Join your colleagues on December 10, 2009 to enjoy a delicious lunch, hear an entertaining speaker and exchange holiday greetings. The annual Holiday Luncheon is jointly sponsored by the New York Capital Chapter of the Association of Government Accountants, along with the local chapters of the Association of Certified Fraud Examiners, the Institute of Internal Auditors and ISACA.
Our luncheon speaker will be journalist and TV reporter, Marcie Fraser, who has dedicated her career to health and medical writing, with great emphasis on subjects of concern to women who battle the bulge.
As a veteran TV personality for nearly 20 years, Ms. Fraser's most recent work is as the medical reporter for New York's CAPITAL 9 NEWS where she covers in-depth medical reports and is featured in "Toneup," a special bi-weekly fitness segment.
In addition to writing and reporting, Fraser has created an organization, Professional Health Resources. Ms. Fraser earned her Master's in Public Health with a concentration in Community and Family Health in 1993 graduating from University of Albany. She currently teaches Human Nutrition at Empire State College, University of Albany.
An avid tri-athlete and retired bodybuilding champion, Ms. Fraser, has motivated and counseled thousands of individuals. She has shown them how to maximize their performance and reach their full potential through nutrition. Ms. Fraser lives in the Albany area in Upstate New York.

The New York Capital Chapter is please to offer this course that will provide two excellent days of continuing professional education training, and will also prepare you to take the second part of AGA's Certified Government Financial Manager (CGFM) exam. This course covers the organization and structure of government, public accountability, ethics in government, the government financing process and other legal and environmental aspects of government. Our instructors are Suzette Baker, CGFM, CPA, James Cox, CGFM, and David Hasso, CGFM, CPA. Ms. Baker is the Assistant Director of the Office of State Comptroller's Bureau of Financial Reporting. Mr. Cox is an Audit Manager with the U.S. Department of Health and Human Services, Office of Inspector General, Office of Audit Services. Mr. Hasso, is the Executive Director of the Office of the State Comptroller's Bureau of Financial Reporting & Oil Spill Remediation. The CGFM designation measures the knowledge and skills that a professional needs to succeed in today's business environment. The CGFM is recognized as the mark of excellence in government financial management. PEF members who pay their own course costs can apply for reimbursement through the Certification and License Exam Fee Reimbursement Program, described at GOER website.

Government financial managers and auditors at all levels will gain a better understanding of the challenges facing our organizations regarding the impact of fraud and corruption. This audio conference will cover the following topics:
Latest statistics (including types, frequencies, perpetrators and victims) of occupational fraud and corruption Impact of fraud and corruption on the workplace and economy Impact of the economy on fraud and corruption Highlight several fraudulent activities perpetrated on governmental entities Trends in detection of fraud Impact of internal control systems on the prevention, detection and deterrence of fraud and corruption.
Continued study into fraud and corruption prevention, detection and deterrence is a must for government financial managers. With the financial pressures many are facing in our country today, statistics show fraudulent activity in the workplace is on the rise. Combine the increased personal financial pressures with the fact many governmental entities are not filling vacant positions and are downsizing, a recipe for increased fraud exists. Fewer people are now doing more tasks throughout governmental entities which are creating challenges in their internal control systems. Now, more than ever, government financial managers must be vigilant against fraud and corruption in the workplace.
To share his practical experience in auditing and academic research on internal controls and fraud is William A. Morehead, Ph.D., CGFM, CPA, Chair of Accountancy, CIS and Finance, Delta State University, AGA National President, AGA Past National Treasurer, and Chair, AGA National Executive Committee.

AGA Academic Scholarship |
The Association of Government Accountants offers scholarship opportunities for those pursuing a degree in a financial management academic discipline such as accounting, auditing, budgeting, economics, finance, electronic data processing, information resources management, and public administration. These scholarships are available to high school students, high school graduates, undergraduate students and graduate students. The Academic Scholarships will be awarded on the basis of the candidate's potential for making a meaningful contribution to public financial management. Up to four $3,000 academic scholarships may be awarded to AGA members or family members who are enrolled in a full-time study program, and one $1,000 academic scholarship is available to AGA members or family members who are enrolled in a part-time study program. The Community Service Scholarships will be awarded to AGA members or non members on the basis of community service involvement and accomplishments. One $3,000 scholarship is available. Please see the scholarship application forms for complete details. The 2010 scholarship application forms may be obtained from the AGA National website under the Membership and Chapters section.
