I hope that your summer is off to a good start. Results of the 2009 Employee Relocation Policy Survey are now on line. Findings indicate increased costs for relocating employees since 2007, due largely to housing costs. There is a definite refocus on cost containment in 2009 and expectations for growth in relocation volumes over the next year, particularly on the domestic front, are muted. Readers of this column will know that Canada and the European Union have begun negotiations for a Comprehensive Economic Trade Agreement (CETA). Those negotiations will include provisions for the movement of labour and temporary entry of business persons. According to Mauro Petriccione, Director, Directorate-General for Trade of the EU, "Interest in the issues of labour mobility is very high both in Canada and the EU." This presents an unprecedented opportunity for the business community to have input into the discussions and to help shape that agreement. To comment please view the discussion paper.

Administrative Policy Changes for Taxable Employment Benefits
|
 Canada Revenue Agency recently announced changes to its administrative policy for Taxable Employment Benefits. While the changes do not include measures that cover relocation related benefits, there are other changes relating to travel expenses that may be of interest to members.

Immigration Levels Planning
|
 Citizenship and Immigration Canada (CIC) is inviting input into its Immigration Levels Planning. According to CIC the annual levels plan must balance the objectives of the immigration program within operations constraints that limit the number of admission that can be achieved each year. The plan, which sets out the number immigrants Canada will accept in the coming year, must be tabled in Parliament by November 1st.

According to Collins "The No. 1 message about whether companies remain great or whether they fall is more of a function of what they do to themselves than what the world does to them. If you blame the environment, you're missing the point."

| National Resale Housing on the Rise |
 Latest information released by The Canadian Real Estate Association (CREA) points to a rebound in the National resale housing market activity in May 2009. The rebound in activity is being led by an increase in transactions in some of the most expensive markets in the country, which is skewing the national average price upward.
According CREA, actual (not seasonally adjusted) home sales via the Multiple Listing Service of Canadian real estate boards totaled 49,521 units in May 2009. This is less than one per cent below activity in the same month one year ago. Year-over-year declines have been shrinking since the beginning of the year.

The Global Talent Crunch: Why Employer Branding Matters Now

 A report out of Manpower Inc. looks at the growing global scarcity of talent in critical business areas. According to the report, "The persistent concern about talent scarcity leaves little doubt that once economic recovery takes hold, organizations will find it harder than ever to attract and retain talented people with key skills. Furthermore, the skill sets organizations need are becoming ever more specific and refined. In the U.S., for example, accounting and finance professionals may not be in short supply, but those with niche experience may be."

Canada's Employment Forecast
|
|
 According to a recent Manpower Inc. survey, employers in Canada forecast some headcount gains in Canada during Quarter 3 2009. With 16% of employers predicting an increase in staffing levels, 11% expecting a decrease and 70% anticipating no change, the Net Employment Outlook stands at +5%. Industries expecting the largest increase in headcount are construction, public administration and retail / wholesale.
