Appointments to Boards & Commissions
Commissioners appointed Mitch Ahnstedt as the state public defender representative on the Jefferson County Corrections Board. Ahnstedt will replace Bridget Klauber, who is retiring. Commissioners also approved the reappointment of Frank Valentin to the Jefferson Center for Mental Health Board. Valentin's term will last through Sept. 7, 2011. |

| BCC Approves 230-Home Development
West of Hogback Commissioners unanimously approved a 230-home development on land owned by Colorado Christian University, west of the Hogback between West Belleview Avenue and Turkey Creek Road. Lyons Ridge, a Shea Properties development, has been working its way through the development process for several years. In 2008, the BCC rezoned the 283-acre property as a planned development, and in April, it approved the Lyons Ridge Metro District Service Plan. At this BCC Hearing, commissioners approved the preliminary and final plats for Lyons Ridge Filings One and Two, which involves reviewing for compliance with the Official Development Plan, the Land Development Regulation, the Roadway Design and Construction Manual and the Jeffco Storm Drainage and Technical Criteria. As part of the plans, Shea Properties committed to several public improvements, including new public and private streets, landscaping, trails, sidewalks and parks, and improvements to storm sewer drainage and the Turkey Creek Bridge. Shea Homes also committed 140 acres of the development to open space or open areas. Several neighboring residents voiced their concerns about the Lyons Ridge development throughout the process and at this BCC hearing. Their concerns included a greater need to cluster homes and allow for more open space, and to provide adequate traffic safety and wildlife corridors. Commissioner Faye Griffin originally moved to deny the Lyons Ridge plats, because of the proposed number of homes. Both Commissioners Kathy Hartman and Kevin McCasky voted down that motion. McCasky then moved to approve the plats, which the commissioners approved unanimously. "I want to thank the neighbors for staying so actively involved, and I want like to thank the developer for remaining engaged with the community and the staff," McCasky said. "I'm confident that the development will add to the existing charm and beauty of the area of Jefferson County and will be an asset to our community." |

BCC to Consider Helping to Fund New Arvada Park The City of Arvada and Jeffco Public Schools have asked commissioners to consider committing $200,000 to a new 8.75-acre park, next to the Arvada K-8 School near Balsam Street and Ralston Road.
The funding would come from the county's allocation of Conservation Trust Funds, which come from proceeds from the Colorado Lottery, and would go toward the cost of the $900,000 park. The Arvada K-8 School formed this fall when Russell Elementary School and Arvada Middle School merged. "Now that Russell Elementary School and Arvada Middle School have merged to create Arvada K-8, it is apparent that area families are taking the initiative to enroll their children in the neighborhood school," Craig G. Kocian, Arvada city manager, said in his letter to the BCC. "Together they have created a vibrant new school/community neighborhood." Commissioners heard about the park plans from Gordan Reusink, Arvada director of parks, golf & hospitality, at the Staff Briefing, and will formally consider the request at a future BCC Meeting. |

County Receives Recognition for Hildebrand Ranch Park The National Association of Counties (NACo) recognized Jefferson County's Construction Management, Road & Bridge, Transportation & Engineering, Planning & Zoning and Open Space divisions with its 2010 Achievement Award for the permeable paver parking lot at Hildebrand Ranch Park.
The Achievement Award Program recognizes counties for improving the management of services that county governments provide, including initiatives that improve service delivery, achieve greater cost-efficiency, provide improved customer service and help to develop a better-trained workforce. This spring, Open Space opened the Hildebrand Ranch Park in South Jeffco. The park sits within a 100-year flood plain. To meet Jeffco Planning & Zoning and Urban Drainage and Flood Control District requirements, workers installed permeable pavers in the 33,000-square-foot parking lot. The pavers are installed over multiple layers of open-graded aggregates, which allow storm water to filter into the permeable soils underneath. They minimize disruption to the natural site and reduce long-term maintenance costs. NACO presented the award to Jeffco on July 18 at its annual conference and exposition. At the BCC Meeting, commissioners honored representatives from the county divisions that received the award. "We are very proud to have Jefferson County recognized on the national level for its great work," Commissioner Faye Griffin said. "This project is one of the many projects and opportunities that demonstrate the ability for technology to transform the way the county conducts business and delivers services to its citizens." |

BCC Approves New Purchase Price for South Jeffco Service Hub
Commissioners approved a new purchase agreement for the future county service hub in South Jeffco, bringing the original price down by more than $266,600.The 33,000-square-foot building at 11139 Bradford Road will house the Sheriff's Office south substation, a Clerk & Recorder's motor vehicle office, other county services and a community meeting room. The original purchase agreement required that an appraisal be performed and the determined fair market value must be at least equal to the purchase price. The appraisal value was $3.72 million, compared to $3.98 million in the original purchase agreement. The county is expected to move services into the building in February 2011. |
