REAC - System Outage (Public Housing Authorities)
|
The Real Estate Assessment Center (REAC) is in the process
upgrading the Financial Assessment Subsystem-Public Housing
(FASS-PH) on-line system. The FASS-PH on-line
system will be unavailable as a result of system maintenance
beginning 8 pm EDT on Friday, September 24, 2010,
until 7am EDT Thursday, September 30, 2010. During this
system maintenance time, the FASS-PH on-line application
will not be available for any type of submission work.
The
revised due date for financial submissions that are due
on September 30, 2010, is now October 8, 2010. Please be aware that this FASS-PH audited submission extension
does not apply to Circular A-133 submissions.

The system will be down for maintenance beginning
8:00pm on Friday September 24th until 7:00am Monday September 27th. There has been no mention of a submission due date extension.

FHA Improving Efficiency, Sending Notice of Deficiencies Sooner
|
In response to a Congressional
request, the Office of Inspector General (OIG) conducted an audit of FHA's Single Family Lender Recertification Process. The stated objective was to
determine whether FHA ensured that lenders submitted a Title ll Yearly Verification
Report, annual renewal fees, and annual aduited financial statements in a
timely manner.
The draft audit reported the
following finding:
"The Division Delayed Sending
Violation Notices to Lenders that Did Not Meet Recertification
Requirements"
FHA responded by agreeing that
too much time elapsed between the initial time of non-compliance and FHA's
action.
It was recommended that FHA remove the NOD
(Notice of Deficiency) and just issue a NOV (Notice of Violation) to
streamline the process. FHA disagrees with the recommendation. However, they
are more aware of the time delays, and with removal of Loan Correspondents from
FHA, they will be more timely in the future in sending out notices. Thus audits
will need to be submitted in a more timely manner.
