Greetings!
 
Speaking at a recent event in Toronto, Thomas Donohue President & CEO of the U.S. Chamber of Commerce said, "labour mobility is critical for economic success" and, "a real opportunity for the new governments in both countries to improve border issues." Let's hope that message continues to get through to the new governments.
 
As readers will know, Canada and the EU have commenced negotiations for a free trade agreement. Representatives from the EU and Canadian governments speaking recently in Toronto spoke of the need to build economic strength through trade. Discussions will also include negotiations for a labour mobility agreement. The Canada European RoundTable for business (CERT), which is coordinating input from the business community, has asked CERC to offer comments on labour mobility.   To comment please view the discussion paper.
 
Please note that the dates of the CERC Symposia have been postponed to November 18 in Calgary, and November 24 in Toronto.
 
I'm pleased to announce that Julia Gulbe, MBA Candidate at Ryerson University in Toronto has joined CERC as an intern for the summer. Julia will be working on a special project to improve the CERC library of corporate policies.
 
I hope that you will attend CERC's 2009 conference, New Challenges, New Solutions September 27 to 29 in Ottawa. The conference has been designed to meet challenges of the uncertain times we are currently in. With a faculty of world class speakers and real life case studies, this conference promises to be one of the best in CERC's 27 year history.

Changes to Temporary Foreign Worker Program
 
Effective May 19, 2009, all Labour Market Opinions (LMOs) issued to employers will be valid for the purpose of work permit applications for a maximum of six months from the date of issuance. A  LMO that is not submitted to Citizenship and Immigration Canada (CIC) to support a work permit application within the maximum six-month period will be deemed to have expired.

CERC Member Organizations Well Prepared for H1N1 Flu
 
In a recent survey of corporate members it was very clear that important steps have been implemented to prepare for and contain any outbreak of the H1N1 flu. Results of this survey indicate that many organizations have taken the outbreak seriously and implemented contingency measures to protect employees and staff on assignment and business travel. Almost 80 percent of respondents report having a contingency plan in place in the event of an outbreak in the workplace.
 
Ontario's Labour Mobility Act, 2009
 
OntarioIn conjunction with the overall amendments to the Agreement on Internal Trade, agreed to by all of the provinces, territories and the federal governments in January, Ontario recently introduced the Labour Mobility Act. According to John Milloy, the Minister of Training, Colleges and Universities, "labour mobility will become more important in helping us (Ontario) meet the demand for workers with key skills." The new legislation is intended to remove barriers to labour mobility and covers 80 regulatory authorities and 300 occupations.  
 
 
Home Sales Forecast Revised
 
A Spring housing market that was more active than anticipated has prompted a change to the MLS® home sales forecast issued by The Canadian Real Estate Association for the rest of 2009, and for 2010. National home sales activity is forecast to be down 14.7 per cent to 370,500 units in 2009. This is slightly less than the reduction in activity predicted in CREA's forecast issued last February. The forecast decline in annual activity was trimmed to reflect a stronger than expected rebound in activity in British Columbia and Ontario in the first quarter of 2009. The national MLS® residential average sale price in April ($306,366) stands 3.2 per cent below April 2008.
 
 
Solving the Mobility Equation
 
In this article the aspect of mobility is discussed in the context of leadership development practices. According to one of the article's contributors "Companies are concerned about mobility because they appreciate that developing good leaders is very important to their futures."
 
 
Hoteliers are Guardedly Optimistic
 
A lower Canadian dollar and gasoline prices that have fallen from last year's highs are not expected to rescue this country's ailing hotel sector. But even with occupancy rates decreasing, most Canadian hotels have no plans to shut their doors or to add to the massive numbers of employees being laid off as a result of the global economic downturn. In fact, a number of new hotel properties will open their doors this year - but these are likely to be the last new hotels to open for a while.
 
 
Ireland Changes Work Permit Rules

Irish flagIn a sign of the times the government of Ireland recently announced changes to that country's approach to immigration and work permits. The changes revise qualifying conditions for new work permits being sought by first-time entrants to the labour market. These changes are intended to come into effect from the 1st June 2009, and include tougher labour market needs test for all future work permit applications and renewals so as to allow the maximum opportunity for any available job vacancies to be filled from within the Irish labour market
