Emerald Ash Borer

Two new grant programs to mitigate losses from the emerald ash borer are being planned by the Mayors Caucus. Both sources of funding can be used to minimize future loss of tree canopy, replant trees, slow the spread of EAB and encourage sustainable forestry.

A grant workshop will be held at the Round Lake Beach Village Hall on Friday, December 2, at 1:00 pm. Please RSVP to Eve Pytel (epytel@mayorscaucus.org) if you would like to attend.

Technical assistance grants will not exceed $20,000. Planning grants are based on population and can be as much as $30,000 for a community with 50,000 people. Application deadline is January 20, 2012.

Update on PTELL and CPPRT bills

PTELL: Legislation to limit the property taxing authority of non-home rule municipalities was not voted on by the entire House. HB 3793 (Rep. Franks, D-Harvard) would amend the Property Tax Extension Limitation Law (PTELL) to provide that the capped property taxes may not be adjusted for inflation if the total equalized assessed value of all taxable property declines from the previous year.  

 

The sponsor did file an amendment containing the same language onto SB 2073. Amending a Senate bill in the House would allow the bill to move through the General Assembly very quickly when the General Assembly returns to Springfield on November 8.  

 

Contact Speaker Madigan and Senate President Cullerton and ask them not to call the PTELL bill for a vote. IML has issued a statement regarding the PTELL bill. Click here for the full statement.     

 

CPPRT:Strong local government opposition and concern about the prospect of future revenue diversions prevented the passage of a bill to divert Corporate Personal Property Replacement Tax revenue away from local governments to fund costs associated with regional superintendents of schools. The sponsor, Rep. Mautino, D-Spring Valley, used a parliamentary move to postpone consideration of HB 3828 so that the bill can be voted on again at a later date. Contact your legislators and remind them not to vote for this diversion of municipal funds.

Inside tips on aggregated electricity 

Two managers from Lake County villages will explain what route they chose for aggregating electricity at the January 19 LCML meeting. Representatives from the Villages of Grayslake and Wauconda will discuss the advantages of their choice.
