Hiring manager:
I hire the most technically qualified person for the job - if they are a good match with their coworkers and our company philosophy, that's an added plus.
Employee:
In today's market if the job pays well and seems stable, I'm signing on the dotted line - I'll work out how to fit in with the company's culture later, whether I agree with it or not.
The reality:
