Appointments to Boards & Commissions
 Commissioners appointed Aaron Azari to the Jefferson County Housing Authority Board. Azari is finishing the term of Mory Lewis, who recently passed away. The Housing Authority works to provide affordable housing throughout Jefferson County to the greatest number of eligible people.
 
The BCC also appointed Wendy Potthoff to represent District 1 on the Jefferson County Cultural Council. Potthoff replaces Barbara DesMarteau who recently resigned. The Cultural Council is responsible for recommending how the county distributes scientific and cultural funding to Jefferson County organizations.

2010 Primary Election to Be Conducted by Mail Ballot
 
Commissioners adopted a resolution presented by the Jefferson County Clerk and Recorder to conduct the Aug. 10 Primary Election as a mail-ballot election. Although Jefferson County has conducted all mail-ballot elections in every odd-numbered year since 1993, this marks the first time the county will conduct an even-year election by mail ballot.
 
Elections informationLegislation that the Colorado General Assembly passed in 2009 allowed for this move, which will save Jefferson County 40 percent to 50 percent of the cost of conducting a polling place election in August. The change also closely reflects voter preference in Jefferson County over the past several years.
 
"Ninety-four percent of the people who voted in the 2008 Primary Election chose to cast their ballots by mail, even when polling places were available," said Clerk and Recorder Pam Anderson. "Based on that information, the potential cost savings to the county's taxpayers and the public comments we've received over the last few weeks, we are very pleased to be able to use this model for our Primary Election."
 
Between Jan. 29 and Feb. 12, the County Clerk & Recorder received public comment on whether to conduct the Primary Election by mail ballot. Ninety-six percent of public feedback submitted to the Clerk and Recorder's Office was in support of this election model.
 
"It was important to hear from Jeffco citizens before making this decision," Anderson said. "We also met with the county chairs of both major parties, as well as representatives from the League of Women Voters, and all responded positively."
 
Mail-ballot elections provide a convenient means for voters to participate in elections and have increased voter participation. Seventy percent of active registered voters in Jefferson County have already declared a preference to permanently vote by mail ballot.
 
Ballots for the Primary Election will be mailed to voters beginning the week of July 19 in advance of the Aug. 10 Primary.

BCC Approves Amendment to Agreement with RTD for FasTracks
 
Jefferson County and RTD passed another major milestone this week with the West Corridor Light Rail Project when the BCC approved an amendment to its intergovernmental agreement with RTD. 
 
Light RailThe agreement commits the County to convey 5 acres of property for $766,666, or a third of its value, to RTD for the West Corridor Light Rail Project, which will run from Downtown Denver to the Jefferson County Administration and Courts Building in Golden. The amendment addressed issues such as aesthetics and parking at the Administration and Courts Building, including allocation of parking spaces during and after construction of the station and management of those spaces after light rail is in service.

County Offers Incentives to Businesses Moving to Jeffco
 
As part of Jefferson County's efforts to encourage economic activity and spur job growth, the BCC can offer incentives to businesses that are considering moving here, or businesses that are looking to expand their existing operations. SGB USA is the most recent beneficiary of the incentive, following Commissioners' approval of a business personal property tax refund incentive for SGB USA at the BCC Hearing. 
 
Wind FarmSGB USA, a German-based company plans to establish a 12,600-square-foot facility in the Wheat Ridge area. The company will build transformers that convert wind turbine-generated electricity into a form that can be delivered to the power grid. One of the company's major clients is Vestas, a wind-turbine company with plants in Windsor and Brighton.

Through the incentive package with Jeffco, the county will deduct 50 percent, or a total of about $20,000, from company's property taxes over the next five years. The incentive will be offered only if the company begins operation by March 2, hires a specified number of primary jobs and invests in capital and equipment as agreed to by the county.

BCC Approves Planning & Zoning's 2010 Work Program
 
The Planning & Zoning Division presented to the Board its 2010 Work Program, including plans to update and incorporate the North Plains Sub-Area Plan into the county's recently updated Comprehensive Master Plan, continue its efforts around paperless building and zoning permits, and map 68 square miles of storm drainage in unincorporated Jeffco.
 
Each year, Jefferson County's Planning & Zoning Division develops a comprehensive work program that identifies opportunities for improvements related to land-use regulations, long-range plans and effectiveness in customer service.
 
Other highlights of the work program include:

  • Improvements to regulations regarding the site development-plan process for multifamily developments, telecommunication uses and alternative energy provisions.
  • Updates to the grading and floodplain regulations.
  • Updates to the Zoning Resolution to address vacant, foreclosed properties.
  • A customer service survey of applicants who have completed the development process.
