The New York Capital Chapter Association of Government Accountants and the Institute of Management Accountants are pleased to announce its second installment of "How did I get to be me?" Come to breakfast and hear Coach Will Brown answer that question.

Will Brown is in his ninth season as the University at Albany's men's basketball head coach. In 2008-09, the UAlbany program won 15 or more games resulting in its fourth consecutive season with 15 or more wins.

Brown led the Great Danes to their first-ever NCAA Division I Tournament berth in 2005-06 after winning both the American East Conference tournament and regular season titles. UAlbany set the program's Division I record for single-season victories with a 21-11 record and produced its highest win total since 1993-94. His squad posted UAlbany's first postseason triumph in 11 years with three wins in America East tournament play. Brown was named the New York State Coach of the Year.

Brown was appointed as UAlbany's head coach on March 13, 2002, and has worked on the collegiate level since 1995. He became the 15th head coach in the history of the program. At age 36, Brown is one of the youngest Division I head coaches in the nation.

The Procurement Card Program is designed to be an efficient and cost effective way to expedite small dollar purchases. Procurement Card Program benefits include reduced processing time, paperwork and handling costs along with a more rapid and efficient receipt of goods. In addition, entities can receive rebates for using the Card.

Comptroller DiNapoli stated in 2008 that, "Using the procurement card system instead of the paper-based purchase order and vouchering system is a simple way State agencies can cut costs and eliminate waste. Every agency should take advantage of every opportunity to save tax dollars."

There are, however, certain inherent risks associated with a Procurement Card Program. Specifically, purchases are typically completed before supervision and oversight activities can occur. In addition, the selection of the vendor and the determination of the reasonableness of the price are left to the cardholder. Some have taken advantage of these risks and got caught - hear about the frauds.

New York State and its public employee unions recognize the importance of continuous learning by providing assistance for tuition expenses.  The New York State Governor's Office of Employee Relations (GOER) has developed a number of tuition reimbursement programs that NYS employees can utilize for a variety of training opportunities.
