Message from the President
Pennsylvania's aging infrastructure needs attention. It is a difficult but important issue. Those of us in the industry recognize it as well as the average citizen and we are looking for answers from lawmakers and policymakers on the best way to fix it. Our roads, bridges, water and sewer systems, airports and rail systems contribute to our quality of life and is an essential ingredient that can raise Pennsylvania's economic competitiveness. Our infrastructure needs are in a critical state needing much repair and more importantly, funding sources. I hope you will challenge our candidates for governor to outline sound policies that will address these needs. How will candidates address state transportation crisis?

The Keystone in Crisis...ASCE's (American Society of Consulting Engineers) latest report card on PA's infrastructure released on May 25, 2010 does not look promising; Bridges: C, Roads: D-. This, coupled with the fact that there is nearly a half-billion dollar shortfall in the transportation budget for next year should have Pennsylvanians considering how our gubernatorial candidates will lead the state out of this crisis. Unfortunately, among the general population, transportation needs are not at the top of the list of issues when considering the next governor. Voters typically know that there is a problem, but it is a complicated issue and they are hoping that it just gets fixed. PA's highway network (40,000 state and 76,000 local miles) ranks as 5th largest in the nation for state-owned highways and has over 22,280 bridges (50% are either structurally deficient or functionally obsolete). Bringing this issue to the forefront of the campaign will determine who has the foresight in planning for, maintaining, and financing our transportation infrastructure. Aging Infrastructure...
Bill Gralski, Municipal Division Manager at Navarro & Wright, recently wrote an article titled, "Aging Infrastructure... Why do we have it? How can we fix it?" which was featured in the April issue of 'The Authority', the magazine for the PA Municipal Authorities Association. This article outlines the issues faced by municipalities who are responsible for maintaining their infrastructure, as well as case studies from local authorities (large and small) describing how they have dealt with the responsibility to keep their own infrastructure in repair. The article provides interesting outlooks and potential solutions that will resonate with many readers in the water and wastewater industry. On the Move in Maryland
Water Storage Tank Design Services- Bladensburg, MD
Navarro & Wright served as a subconsultant for Tank Industry Consultants for the design of a new check and altitude valve vault for the WSSC Roger Heights 4.0 MG Water Storage Tank located in Bladensburg, Prince Georges County. N&W provided design services for the rerouting of an existing 24" diameter water main, design of the electronically actuated altitude valve, check valve and associated valve vault, including replacing and relocating the existing electric service and multiple control panels; as well as preparation of plans and specifications for use by the Commission in bidding the project. N&W was also responsible for providing "as-built" drawings for the project. Wetland Mitigation Project - Inter-County Connector Navarro & Wright teamed with Whitney Bailey, Cox and Magnani and Environmental Systems Analysis, Inc. to prepare plans and specifications for a combined stream restoration and wetland mitigation project. This project was one of several that were initiated as a result of the construction of the Inter-County Connector (ICC) in suburban Maryland, north of Washington, D.C. This project involves the creation of approximately 22.15 acres of new wetland area coupled with the restoration of approximately 4,500 linear feet of stream. N&W assisted the team by preparing a water budget, and a HEC-RAS stream flow analysis for the existing and proposed stream channel work. The HEC-RAS analysis was key in determining the efficacy of the stream restoration improvements for the project. N&W also assisted with the drafting for the landscaping plans as well as the wetland impact plates for the project. |

Lower Swatara Township select N&W for Meade Avenue project.
Lower Swatara Township commissioners hired N&W to aid in the construction of Meade Avenue, a road that will run from the west end of the Penn State Harrisburg campus to Route 230 on the east side of (former) Jamesway Plaza. Navarro and Wright Consulting Engineers, New Cumberland, will provide construction inspection and monitoring during a 12-month period for $312,145, which is reimbursable through state and federal funds. |
