RE: Rule and regulation enforcement
The Board of Directors has received numerous comments from the membership over the last several months with one common theme - most of the members are unhappy regarding the large number of violations of the community rules and standards. The Board and management with input from the appropriate committees reviewed the situation and constructed an appropriate solution to improve and enhance the appearance of our community by holding the residents accountable by enforcing the existing rules and regulations.
At the regular open board meeting of May 24, 2011, the Board of Directors resolved to adopt Staff Citation Procedures that significantly enhances and strengthens the enforcement procedures to which our Community Enhancement Officers shall follow in their duties. Further, the Board has directed staff, and the Citation Review committee, to immediately implement part 2 of the existing fine schedule dated March 2, 1999. DOUBLE fines for repeated, reoccurring, or uncorrected violations effective June 1st, 2011.
Effective June 1st, 2011 the following violations of our Governing Documents will result in an immediate citation:
· Parking on an unimproved surface (3.6.2 Arch. Policy & Procedure)
· Trash cans left in public view (10.3 Arch. Policy and Procedures)
· Starting a project without Architectural Committee approval. (2.10 Arch. Policy and Procedures)
· Violating any SVLA Governing Documents that constitutes an Unsafe Act.
· Unregistered Vessel(s) in violation of SVLA Governing Documents.
· Verbal abuse directed at any SVLA employee.
· Violations of R&R 4.3, (Arch Man. 3.6 & 10.4), and/or SB Code 52.119 Storage of and/or the Intent to Store - Motor vehicles, Trailers, and/or any type of Recreational Vehicles (Boats, PWC, Campers, Motor Homes, etc) on any lot, street, road, parking lot or anywhere within SVLA in excess of a total of 72 hours. Movement, repositioning or relocation does NOT affect or reset the 72 hour limit.
The Board has also taken steps to deal with vacant lot weed abatement issues in a more timely and proactive fashion. The program had been outsourced to a vendor who shall bring all paid lots into compliance by July 1, 2011; and will continue to maintain those lots according to our community standards. Members who own vacant lots, and are not in compliance, shall receive immediate citations if their lot(s) is not in compliance. The option to join the paid Lot Maintenance program will remain open.
