outbreaks have occurred in Ohio, Indiana, and Hawaii. In some cases, humans have contracted flu-like symptoms from sick swine at fairs in these states. There have been no reports of H3N2 in animals or humans in Tennessee at this time. State and federal animal officials will be monitoring exhibition activities. In order to keep you and your animals healthy, here are some recommendations and simple biosecurity measures to follow:
- Wash your hands often with soap or use an alcohol-based hand cleaner, especially after you cough, sneeze, or have contact with animals.
- Cover your nose and mouth with a tissue when you cough or sneeze.
- Avoid touching your eyes, nose or mouth.Do not eat or drink near animals or animal pens.

Obituaries

Dr. Ralph F. Hall - 85, Colorado Springs, Colo., died July 7, 2012. He retired in 1997 as professor emeritus at the University of Tennessee College of Veterinary Medicine.
Following graduation, Dr. Hall practiced mixed animal medicine in LaHarpe, Ill., for 10 years. He then joined the University of Tennessee Comparative Animal Research Laboratory in Oak Ridge. In 1973, Dr. Hall became the university's first extension service veterinarian. He joined the veterinary faculty in 1976 and maintained a joint appointment with the University Extension Service until his retirement.
Dr. Hall served briefly in the Army during World War II.
He is survived by his wife, Jean; two daughters; a son; and eight stepchildren. Dr. Hall's son, Dr. Mark R. Hall (TEN '80), is a small animal practitioner in Maryville, Tenn. Memorials may be made to Care and Share Food Bank, 2605 Preamble Point, Colorado Springs, CO 80915; Silver Key Meals on Wheels, 2250 Bott Ave., Colorado Springs CO 80904; or First Congregational Church, 20 E. Saint Vrain St., Colorado Springs, CO 80903.
Dr. Karon Ray Jennings was born October 29, 1925, in Lawrence County, TN. He died on July 12, 2012, in McMinnville, TN. He was a graduate of Lawrence County High School, attended the University of Tennessee, and graduated from Auburn University. He was a World War II Navy Veteran, serving in the Pacific Arena, a life member of American Legion Post 173 and V.F.W. Post 5064. While at Auburn, he was very active in student affairs including membership in Alpha Psi Fraternity, President of ODK, President of the Interfraternity Council and as a senior he was a member of the Spade Society. He began his practice of veterinary medicine in McMinnville in 1950 as owner of the Animal Clinic and retired in 2001. He was an honorary member of the American Veterinary Association and served as past president of the Tennessee Veterinary Medical Association. After retiring, he did consulting work for two pharmaceutical companies until 2010. He was a long standing member of First United Methodist Church. Dr. Jennings was preceded in death by his parents William Nathaniel and Ora Mink Jennings, his first wife Peggy Copeland Jennings, a brother Kenneth Jennings, and a step-daughter Gennie Askin.
Survivors include his wife Rita Jennings, daughter Joyce Jennings Smith and husband Craig of Signal Mountain, TN, and her family Cindy and Ray Idell, Craig, Jenny, Cassie and Haley Smith, and Mark Smith, daughter Rhea Jennings Studer and husband Jim of Signal Mountain, TN, her family Abby Studer Garrison and husband Ben and Jack Studer and wife Caitlin all of Chattanooga, TN. Step-daughters Donna Askin Board and husband Ronnie and family Neal, September, Asher and Alex Board of Owensboro, KY, and Lynn Askin Roush and husband Tony and family Madeline and Elizabeth of Orlando, FL. He is also survived by brothers Robert Neal Jennings and wife Virginia of Huntsville, AL, William Hugo Jennings and wife Becky of Burlington, NC, and Dr. Harold Jennings and wife Diane of Reidsville, NC. Memorial contributions may be made to Good Neighbors Program and the Seekers Sunday School Class both at First United Methodist Church, 200 W. Main St., McMinnville, TN 37110.
Dr. Charmi Mendis-Handagama - UT College of Veterinary Medicine has lost a respected faculty member and friend to leukemia. Dr. Mendis-Handagama passed away peacefully early Sunday, July 22, 2012 in Texas while bravely fighting to overcome her illness. Her funeral service was held in Knoxville at the Church of the Ascension, 800 South Northshore Drive, on August 2nd (Thursday) at 6pm It was followed by a reception in the parish hall. In lieu of flowers the family has asked that donations be made in Dr. Charmis honor to the veterinary college's general scholarship fund. |

H.R. 1406 Update
While H.R. 1406, the Fairness to Pet Owners Act, which would mandate prescription writing, remains quiet in the House Committee on Energy and Commerce's Subcommittee on Health with only five cosponsors, the AVMA is focusing efforts on educating the Federal Trade Commission (FTC). The FTC will be hosting a public workshop October 2, in Washington, DC, to examine competition and consumer protection issues in the pet medications industry. For more information on the issue, listen to this short podcast with FTC staff. The workshop is free and open to the public. |
