The LCMLetter is published twice a month and its goal is to keep Lake County Municipal League members informed on municipal issues. As issues relevant to municipal officials arise, the LCMLetter will provide you with a synopsis of the issues and give you a link for further details.
Gubernatorial Candidates at Mayors Caucus meeting

The next quarterly Mayors Caucus  business meeting on Monday, October 18 will feature Governor Patrick Quinn and State Senator Bill Brady.This will be an excellent opportunity for municipal officials to engage the gubernatorial candidates in discussions of their respective visions for our State and their positions on issues that affect our region and its municipalities.

Illinois Jobs Now!

On Friday, September 24 Governor Pat Quinn announced a $100 million capital investment in local transportation needs as part of Illinois Jobs Now! The $100 million will be distributed to local officials so they can repair municipal, township and county infrastructure; improve public safety; and put people to work throughout Illinois.

Chicago region counties, municipalities and road districts will receive $59 million. This includes Cook, DuPage, Kane, Lake, McHenry and Will counties.

The initial $100 million investment, along with the subsequent five installments, will be distributed to local governments by the same formula as the Illinois Motor Fuel Tax. The first investment will boost municipalities' normal distribution of the state fuel tax by 17 percent.

Projects will be selected and administered locally, but must meet the same eligibility requirements as those funded through the fuel tax. Qualified projects include: local street and bridge maintenance,
on, sidewalk replacements, and pothole repairs.

Second Pension Hearing Scheduled

A second House Personnel and Pensions Committee hearing has been scheduled for October 14. This hearing will focus on the subject of the recent pension articles and mainly deal with the issues of pension spiking and double dipping. No time has been set as yet.

Illinois Green Infrastructure Grant Program for Stormwater Management

The Illinois Environmental Protection Agency has announced the Illinois Green Infrastructure Grant program for green infrastructure best management practices to control stormwater runoff for water quality protection. Projects must be located within a Municipal Separate Storm Sewer System (MS4) or Combined Sewer Overflow (CSO) area. Projects could include bioswales, green roofs, permeable pavement and rainwater harvesting systems.

The total amount of funding available under IGIG is approximately 5 million dollars annually. This is a reimbursement program.

Under IGIG, the Illinois EPA will accept proposals for the following three program categories:

Combined Sewer Overflow (CSO) Rehabilitation 
  • Maximum IGIG amount is $3,000,000
  • Minimum local match requirement is 15 percent.
  • Up to 10 grants awarded per year
Stormwater Retention & Infiltration 
  • Maximum IGIG amount is $750,000
  • Minimum local match requirement is 25 percent.
  • Up to 18 grants awarded per year
Green Infrastructure Small Projects 
  • Maximum IGIG amount is $75,000.
  • Minimum local match requirement is 25 percent.
  • Up to 13 grants awarded per year
