Greetings!
Just a few days ago, NTF submitted comments to FSIS about its proposed New Poultry Inspection System, arguably the most significant advance in poultry and meat inspection since the 1998 implementation of HACCP.
In a little more than a month, NTF will be submitting comments to FDA on that agency's proposed
voluntary program for phasing out production uses of "medically important" antibiotics.
Meanwhile, legislation was just introduced in the Senate to have the federal government begin enforcing on-farm animal welfare standards in the egg industry; the Farm Bill continues to move closer and closer to floor action in both the House and Senate; and two key senators have just launched a new review of ethanol subsidies.
None of this even begins to cover the increasingly intense political posturing that is occurring as the November elections draw closer.
In short, there's no shortage of reasons to participate in the 2012 NTF Leadership Conference, set for July 8-10 at the Washington Court Hotel in the heart of Capitol Hill. For two-and-a-half days, NTF members from all segments of the turkey industry will have the opportunity to hear from key legislators, regulators and political observers, participate in the NTF policy making process, dine with key regulatory officials and, most importantly, meet with your representatives and senators to discuss the most important legislation affecting the turkey industry.
Over the years, the Leadership Conference has been the platform through which NTF members started pushing for ethanol policy reform, worked with Congress to temper the GIPSA marketing rule, pushed for free trade agreements and fought for a common-sense policy on animal medications.
We ask NTF members to help build on this important tradition by registering now. Conference registration material was mailed recently to all NTF members, and more information about the conference (and many of the issues mentioned above) can be found in this newsletter.

Legislation Introduced in the Senate to Federally Mandate Egg Production Practices : In an effort to implement an agreement between the Humane Society of the United States (HSUS) and the United Egg Producers, Sen. Dianne Feinstein, D-Calif., introduced the Egg Products Inspection Act Amendments of 2012 (S. 3239). Joining as original cosponsors were Sens. Richard Blumenthal, D-Conn., Scott Brown, R-Mass, Maria Cantwell, D-Wash., Jeff Merkley, D-Ore., David Vitter, R-La., and Ron Wyden, D-Ore. The bill would establish a national standard on cage sizes and enriched housing for egg laying hens. The legislation is limited strictly to the egg industry; however such a bill could establish a precedent for the federal government to impose animal welfare standards on farms for other livestock and poultry. This measure is the Senate companion to H.R. 3798, introduced in January by Reps. Kurt Schrader, D-Ore., Elton Gallegly, R-Calif., Sam Farr, D-Calif., and Jeff Denham, R-Calif. In accordance with established federation policy, NTF will oppose this legislation.
House Agriculture Committee Completes Farm Bill Hearing Series: The House Agriculture Committee completed its final series of hearings on agricultural policy in advance of writing the 2012 Farm Bill. The latest series focused on commodity and nutrition programs, and programs associated with the energy title. The Farm Bill is the legislation that authorizes many food, conservation, energy, trade, marketing, food assistance and rural development programs for five years and currently expires in September 2012. Last month, the Senate Agriculture Committee approved the Agriculture Reform, Food and Jobs Act of 2012 (S. 3240), which now awaits further action on the Senate floor. As both the House and Senate move forward on the Farm Bill legislation, NTF will remain involved to ensure responsible farm policy is enacted.

NTF Submits Comments on Poultry Inspection Modernization: NTF submitted comments supporting USDA's proposed New Poultry Slaughter Inspection. The comments reflect the turkey industry's commitment in working to ensure a science-based food inspection system that will improve food safety by using more modern methods. The proposed rule will allow federal inspectors to shift to prevention-oriented inspection systems. The Technical and Regulatory Committee as well as the Turkey Health and Welfare Committee worked for several months to develop the turkey industry's response to this significant change in turkey inspection. NTF sent a press release on the comments, which has been picked up by a variety of poultry trade media.
FSIS Launches Electronic Label Approval: On May 21, FSIS announced the launch of the Label Submission Approval System (LSAS). The LSAS is a new web-based label approval system intended to streamline the agency's review process for meat, poultry and egg product labels. Information on accessing and utilizing the new system is available here. Accessing LSAS requires individual USDA eAuthentication.
USDA NACMPI Accepting Nominations: USDA is soliciting nominations for the National Advisory Committee on Meat and Poultry Inspection (NACMPI). The committee consists of as many as 20 members, and each person selected is expected to serve a two-year term. Nominations must be received by June 20, 2012.

China Trade Update: According to USDA officials, the agency's recent visit to China did not result with a scheduled date for the equivalency audit of Chinese chicken plants to be conducted, which is the next phase in resuming full poultry trade between the two countries. Additionally, China insists that the United States has submitted all needed information in regards to lifting the bans on turkey products from at least two states; however those bans remain in place. NTF is working closely with USDA and USA Poultry and Egg Export Council on both of these issues.
India's Failure to Lift Restrictions on U.S. Poultry in Consultations : NTF, along with the National Chicken Council, and USA Poultry and Egg Export Council, released a statement in support of the U.S. Trade Representative taking the next step in the dispute settlement process to lift restrictions on U.S. poultry. The statement was picked up by 23 media outlets, including Meatingplace and The Financial Times. Conservative estimates show that if the India trade barriers were eliminated, the value of U.S. poultry exports would surpass $300 million annually.
PHIS Import Inspection Component Launched: FSIS implemented the import component of the Public Health Information System (PHIS) on May 29. Details on shipping internationally are posted on the FSIS website.
Live Production and Environment
Chesapeake Bay Lawsuit: NTF filed briefs against EPA on the establishment of a total maximum daily load for the Chesapeake Bay watershed. The briefs demonstrated that NTF, because it has members in the affected area, has standing in the case and thus has right to bring suit against EPA. EPA may submit one more brief, which is due June 20, and then NTF may submit one more brief by July 13. After the last brief is submitted, parties must wait for the court to set an oral argument date.

DOL Withdraws Proposed Rule on Child Agriculture Workers: In a press release, the Department of Labor (DOL) announced its decision to withdraw the proposed rule on Child Labor Regulations related to child agricultural workers, including provisions to define the "parental exemption," in response to thousands of comments, including those from NTF, expressing concerns about the effect of the proposed rules on rural communities and family-owned farms. The DOL and USDA will work with rural stakeholders to develop an educational program to reduce accidents to young workers and promote safer agricultural working practices. NTF filed joint-comments on the proposed rule in December.
District Court Strikes Down NLRB Quickie Elections Rule: In a decision by the U.S. District Court for the District of Columbia, the court struck down the National Labor Relations Board (NLRB) rule that amended the procedures for determining whether a majority of employees wish to be represented by a labor organization for purposes of collective bargaining. The rule was challenged because the NLRB lacked quorum when it voted to pass the rule. The court did not reach a decision on the other procedural and substantive challenges to the rule, noting that had a quorum participated in its promulgation the final rule may have been found perfectly lawful.

Satellite Media Tour to Tout Grilling Turkey Burgers: On June 14, Mark Bucher, owner of BGR: The Burger Joint, will participate in a satellite media tour for NTF. From a studio in New York, Bucher will be interviewed by numerous broadcast media outlets promoting grilling turkey burgers, while reminding consumers of important at-home food safety practices.

Pew Commission's Campaign Against Animal Antibiotics: The Pew Commission and the American Academy of Pediatrics launched a campaign to "unite individuals across America working to preserve the effectiveness of antibiotics. "The campaign began in D.C., where Pew hosted a "Supermoms Against Superbugs" advocacy day, which did not draw a large number of women.
Attendees were encouraged to visit their representatives in support of the Preservation of Antibiotics for Medical Treatment Act (PAMTA). The campaign also encouraged parents to contact local school authorities and volunteers to gain support for ridding school meals of meat that comes from animals who have consumed antibiotics. NTF received no media calls about the event, but will continue to monitor the campaign's activities and aggressively counter any misinformation about turkey industry practices.
NTF Attends the Animal Agricultural Alliance Summit: Last month, NTF attended Animal Agriculture Alliance's annual Stakeholders Summit in Arlington, Va. Nearly 200 industry leaders came together to discuss bridging the urban-rural divide and transparency in animal agriculture. Representatives from the Meatingplace and Food Safety News shared strategies for those in agriculture to build relationships with reporters through open, honest communication. NTF Rebrands the Congressional Reception: Earlier this spring, NTF launched a contest to find a new name for NTF's Congressional Reception, which is part of the Leadership Conference that takes place each summer. NTF posted a video on youtube.com and NTF's Facebook page asking the public for suggestions to rename the reception. After compiling a strong list of contenders, NTF announced the new name for the reception to the Turkey "Meat & Greet" Congressional Reception. The winning suggestion was submitted by Diane Conroy, who received some NTF prizes. To view the NTF video click here.

Adrienne Richards, NTF's former public relations manager, is the new director of industry and public affairs with the American Frozen Food Institute.

Jeff Stauffenecker is the new allied director for the board of the Minnesota Turkey Growers Association. Stauffenecker is co-owner of Protein Alliance and represents Northern Pride Cooperative in sales of all its turkey products.
Hormel Foods Corp. had a second-quarter earnings climb of 17 percent based on a strong showing by its Jennie-O Turkey Store line of products, including turkey burgers.
Josh Kline is the new plant manager for Norbest, Inc.'s further processing plant in Salina, Utah. Lela Hodges is Norbest's new quality assurance director.
DenYon Energy has partnered with the Department of Energy and the University of North Dakota Energy and Environmental Research Center to develop gasifier technology that could lead to elimination of waste and help processors become more energy self-reliant.
USDA scientists have discovered a new virus in turkeys that may be used as an alternative to antibiotics to fight multi-drug-resistant pathogens in poultry.

Reed Alexander, actor on the Nickelodeon show iCarly, featured his favorite turkey burger recipe in People magazine. He spotlighted the recipe as a healthy meal, with great flavor.
The southwest turkey-sausage bagel thin egg white sandwich, is a new menu option on Einstein Brothers Bagels "Smart Choices."
Based on first quarter trade data released by the Foreign Agriculture Service, March's U.S. turkey meat exports increased 9 percent since last year with the value up 24 percent.
USDA's monthly Cold Storage report shows total pounds of turkey in freezers were up 17 percent on April 30 from the previous month and up 20 percent from April 30, 2011.
According to USDA's latest Poultry Slaughter report, ready-to-cook turkey is up 4 percent from a year ago and live weight of turkey slaughtered is up 1 percent from April 2011 to April 2012.
The International Food Information Council's 2012 Food and Health Survey showed that the majority of consumers find it hard to know what to believe about nutrition. Consumers most often rely on their own research instead of third-party experts.
