Appointments to Boards and Commissions
Commissioners appointed Brian Bahl as an alternate member to represent Jefferson County Law Enforcement on the Juvenile Review Board. The Juvenile Review Board considers and approves the residential community placement of children in need of out-of-home care.

BCC Approves Rezoning to Allow Weddings at North Jeffco Property  

Commissioners' unanimously approved a rezoning request for property at 7400 Indiana Street in north Jefferson County to allow for weddings and other activities.
 
The 1.15-acre property contains a 100-year-old church and was rezoned in 1996 to allow for church activities, as well as a photography studio, art gallery, history museum or church rectory. The amended zoning will now allow for weddings, related activities and a professional office. The owner would still need to go through the county's site development plan process before constructing a building on the property for any additional uses.
 
The property borders an equestrian center that regularly hosts competitions. Several equestrians who use the center and neighbors from the nearby Saddlebrook Neighborhood expressed concerns about horse and rider safety and adequate parking.
 
The owner told Commissioners that he has every intention of working with the equestrian center to ensure wedding attendees, horses and riders are safe on the property. In addition to the on-site parking, the owner also told Commissioners that he hopes to make an arrangement to use the equestrian center's parking as overflow if needed.
 
Both staff and Planning Commissioners recommended approval of the rezoning application.

Commissioners Receive 2010 Proposed Budget
Jefferson County's departments and divisions have presented the Commissioners with the 2010 Proposed Budget of $407.1 million, a 5.2 percent increase over 2009.
 
2010 Budget CoverIn 2010, Jefferson County is continuing to stabilize and foster ongoing fiscal health. The county remains focused on five core objectives:
  1. Spend within our means.
  2. Establish and maintain appropriate reserves.
  3. Understand variances between budget and actual.
  4. Be transparent about the "true cost of doing business."
  5. Incorporate economic analysis and long-term planning into decision-making. 

Each project considered for funding undergoes a specific scoring criteria to allow it to be compared to other county programs and is then prioritized.
 
The proposed budget reflects an operating budget of $363.6 million, an increase of 1.5 percent. When including federal and state pass-through dollars and federal stimulus money, which help fund the Workforce Center and Community Development programs, the operating budget is 5.7 percent more than it was in 2009. Revenues are forecasted at $386 million, an increase of 6 percent from 2009.
 
Commissioners have met with every department and will hold public hearings before approving the final budget in November or December.

BCC Approves Development and Zoning Regulation Amendments
Commissioners approved several amendments to the
Land Development Regulation and Zoning Resolution, with many of the changes focused on improving citizen notification of new applications.
 
Administration and Courts BuildingStaff proposed the regulation amendments in order to consolidate and clarify regulations, provide flexibility, and improve citizen awareness of development applications. Key components of the newly adopted regulations include:
  • Adding a notification requirement for the site development plan process.
  • Clarifying the notification requirement for the grading permit process.
  • Changing the zoning violation penalties to align with state statutes.
  • Giving flexibility to staff in determining the guarantee amount for a grading permit.
  • Allowing the zoning administrator to update the flood plain overlay district maps.
  • Allowing brewpubs and vintner restaurants in the Commercial-One (C-1) zone district.
  • Allowing Recycling Transfer Stations as a special use in the Agricultural-Two (A-2) and the Agricultural-Thirty Five (A-35) zone districts.
A proposed regulation related to short-term vacation rental of property had been postponed by the Planning Commissioners in order to allow them additional time for review.

Other BCC Actions
BCC Approves Contract for Senior Transportation Services
Commissioners approved a $435,600 contract with the Seniors' Resource Center, Inc., to provide transportation for senior citizens to the Resource Center at 3227 Chase Street in Denver. The Seniors' Resource Center provides social and recreational services, meals and medical services.
 
County to Pay $292,000 for Auditing Services
Commissioners approved a $292,000 contract with Eide Bailly LLP for external auditing services. The county is required to have an external auditing firm conduct an annual financial and compliance audit. This is the first of four additional one-year periods that are part of the original contract approved in 2008.
 
Commissioners Approve Money for Asphalt Repair at Sheriff Detention Center
Jeffco Sheriff's ComplexAggregate Industries - WCR, Inc., will repair and replace asphalt at the Sheriff Detention Center, following Commissioners' approval of a $270,500 contract. The project is part of a five-year plan to replace and repair deteriorating asphalt at all county facilities. The asphalt at the Sheriff's Detention Center is badly deteriorated, has failed in many places and needs to be frequently patched. Workers will rotomill and overlay most of the parking areas. About 10 percent to 20 percent will need to be completely replaced.
