DESCRIPTION:
During this audio conference, you will learn about a proven process to prevent and resolve audit and oversight findings. AGA recently released the Cooperative Audit Resolution and Oversight Initiative (CAROI) Guide. The guide explains how to use the CAROI process to identify the underlying cause of findings and to chart a course for program improvement.
 
Learn how Pennsylvania used the process in the mid-1990s to resolve more than 100 audit findings, including some that were already in litigation. CAROI focuses on improving communication and on developing a sense of trust among government officials, rather than depending on an impersonal letter-writing process. It can be implemented during any phase of the grants cycle and can be initiated by officials at any level of government. It includes government officials from many disciplines, including program officials, financial managers, legal staff and other officials who are knowledgeable about a specific program. This session will review the CAROI process and explain how the tools provided in AGA's guide can be used to improve program performance and accountability. To share their expertise in applying CAROI concepts are John Childs, MPA, Chief Financial Officer, Ohio Department of Education; Charles Laster, Deputy Director of School Support and Technology Programs, Office of Elementary and Secondary Education, U.S. Department of Education; Rich Rasa, CGFM, DirectorofState and Local Advisory and Assistance, Office of Inspector General, U.S. Education Department; and Helena Sims, Director of Intergovernmental Relations for the AGA. Please join us for two hours of lively discussion about this important and timely topic.  In addition to the speakers' commentary, there will be approximately 20 minutes for Q & A so that the participants can ask the speaker questions and share their own experiences.

Description:
This session describes a state agency's quality review of a not-for-profit organization's A-133 audit. The case study describes the organization audited, its federally- and state-funded programs, and the CPA firm retained to do the audit. Various anomalies in the financial statements alerted state officials to potential problems, and a detailed quality review followed. Find out how the entity turned hundreds of thousands of dollars in bank overdrafts into hundreds of thousands of dollars of cash on its balance sheet. Explore other "creative" ways to deal with fixed assets, accounts receivable and related-party transactions. Were the auditors just sloppy, ignorant or negligent? Or were they active participants in producing fraudulent financial statements? You be the judge.

To share his practical experience in auditing and investigating fraud, waste and abuse is David L. Cotton, CFE, CGFM, CPA, Chairman, Cotton & Company LLP. The firm was founded in 1981 and has a practice concentration in assisting federal and state government agencies, inspectors general and government grantees and contractors with a variety of government program-related assurance and advisory services. Cotton & Company has performed grant and contract, indirect cost rate, financial statement, financial related and performance audits for more than two dozen federal inspectors general (including the Government Accountability Office, Department of State, the Department of Justice, Department of Education, Drug Enforcement Administration and Department of Homeland Security).

After an exciting warm up, together we will take an invigorating 3-mile walk through an autumn landscape at Cook Park in Colonie.
