IT Employees Honored
 
County Commissioners formally recognized Jeff Carlson and Janet Garbrecht, both in Jefferson County's Information Technology Division, for implementing innovative county government programs to better serve area residents. Both Carlson and Garbrecht received 2009 Achievement Awards from the National Association of Counties (NACo) on July 26 during the NACo's 74th Annual Conference and Exposition in Nashville/Davidson County, Tenn.
 
Carlson was awarded for his work on an application that he developed to automate the previously labor intensive process of matching the Clerk and Recorder's legal recordings to the Assessor's parcel records.  The automation allowed the Assessor to save more than $70,000 per year in staffing costs. Garbrecht was honored for developing a comprehensive training program for those who use the county's financial management system.

Human Services and Library to partner to create mobile training lab
 
Commissioners approved an intracounty agreement between the Jefferson County Human Services Department's Workforce Center and Jefferson County Public Library to create the eTrain, a mobile training lab that will help people develop skills and search for jobs.
 
Workforce eTrain vehicleThe Workforce Center and the Library will bring the eTrain, equipped with eight computer stations, to locations throughout Jefferson, Gilpin and Clear Creek counties. Knowledgeable staff members will help people learn about resume writing, computer skills, business practices and more.

Commissioners approve rezoning for Mountain Air Ranch 
 
Mountain Air Ranch, a private recreational club that has existed near Conifer since the 1930s, received unanimous approval from the Board of County Commissioners to rezone the 148-acre property to a Planned Development zone district.
 
Under Mountain Air Ranch's new zoning, members plan to upgrade existing buildings, add a garage and an additional 17 RV sites, and replace buildings if they are destroyed. In 1955, the property was zoned as Agricultural-Two, which restricts the ranch from expanding or adding buildings, even if a building is destroyed.
 
Mountain Air Ranch has about 400 members who are allowed to camp, rent cabins, hike, and play volleyball and other sports on the property. During the rezoning process, the county received input from nearby neighbors to the ranch who expressed concern from noise occurring on the property related to live bands and who also expressed concern that the ranch's white buildings and RV sites do not fit in with the surrounding environment. Representatives from Mountain Air Ranch told Commissioners that they plan to change the color of the buildings to something more suitable than white as they accommodate future upgrades.
 
As a condition of zoning approval, Mountain Air must comply with county and state requirements for adequate water provisions on-site. The rezoning will not be final until the Ranch renews its three expired well permits and receives approval for its water and septic systems from the Colorado Department of Public Health and Environment.
Gerdes and BCC
Commissioner gives 'Star Award' to staff member
 
Commissioner Kathy Hartman publicly recognized Allison Gerdes, intranet and employee communications coordinator in the Public Information Office, with a Star Award for Gerdes' efforts to plan the county's 2009 Employee Appreciation Week in August.
 
Gerdes was responsible for coordinating with staff at 36 buildings across the county, buying supplies and working with Commissioners' busy schedules. The BCC and other elected officials served ice cream and cookies to the county's nearly 3,000 employees during the week of Aug. 3.
 
In all, Gerdes arranged for: 
  • 348 miles in travel
  • 21 pounds of dry ice
  • 960 ice cream sandwiches, 192 popsicles and 650 individually wrapped cookies;
  • 34 gallons of ice cream
  • 11 cans of whipped cream, 10 pounds of M&Ms, five pounds of peanuts and 144 ounces of chocolate syrup
Star Awards are given to employees to give thanks for helping to complete a difficult task or important project or for having a consistently positive attitude, making the work environment more pleasant, productive, efficient and effective.
Other BCC Actions 
 
County Building Division to serve as Jefferson County Public Schools' building department

County Commissioners agreed to sign a Memorandum of Understanding (MOU) between the county and the state that recognizes the ability for Jefferson County's Building & Safety Division to review construction plans as a prequalified building department for Jefferson County Public Schools.
 
Under the MOU, county staff would have the opportunity to review plans, issue permits and conduct inspections for schools and district buildings. Becky Baker, Chief Building Official, told commissioners that these efforts would lead to more continuity between county and public schools projects and save time for the school district. County staff may begin working on a school project as the district's building department as soon as 2010.
 
BCC approves contract for $1 million in road overlay services

Jefferson County will contract with Asphalt Paving Co., of Golden, to provide $1 million in asphalt overlay services over the next year.
 
Construction ConeThe county uses asphalt overlays to extend the life of pavement and reduce maintenance costs in areas where the pavement has aged and oxidized. Asphalt Paving Co. submitted a bid that met all county specifications.
