BCC Recognizes National Crime Victims' Rights Week
With support from the district attorney, Jefferson County sheriff and several people who work in areas that assist crime victims, the BCC declared the week of April 18 as National Crime Victims' Rights Week.
 
National Crime Victims Week Proclamation"Jefferson County wishes to express their appreciation for those victims and crime survivors who have turned personal tragedy into a motivating force to improve our response to victims of crime and build a more just community," according to the Commissioners' proclamation.
 
Twenty-one million Americans become victims of crime each year and may experience emotional, physical, psychological and financial harm as a result. Both District Attorney Scott Storey and Sheriff Ted Mink said victims have many more resources available to them today than they did decades ago when both Storey and Mink began their careers in law enforcement.
 
"I'm just amazed how the commitment to victims has become a priority, and there's a lot left to be done," Storey said. "With a proclamation like this and the commitment of the fine people behind me, we will improve."
 
The proclamation fell on the 11th anniversary of the Columbine High School shootings.
 
"A lot of these individuals behind me were working with victims and young people that day and many days afterwards and we're not going to forget that," Mink said.

BCC Approves Amendments to Land Use Regulations
New regulations regarding wind and solar energy production and a procedure for natural surface trail construction are among the changes to the Land Development Regulation, Zoning Resolution and Policies and Procedures that Commissioners approved.
 
Planning and Zoning staff presented several amendments to the land use regulations as part of an effort to provide clear, concise and comprehensive documents that meet Jefferson County's current needs. All changes were approved unanimously.
 
Amendments included:

  • Allowing multifamily developments to be reviewed through a site development plan process by exempting multifamily from the definition of subdivision.
  • New procedures that allow the county planning director to approve land valuation when fees-in-lieu of dedication for parks and schools is required of a developer, and information about how the county will distribute fees-in-lieu of dedication.
  • Requiring site development plans for additions of more than 5,000 square feet.
  • New regulations for alternative energy production sources, such as wind and solar systems.
  • A new procedure for natural surface trail construction.

County to Update Speed Bump Policy
Commissioners directed staff to update the county's regulatory policy and procedures regarding speed bumps to allow for more community input and involvement in the reinstallation, placement and quantity of speed bumps.
 
The most significant change would be to the way resident responses are counted when the county is considering reinstalling speed bumps. Under the revision, when the county would request responses from residents regarding whether to reinstall a speed bump, a resident who did not respond would be considered as supporting reinstallation. The current policy considers non-responses to be "no" votes. Some residents have voiced frustration when the speed bump in their neighborhood is not reinstalled because other residents have not responded to a request for input.
 
The Transportation and Engineering Division also is recommending several revisions including:

  • A clarification that the policy applies only to public streets and roads.
  • A clarification that the county will be responsible for reinstallation costs only for speed bumps installed by the county.
