Welcome to the October issue of our newsletter!  This issue highlights just a few of the ways that the Workforce Boards are working to ensure that the workforce system in Wisconsin stays strong
 
We hope you find the information useful and interesting! The information provided in this newsletter is intended to help state legislators and their staff stay abreast of workforce development issues and projects happening locally and across the state.

Northcentral WI Workforce Development Board Announces its 2008 Excellence Award Recipients
 

North Central Wisconsin Workforce Development Board (NCWWDB) recently selected and announced the five recipients for their 2008 WIA Excellence Awards.  Nominees were solicited throughout the Workforce Development Board's nine-county region, for the following five categories:  Participant, Partner, Promoter, Provider, and Placement of the Year.  NCWWDB's awards ceremony is held in conjunction with Governor Doyle's official proclamation that the month of September be declared Workforce Development Month. 
 
NCWWDB's Board Chairperson, Charmaine Prewitt introduced the 2008 recipients, presented the awards and congratulated the individuals and organizations for their outstanding achievement in supporting North Central Wisconsin's workforce and economic development.   Awards were presented during NCWWDB's Board Meeting held on September 25, 2008 at Northcentral Technical College in Wausau.
 
Receiving NCWWDB's WIA - 2008 Excellence Awards were:
 
·  Participant of the Year - Jennifer Kegley of Crandon
 
·  Partner of the Year:  John Chrest - Director Wood County Department of Social Services
 
· Promoter of the Year:  Connie Loden, CEO/President of the Heart of Wisconsin Business & Economic Alliance in Wisconsin Rapids 
 
· Provider of the Year:  Ray Rogers, AFLCIO - LETC Dislocated Worker Case Manager
 
· Placement of the Year:  YMCA of the Northwoods in Rhinelander.

Western Wisconsin Youth Benefit from Workforce Programs!
 
Youth BuildBuilding Opportunities program began:
This year we began a  $900,000 Youth Build program training high school dropouts in construction and carpentry by building a homes that will be sold to a low income families. More information on the Building Opportunities can be found here.
 
 
 
 
Extreme Opportunities program completed:
We just wrapped up a three year $1.9 million youth offender program serving 570 youth offenders who were adjudicated in adult court.  The program won a US Dept. of Labor recognition of excellence award. The Extreme Opportunities program has been highly successful in reducing ­youth recidivism at 9.7% compared to the national averages of 30%. 
 
AmeriCorps in its 14th year!
The Western Wisconsin Workforce Development Board is in their 14th year operating AmeriCorps targeted upon mentoring and assisting youth to experience success.  AmeriCorps members receive weekly stipends and a $4,700 educational credit if they complete the 1700 hour program.  Members are assigned to area school systems and other youth serving agencies to assist disadvantaged youth.


A Working Workforce... in Washington, Ozaukee, and Waukesha Counties!
 
Two programs coordinated through the Waukesha-Ozaukee-Washington (WOW) Workforce Development Board (WDB) highlight how the Board works for Wisconsin workers. 
 
The Keys to Work Program addresses the challenge that transportation can pose for people living in the WOW counties, where bus lines are limited or non-existent.  Keys to Work is a vehicle loan program, started in July of 2005, available to people for whom transportation is a barrier to employment.  Funded through the state's Wisconsin Employment Transportation Assistance Program (WETAP), the program establishes a loan guarantee fund, which helps people who do not qualify for conventional financing to get a loan from a bank by protecting the banking partner, First Federal Bank, in the event of a default. 
 
Since the inception of the program in July 2005, 73 no-interest loans, at a maximum of $3,600, have been made.  In order to qualify for a loan through the program, an individual must have a valid driver's license, a clean driving record, and be able to show that their household income would allow them to make monthly repayments after other expenses are covered.  Once participants are approved for a loan through the program, they are required to complete a budgeting program.  After purchasing a vehicle at a licensed auto dealer, participants are responsible for making monthly payments to the bank over two years, which helps them to establish their credit.
