ALIGNING ECONOMIC DEVELOPMENT AND PUBLIC TRANSIT INITIATIVES

The economic development watchdog group, Good Jobs First,

has released a new study Breaking Down Silos Between Economic Development and Public Transportation: An Evaluation of Four States' Modest Efforts In Making Job Subsidies Location-Efficient, that recommends restricting economic development business subsidies to transit corridors in order to address problems of urban sprawl, forced auto dependency and jobs-housing spatial mismatch. The study finds that attempts to actually change land use and transportation patterns through economic development location decisions incentives have not been effective because of weak implementation structures and lack of evaluation.

THE TRIPLE BOTTOM LINE ECONOMIC DEVELOPMENT TOOL

The Triple-Bottom Line (TBL) approach of valuing people, planet, and profit is gaining popularity as an approach for leading organizations to make investment decisions and is now gaining attention from the economic development community. Portland State University, working with the Economic Development Administration, has developed a user-friendly on-line tool that helps public, private, and non-profit investors optimize investments for economic, environmental, and social impact. This tool was based on input from approximately 500 economic development professionals as well as focus groups with members of the International Economic Development Council (IEDC) and the National Association of Development Organizations (NADO). A beta version of the tool is now available for economic developers to see if their proposed projects should create or retain jobs and wealth that contribute to community well-being over time.
