Greetings!

Below you find an update on our arbitration from our Bargaining Team.

In January, your bargaining team and the employer's bargaining team met with the three-member arbitration panel to present their respective collective bargaining proposals.

It is our belief AUPE Local 039's proposals reflect current economic conditions and recent settlements reached in the post-secondary educational sector, most notably at NAIT.

On the other hand, the employer's proposals are perplexing in their logic and difficult to imagine any justification for them. In fact, the employer has been unable to provide any examples of similar settlements in the education sector.

Here are Local 039's monetary proposals:

Year One:

  • 0% pay increase
  • for fulltime, salaried staff: a one-time, five-day vacation entitlement (pro-rated for part-time staff)
  • for casual employees: two per cent pay increase in lieu of the extra vacation time

Year Two:

  • 2% pay increase to all classifications and pay ranges

Year Three:

  • 3% pay increase to all classifications and pay ranges

Here are the employer's monetary proposals:

Year One:

  • 0% pay increase. The employer argues that all employees not at the top of their salary grid will get a 4% "raise" due to automatic movement on the grid. Those already at the top of their grid will get a one-time, $1,000 lump sum payment. This payment would be pro-rated for part-time staff while casuals will not be eligible. Any employee who received the Long Service Allowance is ineligible for the lump sum.
  • Year Two:
  • 0% pay increase. Using the same argument as Year One, the employer offers a one-time, $1,500 lump sum payment only to those at top of their salary grid. This payment would be pro-rated for part-time staff while casuals will not be eligible. Any employee who received the Long Service Allowance is ineligible for the lump sum.

Year Three:

  • The employer will eliminate the salary grid, freezing all employees wherever they are on the grid. This will create differing rates of pay for workers doing the same job.
  • 2% pay increase to all staff

Year Four:

  • 2% pay increase to all staff

The arbitration panel is now considering both sides' positions. There is no deadline for a decision to be rendered, so please check the website regularly (www.aupelocal39.com). The Local 039 bargaining team and executive will work to keep all members up to date on the arbitration.
