Attached is an update of our tentative program for the CCAH conference in Palm Springs on Nov. 15-17, 2009.
The affordable housing world is still full of uncertainties but not yet ready to be sidelined.
Congress is still considering legislative proposals put forth by the AHTCC and other advocates and we will have Ronne Thielen, Jeanne Peterson and David Sasson to give us the latest update on the status of these efforts. It may be good news or bad news but at least you will know what to expect and how to prepare to survive in 2010. The prevailing wage issue is causing lots of concerns and consternation among those developers with TCAP, Exchange, TOD, CalReuse and Infill dollars. What triggers Davis-Bacon vs. California prevailing wages and are there instances when both are triggered?? Dennis Cook, Esq., will be present to walk us through this briar patch of conflicting and confusing regulations and how to best assure that you comply with the applicable prevailing wage requirements. This is a crooked path but one that can be navigated with the right guidance.
The tax exempt bonds/4% credit program is still upside down, but "hope springs eternal" with Congress being asked to consider allowing the Tax Credit Exchange program to be extended and made available to 4% deals.
Bill Pavao will be present to give us an update on the status of ARRA closings and what can be done to expedite the process. And, yes, Bill will be chatting about his initial thoughts on revised regulations for 2010.

As always, we have no time for golf or tennis as CCAH insists on substantive sessions to solve the problems we are all facing.
