What's the New Normal for 2010? Guarded Optimism, Increased Pay Differentiation and
Target Retention
Results from a recently released research conducted by Towers Perrin of 33 compensation and HR professionals indicate the following select statistics:
- 43% of participants report having frozen salaries in 2009
- 65% of those that froze salary budgets in 2009 will unfreeze them in 2010
- Just 17% say they have plans for a salary freeze in 2010
- 40% of respondents report plans for more differentiation in their 2010 salary review process than in previous years

New York Governor Defends Use of Temporary Employees
Use of temporary personnel services are on average 10 percent less expensive than an equivalent state worker, the governor's office said in January. In some cases temporary workers are paid a higher rate than state workers, such as in the medical field and in certain trades such as steamfitters, but that is justified based on the temporary nature of the work or inability to recruit permanent workers. According to two estimates from the Congressional Budget Office, the House bill would strengthen employer-sponsored health care by increasing the number of Americans who get their insurance through work. The Senate bill, meanwhile, is likely to reduce the number of people who get insurance through their employers. Which version is right?
