BP DISASTER UPDATE - FOLLOWING THE MONEY, CONTINUED
With the gusher closed, and disaster declared over, money has come to the top of the BP story, where it will likely remain for the foreseeable future. The full impact on the Gulf of Mexico waters and wetlands will not be known for some time. The money story remains very much the same as reported last week: BP is firmly back on its financial feet and the Compensation Fund is an established part of the financial landscape on the Gulf Coast. Following last week's bond issue in Britain, BP has just issued an additional 2.3 Billion euros in bonds, all of which have been purchased, attesting to its financial stability. The bond insurers also gave BP a vote of confidence by dropping their premium for default coverage from $615,000 per $10MM just after the disaster to $155,000 today, indicating that BP is on its way out of the woods. It is clear from BP's improved position that they agreed to the Compensation Fund not from a pang of conscience but to segregate and cap its liability. Some 98,000 claims have been made against the fund administered by an independent appointee. It is not BP's problem to pay the claims, but the Fund Administrator's. When the Fund is exhausted, it is likely that the claims will cease - those who make claims of BP directly in future will surely asked "Did you make a claim on the Fund first?" MARCELLUS AND THE MARKETPLACE More and more natural gas extracted from the Marcellus Formation has been coming onto the market as more wells are drilled in Pennsylvania. With increased natural gas extraction comes increased propane production, as the production of the new wells is separated out into different fuel gases. New gas gathering pipelines are being laid every day, which connect these remote wells to central distribution systems, not only for natural gas but for propane as well. The consequence of this development will be to shift the balance of propane supply from West to East. As the gas drilling industry matures in Pennsylvania, propane will become a locally produced fuel in the Northeast. This will have consequences for the Enterprise TEPPCO pipeline, the primary supply pipeline through which propane has travelled since the 1950s. Propane may continue to be injected into this line, until sufficient volume is produced to make establishment of a new pipeline profitable. This may create new competition to the Enterprise TEPPCO line and the major marketers who ship on that line, crimping the volume at its most profitable segment. Time will tell. In the meantime, we will talk about gas gathering in Pennsylvania.
