From the Manager's Desk
The Town of Lisbon has completed its budget for the 2009-2010 fiscal year. This year was the most difficult municipal budget I have experienced. This was the consensus across the state for most all municipalities and we are expecting the next budget to be as difficult. This year we had a revenue shortfall of approximately $1million. We are seeing and expecting to see the revenue sharing from the state to decrease and we are anticipating a referendum vote on excise tax changes to pass on the November ballot which will have a major impact on our revenue.
The Town of Lisbon employees are to be commended for their hard work and sacrifice to bring this budget in so there are no losses of jobs. Employees agreed to a 0% increase in wages and a change in the healthcare plan that saved the town approximately $170,000. We were also able to stay on track with the Capital Improvement Plan and move forward in maintaining our infrastructure and replacing most of what we had planned to replace for equipment. The success of the bond initiative allows us to spend the next 3 years on some of our worst roads. These projects are complete rebuilds and will take time to do. The other exciting news is the Route 9 project that was funded through the Recovery Act. This project is the second largest project in the state and will be started this summer and completed in 2010. The Upland Road project will be completed at the same time next year. The State of Maine investment in Lisbon's infrastructure is approximately $5 million. We are hopeful to try and put before you the trail expansion matching funds that will allow us to receive another $1.2 million funding from the state in November.
Over the next few months there will be a lot of activity here in Lisbon. Recreational programs will be up and running with increased enrollments and activities and road work throughout the community so plan on some delays. The Downtown Revitalization, Library and Beaver Park programs are ongoing. Read the reports from departments in this newsletter and catch up on all that is happening and watch for some of the success stories that will be announced.
The Town of Lisbon is moving forward despite the bad economy. We have seen some small business growth and additional new business. Our infrastructure is being repaired and we are aiming for a "pay as you go" capital plan. The School Board, Town Council and committed citizens are working hard on finding a way to have the Lisbon High School building move forward with making the repairs and additions to provide the citizens with a quality structure that meets all the needs of the community. The Town Council and the School Board have made great strides in working together to overcome the budget challenges this year as well as working towards maintaining the school accreditation issues. We have had a long and at times troubling budget process. It is especially sad, discerning and counterproductive when we have individuals that can never see the positive and attempt to do harm to individuals and their families. Those that work and volunteer in the public sector do so because they like to serve and contribute. We are all encouraged but what lays ahead for all the citizens of Lisbon both children and adults. When we work together as a community for the ultimate goal to improve the quality of life of all our citizens there will be much to be thankful for. We should especially thank all those that work so hard, elected officials, employees and volunteers. We should thank those individuals that look and work forward with positive and constructive attitudes and we will continue to overcome the adversity of the economy and the past and move forward. Lisbon Unveils New Trails Logo

The Lisbon Trails Commission recently unveiled its new logo courtesy of Lisbon High School sophomore Sarah Giraldo. Sarah along with 30 other Lisbon students provided their interpretation of how to enjoy the Lisbon trail. Sarah's logo included a river and trail scene with bikers and hikers and a greyhound in honor of the high school mascot. Sarah, an aspiring art student said, "It was fun to imagine how the trail is used and I wanted to include a greyhound for the school." The trails commission needed a new logo and thought the creativity of local students would be the way to go. "It is great that the trail is here and that the community could be involved in the logo development," said Mary Giraldo, Sarah's mom. "I think it is really cool that you included the kids." Noyes Lawrence of the Lisbon Trails commission asked Elaine Cyr, Lisbon High School art teacher, to help the commission with the logo development and it resulted in a great fit. "We think the artwork is great. All the kids did an excellent job and it was a tough choice, but Sarah's was just perfect" said Noyes. "She even did a couple of different versions for us." The town was recently awarded a grant from the Maine Department of Transportation to complete the Lisbon Trail into Lisbon Falls. The final segment of trail will connect the three villages of Lisbon and will provide access to and beautiful views of the Androscoggin River. The logo will be used on t-shirts and in other ways to continue to remind people of the importance of community walkways. The current section of trail receives about a 100 visitors a day in the summer months and is popular with local residents. The Trails Commission is responsible for bicycle and pedestrian trail planning in the community, federal and state funding acquisition, and advice to the Town Council regarding bicycle and pedestrian trail development.

Lisbon Chosen for
Maine Downtown Network
On Friday, June 5th Lisbon officials and Lisbon Revitalization Committee members learned they were chosen as one of the new communities for the Maine Downtown Network at the Maine Downtown Center Annual Conference in Rockland. The Maine Downtown Network is a new program of the Maine Downtown Center, which is under the umbrella of the Maine Development Foundation. Lisbon was chosen along with five other communities from a field of twelve applications. The Maine Downtown Network is an affiliate program to the Main Street Maine program. This program will provide a range of services and assistance to meet a variety of community commitment and readiness levels. This program is ideal for communities just starting downtown revitalization efforts and/or those hoping to achieve Main Street Maine designation. These services will help build Lisbon's organizational and funding base for a comprehensive downtown revitalization program. The Maine Downtown Network mirrors the Main Street Maine program utilizing the four-point approach for revitalization: design, organization, promotions and economic restructuring. Lisbon has also applied for a CDBG downtown planning grant which will continue the revitalization efforts if successful.
The officials and committee members were excited to learn they had been chosen. The letter of interest submitted in May included the description of the downtown, the organized efforts that have been in progress, the budget, pledging commitment to participate in the program and maps and photos of the downtown. Town Manger, Steve Eldridge said "This is an excellent opportunity for the Town of Lisbon and a great step forward for the Lisbon Revitalization Committee. The available resources from the Maine Development Foundation's Maine Downtown Network Program will help us to continue the efforts of the committee and move its vision forward to help Lisbon prosper. Congratulations on all the hard work from the Revitalization Committee." Gina Mason, Lisbon Town Councilor and Revitalization Committee member had this to say, "The revitalization committee has worked very hard over the last year to compile the information that was so vital in making our first attempt with The Maine Downtown Network a success. We are very proud to be in such great company with the many other towns and cities here in Maine that are a part of The Maine Downtown Program. The efforts of these communities in conjunction with The Downtown Program have certainly made great strides in improving them in many areas." Rosie Bradley, Economic/Community Development Director, compiled the information needed for the application process. The Revitalization Committee has been working hard for the past fifteen months which included holding several Community Visioning Sessions and surveys to get citizen input and ideas. "This is an excellent opportunity for Lisbon to utilize a proven program that has transformed downtowns not only across Maine but across the country. The statistics showing the number of jobs created, the number of buildings redeveloped or rehabilitated along with the amount of public and private dollars invested in Maine downtowns is the proof of this programs success. Now Lisbon has the necessary tools to help transform their community into a thriving downtown and rejuvenate the community pride. It takes a community to build a community and this can be an excellent foundation on which to build." There will be public informational meetings scheduled to inform the businesses and citizens on the details of this program. Citizen involvement and volunteerism are major components of this program. Beaver Park Summer Camp
Register your third or fourth grade student for the Beaver Park Summer Camp. Summer Camp starts July 8, 2009 and will meet every Wednesday from 1:00 to 3:00 p.m. for four weeks. On August 8, 2009 camp participants will be invited for an overnight camping experience at Beaver Park. The camp theme will be to explore the natural environment of Beaver Park. The program will be led by Park Ranger Verla Brooks. Space is limited and early registration is encouraged. Registration fee is $10.00 per student. The 2009 Beaver Park Fishing Derby had the largest attendance in 23 years. 124 anglers under the age of 16 registered for the derby. Seth Tapley caught the largest brook trout measuring 14 inches. The Beaver Park Fishing Derby has become a family tradition which is looked forward to each May. Donations make the derby possible and these donations are very much appreciated by all the participants. Lisbon Hires W.E. "Pat" Dow as Assessor
The Town of Lisbon has hired W.E. "Pat" Dow as the new Assessor. Pat brings a wealth of knowledge to the position and has hit the ground running. He has worked several jobs over the past fifty years.
He started out as a greenskeeper at a small golf course and held positions as a ski repair mechanic, mill worker, soldier, professional ski patroller, EMT, High School Teacher, Maine Guide, builder, store manager and Certified Code Officer. He is currently a Certified Maine Assessor.
With all of this experience in many fields Pat has learned one very important thing, "I may not have all the answers, but I can generally find an answer given time." The Town of Lisbon is excited to have Pat as the newest member of the team. Stop in and welcome Pat to Lisbon. |
Citizens Police Academy 
The Lisbon Police Department recently concluded its second 10-week Citizens Police Academy and participant feedback indicates rave reviews. All presentations were by Lisbon Police Department personnel. The class of 16 was treated to a hands on instructional approach including a ride-along program. Students received instruction in Crime Scene Investigations - CSI, including, crime scene security and evidence gathering and preservation. Sessions covered traffic stops, including operating under the influence, drug interdiction, and high risk stops. Other topics included public safety communications, report writing requirements, courtroom demeanor and testimony and several student participatory demonstrations of the Lisbon Police canine that included drug interdiction, and search and seizure capabilities. Further instruction included a presentation of the Departments approach to Domestic Violence intervention and follow-up as well as the Department's proactive efforts with juvenile issues and education programs within the town and the schools. The academy was active from start to finish. The last class session had the students participate in a simunitions program where each student was given the opportunity to "be the cop" in several spontaneous shoot/don't shoot situations. The Department is planning to conduct another Citizens Police Academy beginning early next year. Also, at the request of the students from the 1st and 2nd CPA's, the department is working to develop a follow-up class for the past graduates to attend that will include more 'hands on' scenarios. Lisbon Reveals Collected Data
The Lisbon Revtiatlization Committe unveiled the data collected from the three community visioning sessiona and the two surveys to the public on May 12th.
Those attending the session were able to vote on their priorities from data collected in each of the categories: Parks/Recreation, Public Services, Education/Cultural, Economic/Community Developement, Housing/Agriculture/Land Use and Municipal Servcies/Infrasturcture. They also gave input of items to include in a vision statement for the community.
Committees are being formed for each of these topics which will work on creating strategic plans for each category. These committees will work in conjunction with other municipal committees, boards or groups whenever possible.
Revitalization committee members include: Collette Botma, Sue Conroy, Layne Curtis, Steve Eldridge, Jeff Kelly, Toni Kline, Ryan Leighton, Gina Mason, Phyllis Moore, Diane Nadeau, Brenda Rogers, De-Nin Lee, Laila Roukounakis, Jay Raitt and Bill Kuhl. Farwell Associates Expands in Lisbon

Farwell Associates located at 22 Farwell Street in Lisbon, Maine recently held a ribbon cutting ceremony for their business expansion. Lisbon officials and residents attended their open house to welcome the new counselors to the town. Farwell Associates is owned by Mariette Hanlon, LCSW. The team of professional counselors, in addition to Mariette, consists of Jessica Marston, LMSW-cc, Starr Baxter, LCSW and Sonia J. McGrath, LCSW. The facilities at 22 Farwell Street are uniquely designed to enhance their counseling offerings. Farwell Associates offers professional counseling for children, adolescents and adults. The team of counselors is accepting new patients and work with most insurance for billing. Their office hours include convenient day, after school and evening hours. Farwell Associates works closely with the area schools and assists the guidance counselors when necessary and accepts referrals from the schools and area physicians. Lisbon Welcomes Maria's with a Ribbon Cutting
On May 29th the Town of Lisbon welcomed its newest business, Maria's to town with a ribbon cutting ceremony. Maria's is located at 5 Village Street in Lisbon and is owned by Maria Birchfield. Maria's will be open Tuesday through Sunday from 11:00am to 9:00pm. Offerings on her menu include hot and cold sandwiches and subs, burgers, fresh dough pizzas, salads, Mexican and more. Maria recently gave birth to her son Trenton Birchfield, who is the reason that she decided to start her own business. She invites everyone to stop by and try her menu items or call 353-0940 to place a take out order. | |

We are selling quite a few fishing and hunting licenses. The doe permit application deadline by mail or in person should be around July 15, 2009. Applications had to be postmarked by July 15 last year or delivered to 284 State Street, Augusta before 5:00 p.m. The application deadline online should be around August 1, 2009. You may be able to apply online like last year until 11:59 P.M. August 1, 2009. Residents applying to hunt on their own land without a license, and applicants with a legal residence outside the U.S. or Canada must use the paper applicationandmay not apply for an Any-Deer permit online. The Any-Deer lottery drawing will be held in September. We will continue to do online doe permit registrations for those customers who ask.
DOGS - DOGS- DOGS! Don't forget to get your dog licensed for 2009. Late fees apply, however, call 353-3000 Ext 112 for more information or to see if you need to bring in with you a new rabies certificate.
The Town Clerk received notification that Lisbon received a small grant to microfilm and create a CD of the Town Lisbon Road Book in an effort to make historical information more accessible. The Town Clerk is processing business licenses for an off premise catering permit, liquor license, and a permit for a farmer's market on Route 196. Annual appointments were made by the Town Manager last week. The Town Clerk transcribed the Council's meeting minutes for May and June. Once they have been approved they will be posted on our website. The Assistant Clerk will do the July Planning Board meeting minutes this month. We are busy making certified copies of vital records and doing genealogy research. Stop by and see what we have. Uncertified research would cost $5 per name for a five-year search. The Historical Society located at MTM has a wealth of information for you. I visited their facility last week and was very impressed with the information available. It's a must see! WOW! Nice job guys!
Brown's River Bindery in Vermont sent back our book binding jobs last week. They do nice work. We still have two books left to be completed: Vital Records 1930-1936 and a naturalization book. We will have to carry forward about $1,500 to cover this bill, which should be here by the end of September. As usual, I'm always available and willing to serve so feel free to call me anytime with any question. I'm just a phone call away.

Lisbon Trails Commission Construction on Phase II of the Ricker Farm Trail will begin shortly. All permitting applications, utility coordination, and ROW issues have been accomplished and we are awaiting final approval to begin construction. The Lisbon Trails Commission recently adopted a logo to be used on shirts, correspondence, etc. We also received formal notification of project award from Maine DOT for the Androscoggin River Trail Segment of the system which will connect the Sabattus River Boat Launch to the Park and Ride Facility adjacent to the Railroad Diner in Lisbon Falls. Successful completion of this segment will require local funds in the amount of $320,000 to be raised in order to receive $1,280,000 in funds from the State and Federal Government. If the Lisbon Community fails to raise this money these funds will be given to other communities in the State and Lisbon likely have difficulty obtaining funds in the future.

SUMMER 2009! We are currently taking registrations for our Summer Programming. The flyers went out into the school and the information has been advertised in the Times Record. I expect that the traffic will pick up in our office this week once school is out for the summer and parents are looking for something for their kids to do. We are offering an early morning drop off at the Playgrounds and Trekker Campto accommodate those parentswho go to work at 8 am. Before School and After School Recreation: I am particularly pleased with how well the after school program is going this year. We have done well to break even with this program being the first time offering it to the public in this format. We have had after school programs before, but they were held at the Lisbon Community School and were structured such that kids would sign up for a 45 min to an hour game. This was nice, but didn't really meet the needs of the parents and numbers had begun to diminish. Unlike our first attempt, our current program is actually gaining numbers or participants each week. I think the public is realizing the benefits and the affordability from our before and after school programs. MTM Center: The MTM board met in May and discussed several topics including but not limited to; maintenance, rental space, and rental fees. New members include Marty Roop Sr. and Aline Strout. The Recreation Committee met on June 1st. Check out our Fitness Center located in Rooms 1,2 at the MTM Center. Sunshine Hill Seniors: Aline, Sylvia and I, took 17 folks to Boston via the Down Easter. Imax Theater, the Boston Aquarium, and Quincy Market were a few items on the itinerary. Taking the train proved to be a good idea. It was a great time for everyone. We had a BBQ at the MTM Center on the first Friday in June. I cooked 55 and 30 hot dogs and all were consumed with in the hour. Programs: The second session of swimming ended last Monday. Our participation levels in swim have remained consistent from previous years. Our Aerobics classes have been rather popular and have held strong participation levels though out the year. Aerobic will begin again in the fall. We will be offering Yoga for the first time starting in July. This might be a good replacement for the ladies while Aerobics takes a summer hiatus. Trash was picked up on Canal St. Potholes were taken care of and the light pole on Webster St. was repaired. 4/6 - 10/2009 This week we took down the snow fence, placed reclaim and back dragged on the Field Rd., Hatch Rd., River Rd. and Pohle St. Brush and limbs were cut and picked up and pot holes were filled. 4/13 - 17/2009 We started the process of street and sidewalk sweeping and the walking trail was also swept. County Rd., Pohle St. and Spruce St were graded. Friday man hole work was done for the Treatment Plant. 4/21 - 24/2009 The drainage pit in the garage was cleaned out. Catch basins were cleared of leaves and litter. Voting signs were put out and taken back down. Street and sidewalk sweeping continued. Dead end signs were installed in Winter Park. Ditching was done next to a culvert at Summer St and Rt. 125 and a washout was taken care of on the Fisher Rd. On Friday some of the crew repaired part of the pavement on the Walking Trail and they also took care of a washout. 4/27 - 30/2009 Street and sidewalk sweeping continued through the week. Gravel was placed and back dragged on Pohle St, Old Town Farm Rd., County Rd. and Edgecomb Rd. A large hole in the sidewalk and the side of the road on Rt. 196 across from the redemption center was repaired as well as on in Lisbon in front of The House of Pizza. A catch basin was repaired on Wing St. River Rd. was graded and sprayed with 250 gallons of calcium and Ridlon Rd. and Wagg Rd. were graded. 5/4/ - 6/2009 This week we graded roads, filled pot holes, repaired mailboxes a/o posts, continued with street sweeping, installed crosswalk signs and did some ditching. 5/11 - 15/2009 The fence at the LES ball field was repaired, street sweeping continued, lawn repair was done and 2 catch basins on Canal St. were repaired. 5/18 - 22/2009 We continued with street sweeping, repaired catch basins on Hinkley St. and Canal St., filled in pot holes, attended a 4 hour Chainsaw Safety class, repaired driveways that received damage from plowing and worked on a large beaver dam on Whitney St. We more than likely will need to return to that problem later. 5/26 - 29/2009 Street sweeping continued, lawns were repaired from plow damage, ditching was done on 57 Wing St. and Ridlon Rd. potholes were filled, "No Parking" signs were installed on Brook St., a "Dead End" sign was installed on River Rd., the salt shed was re-arranged, barricades were repaired, trees were limbed on Ferry Rd. and boxes were moved in the vault at the Town Office.

Congratulations to the residents and businesses of Lisbon for a job well done. Lisbon's recycling rate for the 2008 year was 62.90%. 2894 tons of trash was sent to the incineration plant in Auburn. 2660 tons of material (newspaper, mixed paper, wood, cardboard, shingles, etc.) were recycled.
Compost bin sales have been extended. We still have a few bins left. Pick them up now at the recycling center for a cost of $37.50 each.
The 2009-2010 permits needed for each vehicle entering the facility will be available after July 1st, 2009. Please purchase them early. Remember the long lines the first of October last year.

Community visioning session have been completed. The town has applied for a Community Planning Grant are waiting to here if we were successful.
Lisbon was selected to participate in the Maine Downtown Network.
The flag project was successful and flags will be going up the week of July 1st.
The process to have a feasibility study and Phase 1 environmental study of the Campus Ave. building has begun.
The Worumbo Mill RFP's will be going out the week of July 6.
There has been steady interest in new business start ups in Lisbon as well as businessess inquiring about the revolving loan funds.
The Revitalization Committee will be staffing a table during Moxie Festival to talk about the exciting projects and programs. Information, logo input and feedback and recruitment of committees will be taking place at the table. Be sure stop by to find out how you can get one of the new promotional "I Love Lisbon" buttons and to vote or submit your ideas for our new logo and slogan.
New pole banners will be coming to town once a logo and slogan have been selected.
The Green Thumb Gang volunteers have been busy preparing the gardens in Lisbon. These beautification efforts are greatly appreciated and do wonders for our community. It does not have to take a lot of time to care for one of the garden spots. If you are looking for a rewarding way to volunteer some of your time contact Jody at the town office to see how you can help out.
