Audio Conference: Next Steps in Accountability and Control Over Recovery Act Funds

This program will focus on the next steps for ensuring transparency, accountability and control over Recovery Act funds. As funds begin to be obligated and disbursed under the Recovery Act, the focus is turning to implementing risk management plans, and developing processes, systems and controls to comply with reporting requirements.

Our panelists will discuss risk management plans and approaches at the Federal agency level, the new OMB reporting requirements, efforts underway at the State and local level to prepare for such accountability and transparency, and other issues raised during the course on AGA's ongoing research project related to Recovery Act implementation.

To discuss the issues and challenges are Marcia Pauli, Chief Financial Officer, Office of Justice Programs, U.S. Department of Justice; John Radford, CGFM, CIA, CFE, Controller, State of Oregon; Daniel I. Werfel, Deputy Controller, Office of Federal Financial Management, U.S. Office of Management and Budget; and David M. Zavada, CPA, Partner, Kearney and Company, P.C..

Please join us for two hours of lively discussion about this important and timely topic. In addition to the speakers' commentary, there will be approximately 20 minutes for Q&A so that the participants can ask the speaker questions and share their own experiences.

AGA Night at "The Joe"

When: Friday, August 21st
Where: Joe Bruno Stadium, Troy
Time: 6:00 PM - All You Can Eat Pre-Game Picnic; 7:00 PM - Tri-City Valley Cats vs Staten Island Yankees
Cost:  $18 for Adults and $15 for children ages 3 - 12 (cost includes all you can eat pre-game picnic, souvenir hat, ticket to the game and fireworks show); $5 for children under 3 who will have their own seat; free for children under 3 who will sit on the lap of an adult.

Join your AGA colleagues for a night of baseball, food and fireworks!  Bring your friends, family and co-workers to enjoy a pre-game all you can eat picnic and watch the Tri-City Valley Cats play the Staten Island Yankees.
 
The All You Can Eat Pre-Game picnic, includes grilled hamburgers, hot dogs, assorted salads, chips, watermelon, soda and water. It starts at 6 pm. The picnic area is the left field concourse. The game, featuring the Tri-City Valley Cats and the Staten Island Yankees starts at 7 pm, with fireworks to follow.

***Due to the continued interest in the Valley Cats event, we have now extended our registration period to conclude August 10th. Payment must be received by August 14th.

AGA, IIA, ISACA and ACFE Annual Golf Tournament to Benefit AMC Children's Hospital

When: Friday, September 25th
Where: Van Patten Golf Club, Clifton Park
Time: First Tee Time at 7:45 AM
Cost: $75 per person with the proceeds to benefit Albany Medical Center's Children's Hospital
 
The local chapters of the AGA, IIA, ACFE and ISACA are co-sponsoring a golf tournament to benefit the Albany Medical Center's Children's Hospital.
 
The day will include pastries, bagels, coffee and juice in the morning, 18 holes of golf (cart included) at the Van Patten Golf Club, as well as an awards ceremony with lunch after golf. Lunch will include barbequed chicken, sausage and peppers, ziti, deli platter, cheeses and salads. The cost of this event is $75 per person with the proceeds to benefit the Albany Medical Center's Children Hospital.
 
Register as a team of four, or if you don't have a full team, we will round out your team with others golfers (we'll contact you about your team prior to the event).

Grants administrators operate in a dynamic and complex environment. They face an ever growing list of compliance issues, closely scrutinized by internal and external auditors. The American Reinvestment and Recovery Act has raised the "compliance bar" with additional reporting and accountability requirements. State and local governments, not-for-profits and education and research grant administrators are struggling to untangle, interpret and manage the growing list of requirements that comes with the flow of Federal dollars.
 
To share their practical experiences in grants management are Thomas A. Cooley, MS, Chief Financial Officer and Director, Office of Budget, Finance and Awards, National Science Foundation;  W. Scott Erwin, CGFM, CRA, Director, Office of Sponsored Programs, Texas State University - San Marcos; and Joseph L. Kull, CGFM, CPA, Director, PricewaterhouseCoopers, LLP.
 
The presenters will cover some of the recent changes related to grant regulations and begin to sort out the new reporting and compliance requirements related to grant funding. These requirements are not only important for grant administrators to know, but for auditors, accountants and other financial accountability professionals to understand.
 
This audio conference will be unique in that more time will be devoted to answering questions regarding Recovery Act reporting requirements. The presenters will ask and answer many of the concerns already raised in various circles. But as participants, you will have the opportunity to email your questions before and during the audio conference.

Mike Conners was elected Albany County Comptroller in 1995 and continues to serve in that capacity. Some of his major accomplishments include spearheading reforms at the Capital Region OTB, saving over $34 million in debt service at the Albany County Airport, instituting GASB-compliant accounting practices, and instituting hotel/motel audits which have generated new revenue for Albany County.

Mike's public career also includes service as a County Legislator, Albany's Public Works Commissioner, Treasurer of the Albany Municipal Finance Water Authority, and others. Mike also has an extensive and successful private sector career, including CEO of MF Conners & Son Agency. Mike has been active in numerous charitable and not-for- profit corporations, including the Cerebral Palsy Center for the Disabled and the Capital Region New York State Mentoring Program. Mike was raised in Albany and graduated from the Christian Brothers Academy and Siena College.
