Summer recess has come to an end but our fight to stand up for health care reform continues to heat up.  NOW is the time to make your voice heard!  This is an historic opportunity to have your input conveyed so that we can realize health care reform in America.   Your voice needs to continue to be heard on the phones, in district visits and in town halls to ensure that the message for comprehensive health care reform is delivered to key members of congress. Without your help, the voices of fear and doubt will prevail.  Do not let this happen.

AB 657 Update
 

Our Sponsored Bill, AB 657 (Hernández), has made it out of the Senate Appropriations Suspense File.  This bill would require the Office of Statewide Planning and Development (OSHPD), in collaboration with California's Workforce Investment Board (CWIB), to convene a Task Force with representatives from key stakeholders to create a Master Plan for California's health workforce including all professions in allied health. Aligning health workforce demand with education and training, the plan would identify the top 10 health care professions with the highest demand and develop a plan to leverage funding resources, form new partnerships, identify best practices, and minimize duplication of efforts.
 
This latest development is very encouraging given the fate of last year's version of the bill, AB 2375 (Hernández), which died in the Senate Appropriation Suspense file at the end of session.  AB 657 passed its third reading in the Senate yesterday.  Now that it has passed through the Senate, it will go back to the Assembly for concurrence on amendments made in the Senate.  The amendments have been small and limited in scope, for the most part affecting the composition of the task force.  Since the bill has not changed fundamentally, concurrence in the Assembly is likely.
 
With a concurrence in the Assembly, our focus will be on engaging in a dialogue with the Governor's office.  Our goal is to have AB 657 signed by the Governor.  There is still work to be done to make this bill law and our efforts are directed toward that end.  We are  calling upon our partners, coalition members and allies to send letters to the Governor encouraging him to sign AB 657 .  With visits and a healthy influx of correspondence in support, we can see to it that a long step is taken toward remedying health disparities in California. Healthy Families Update
 
Tuesday, September 1, the Managed Risk Medical Insurance Board (MRMIB) was to have begun sending out notices to families stating that their children were to be disenrolled from and not recertified for Healthy Families. At their August 13 Board meeting, MRMIB had made the decision that disenrollment would occur on the participating child's Annual Eligibility Review (AER) starting with those  whose AER takes place in September.  MRMIB is facing a massive budget shortfall, and even after a generous donation from First 5 there is still a substantial gap to fill.  Having already exhausted the option to stop all new enrollment into Healthy Families by placing new applicants on a waiting list, MRMIB decided the only way to remedy the budget situation was by disenrolling children from the Healthy Families program.
 
However, as of September 3,  MRMIB has not sent out notices of disenrollment. MRMIB has now agreed to implement four different cost savings measures, which include increasing various co-pays and making changes to dental plan options.  Additionally, Assemblymember Karen Bass has introduced legislation, AB 1422, to generate more funding for Healthy Families.  Because of these recent actions MRMIB has put off disenrollment. At the August 27 meeting, MRMIB  had pushed back disenrollment one more month, to begin with children whose AERs take place in October.  MRMIB will meet on September 16 to discuss this matter further.  LCHC will continue to keep you posted on new developments affecting the Healthy Families program.
