Welcome to 2010!
As you know from several years of communications, The
Midway Chamber of Commerce has been a proponent of the Central Corridor Light
Rail Line because of the long-term benefit to this area, St Paul and the Eastern
Metro Region. However, our support has
always been with the understanding of the major challenges this area will
encounter during construction which in turn has dictated our efforts to
represent business interests during the planning and design of the Central
Corridor. We also have been supportive
of the highest level of quality for streetscape and stations that is
economically possible. The major
improvement to the look of the Avenue will be immediately beneficial even as
light rail and new developments are just starting to be a reality.
This evening the
city council is holding a public hearing on the scope of the streetscape
betterments and station plan and to approve the portion of the plan to be
financed through a property assessment. Although the
timeline from introduction of the plan to the point of
the public hearing has been very short, the Midway and St Paul Chambers and St
Paul BOMA have been working collaboratively with city staff and your city
council members to gain more information and to vet through other options to
mitigate the impact on property owners.
To
note:
In acknowledgement of the regional benefit of
this project, the city of St Paul utilized alternative funds (TIF, CIB and STAR)
and continues to work to reduce costs and to identify any other sources of
funding. Currently $2.9 million of
the proposed $18.8 million for streetscape betterments and station costs
attributed to the city is proposed to come from a property assessment. The
total cost of the entire streetscape of the project is 40+ million, the Met
Council is responsible for the cost of the baseline streetscape.
Without light rail, University Ave would have
been redone at some point and the property owners would have been assessed 25%
of the full baseline streetscape, which would have been considerably more then
$2.9 million.
As with other public
works projects the property owner can pay the assessment over 20 years at a low
interest rate.
Although moving
quickly, the following changes have occurred in acknowledgement of a challenging
economy and the extensive construction impacts the area will endure as light
rail is built and tested until operational in 2014.
On 11/18/09 the city council moved to reduce
the burden of some of costs (median landscaping and safety elevations to
separate tracks downtown from road and sidewalks) to the Met Council, or if
those funds do not materialize, reduced the scope of the project by $3.5
million.
In response to the plea for deferent for
property owners of the assessment until the light rail is operational vs. being
assessed when the streetscape is completed, City Council member Russ Stark will
ask that ratification of the assessment be delayed. This will allow for businesses to be
completely through construction and testing of the trains and at a point where
they can benefit from the trains being fully operational before they receive
their assessments.
Many other
issues like loss of parking and business and construction mitigation will
continue to be addressed as this process continues. Your chamber president Lori Fritts and
members of your leadership participate on the Met Council's Business Advisory
Council, work directly with Met Council and city staff and are working with
several other nonprofit groups to create and implement plans to mitigate the
impact of construction.

particular, whether supportive overall of streetscape or not, please express
support of a delay in ratification of the assessment, so area businesses may
have a window of opportunity to recover and benefit from light rail until 2014
before they receive assessments.

Snap Fitness Opens its 1000th Location
Less than six years after opening its first club, Snap
Fitness, the fast growing and Minnesota based franchise system featuring
compact, state-of-the-art fitness centers, opened its 1,000th club in Falcon
Heights on Monday, December 14th. The Midway Chamber hosted the Ribbon
Cutting for this lunch hour kickoff with many chamber members, Snap employees,
friends and family in attendance. "I love the 24 hour express fitness concept
and thought Falcon Heights would be a perfect area for Snap Fitness to open its
1000th store!" said owner Ben Cowan. Ben opened two locations in Saint Paul
last fall and currently owns and operates 5 Snap Fitness centers in the Twin
Cities area. Snap's 1000th club is located at the busy intersection of W
Larpenteur Ave and Snelling Ave N.
