Women's preventive health benefits

 

New changes effective on August 1, 2012

 

As you may know, the Affordable Care Act (ACA, or Health Care Reform law) includes changes that are being phased in over a number of years. The latest set of changes includes additional benefits for certain Women's Preventive Health Services.  

 

When plans renew or are effective on or after August 1, 2012, all of the following women's health services will be considered preventive (some are possibly already covered).  

 

These services generally will be covered at no cost share, when provided in-network:

  • Well-woman visits (annually and now including prenatal visits)
  • Screening for gestational diabetes
  • Human papillomavirus (HPV) DNA testing
  • Counseling for sexually transmitted infections
  • Counseling and screening for human immunodeficiency virus (HIV)
  • Screening and counseling for interpersonal and domestic violence
  • Breastfeeding support, supplies and counseling
  • Generic formulary contraceptives, certain brand formulary contraceptives, and FDA-approved, over-the-counter female contraceptives with prescription are covered without member cost share (for example, no copayment). Certain religious organizations or religious employers may be exempt from offering contraceptive services.

Supreme Court Upholds Healthcare Law

 

The U.S Supreme Court upheld the individual mandate that is the centerpiece of President Obama's healthcare reform law.

 

The court has upheld most of the Patient Protection and Affordable Care Act but did find the Medicaid expansion provision opposed by a number of states violates the Constitution.

 

In the key issue, the Supreme Court was asked to decide if the individual mandate requiring citizens to obtain health insurance or pay a penalty by 2014 violates the Constitution. The court majority said it is a valid provision under the federal government's taxing powers, although not under the Commerce clause.

 

Chief Justice John Roberts issued the ruling and cast a vote with the liberal justices in favor of the mandate as a valid tax.

 

The Roberts opinion said the government cannot force citizens to buy health insurance but can impose a tax on those who do not have insurance. It said it is not the court's role to decide the wisdom of the tax.

"The individual mandate cannot be upheld as an exercise of Congress's power under the Commerce Clause. That Clause authorizes Congress to regulate interstate commerce, not to order individuals to engage in it. In this case, however, it is reasonable to con­strue what Congress has done as increasing taxes on those who have a certain amount of income, but choose to go without health insurance. Such legislation is within Con­gress's power to tax," Roberts wrote in the 5-4 decision.

 

Roberts also wrote, "The Affordable Care Act's requirement that certain in­dividuals pay a financial penalty for not obtaining health insurance may reasonably be characterized as a tax. Be­cause the Constitution permits such a tax, it is not our role to forbid it, or to pass upon its wisdom or fairness."

 

The court's four  liberal members - Justices Ruth Bader Ginsburg, Stephen Breyer, Elena Kagan and Sonia Sotomayor - sided with Roberts in upholding the law's key individual mandate provision.

 

Four conservatives - Justices Antonin Scalia, Anthony Kennedy, Clarence Thomas and Samuel Alito - dissented, finding that the mandate and the entire law should be invalidated.

 

President Obama addressed the public on the opinion at 12:45 p.m., claiming the decision is a victory for Americans.

 

Republican House leaders and GOP presidential candidate Mitt Romney have vowed to repeal the law. Romney  said the law remains "bad" public policy that should be repealed despite the court upolding it.

 Progressive 'Snapshot' Car Insurance Program Now Available at Lowcountry Insurance Services

 Progressive Snapshot 

Progressive has begun national advertising for its "Pay-As-You-Drive" program, Snapshot, which offers drivers discounts of as much as 30 percent based on real-time analysis of their driving habits.

 

Over the past few years Progressive has been refining its "Pay-As-You-Drive" program, also known as usage-based insurance. The insurer says more than a quarter of a million drivers have participated and it has analyzed more than 2 billion miles driven. Now it is ready to take Snapshot countrywide.

 

Drivers currently enrolled in the optional program are already saving an average of $150 per year, according to Progressive, which says the potential 30 percent discount is the largest it has ever offered.

 

"Today I'm issuing a challenge to drivers across the country. Get a quote from Progressive and send us a 'snapshot' of your driving habits, and see what happens. At worst your rate stays the same. But you could end up saving up to 30 percent on your car insurance," said Progressive President and CEO Glenn Renwick.

 

Renwick said Snapshot gives drivers the chance to pay for car insurance based on how they drive, not how others drive. People who drive less, in safer ways and during safer times of day, are most likely to get a discount.

 

The program is powered by the Snapshot device, which plugs into the onboard diagnostic port found near the steering wheel of most cars built after 1996. The device houses the latest in telematics and mobile technology and wirelessly feeds Progressive information about the customer's driving patterns.

 

After 30 days, customers can log into their policy to see how much of an initial discount they're earning and what changes they can make to their driving habits to save even more. At the end of the six month policy term, the customer returns the device to Progressive, and Progressive calculates the final discount. The initial discount is applied to the first six-month policy term and the final discount applies to policy terms going forward.

 

Progressive says the Snapshot discount is not based on location or speed. The device does not have GPS technology, so Progressive says it does not know where the car is and does not take into account how fast the car is being driven.

 

Progressive has been awarded a series of patents on the methods and systems used in Snapshot.

 

In addition to saving drivers money, Progressive says that usage-based insurance programs like Snapshot can also lead to safer roadways and a cleaner environment. The changes drivers are generally encouraged to make to maximize their savings, such as driving defensively and driving fewer miles, also have a positive impact on road safety and result in fewer carbon emissions.

Here are a few tips on getting the most out of your Farmer's Market trip:

Shop early for the best selection

Farmer's arrive to the market bright and early with their trucks full of fresh produce. The closer to opening time you arrive, the better your selection will be.

Shop late for savings

Once the market slows down and closing time approaches, you may have a good chance of getting a bargain. Some, not all farmers would rather sell all of their produce rather than haul heavy loads all the way back to their property. You may score a few bargains during the last hour of the Market.

Have a taste

The best part of the Farmer's Market is that you are ensured quality. Many of the farmers hand out samples of their produce for you to taste their delicious goods. This is a great time to try new things! If something looks different, try it, love it and cook it for dinner!

Stock up

While supermarket produce is harvested weeks before it arrives in stores, the items you see at the Farmer's Market are usually picked from the ground the day before you buy them. That means your produce purchases will have a longer life expectancy so load up and take home your favorites along with a few newbies!

Learn to use your fresh fruits and vegetables purchased at the Farmer's Market in one of our healthy cooking classes at the Culinary Arts Center. Summer time is the perfect time to explore refreshing recipes such as this Raspberry Fruit Popsicle.  

 

RASPBERRY POPSICLES

Ingredients:

2 pints Raspberries, fresh or 1 cup frozen

1 tablespoon sugar

 

Preparation: 

Puree raspberries and sugar in a blender. 

Strain raspberry puree through a fine strainer. 

Pour raspberry mixture into popsicle molds. 

Put in the freezer. 

Allow the popsicles to set for 6-8 hours.

Chef's Note: You can substitute your favorite fruit for the same amount as the raspberries.

Serves: 4

Calories: 60
