DISTRICT 2 ANNOUNCES 2012-2014 TRANSPORTATION PAY-AS-YOU-GO ROAD PROJECTS

 

The Mobile County Transportation Pay-As-You-Go (PayGo) road improvement program has been in existence for the last 35 years and will once again appear on the upcoming November ballot for approval by Mobile County voters. The 2012-2014 Program reflects $31,000,000 in PayGo road improvement expenditures along with an additional $10,000,000 in state allocated road improvement funds. The lists of proposed County projects are approved by referendum at the beginning of each PayGo cycle and annually 6.5 mils of countywide ad valorem taxes are dedicated to pay for these road and bridge projects. The Program has been a tremendous asset for Mobile County allowing hundreds of millions of dollars in road improvements to county roads over the lifetime of the program. In addition to these Projects an appropriation of $377,000 from the FY 2012-2013 Mobile County capital improvement budget will be made to resurface and improve parking lots at Medal of Honor Park off Hillcrest Road and Knollwood Drive and the Mobile Botanical Gardens off Gaillard Drive. THE SEMMES SENIOR CENTER

 

 

Interior demolition for the renovation of the Semmes Senior Center (formerly the Blackwell-Batson Estate) located at 9635 Moffett Road, is still in progress. The trusses over the exercise room have been completed allowing the wall, separating the two ex-bedrooms, to be removed. The trusses represent a real structural improvement to the building. Site work including the new drive and culverts and additional parking should begin over the next few weeks.

 

SEMMES SENIOR CENTER FUNDRAISING OPPORTUNITIES

The Semmes Senior Center now has a sign that shows the progress of the fundraising campaign for the Center's interior. The sign was donated by Gil Miles, owner of the G&B Sportswear Shirt Shop. Shown admiring the sign are Diane Moore with her granddaughter, 2-year old Amelia, and Mary Rodning.

The Semmes Woman's Club, a 501 (c)3 non-profit organization is raising funds for interior furnishings and equipment for the new Semmes Senior Center. It has currently raised $80,000 of its $130,000 goal to fully furnish and equip the Center. The latest fundraising effort combines fundraising with aluminum can recycling. You can bring your recyclable aluminum cans to Semmes Recyclers located at 8920 Moffett Road and tell them you'd like the proceeds to be donated to the Semmes Senior Center project.

MOBILE COUNTY BICENTENNIAL PAVILION  

 

    

Construction on the Mobile County Bicentennial Pavilion located in Medal of Honor Park off Hillcrest Road and Knollwood Drive in west Mobile is underway. The Pavilion is expected to be completed by early October 2012.

The Mobile County Commission received the 21st Annual Award for Excellence in County Government in the Urban Category from the ACCA. The award recognizes innovative and effective programs initiated or completed between July 1, 2011, and June 30, 2012, in counties with populations more than 50,000.

 

The winning entry, titled "Mobile County Citizens Academy," was chosen best among all entries during the judging process. Judges used a numerical scoring system emphasizing the program's stated objective, involvement of the county commission in the program's implementation, the benefit of the program to the taxpayer and the program's overall quality.

 

The Association of County Commissions of Alabama is a statewide organization representing county government in Alabama. ACCA promotes improved county government services in Alabama, offers educational programs for county officials and their staff members, administers insurance programs for county governments and employees, offers legal advice, and represents the interests of county government before state and federal organizations and agencies.

The Alabama Department of Transportation will hold a public involvement meeting on Tuesday, September 11 from 5 p.m. to 7 p.m. on proposed I-10 Interchange modifications (Texas Street to the west Wallace Tunnel entrance). The meeting will be held in the Killian Room of the International Trade Center at 250 North Water Street.  

 

Anyone who wishes to provide comments during the public forum should register at the sign-in table between 5 p.m. to 5:45 p.m. There is a two-minute time limit for each person to speak. The meeting format will be an informal, walk-through information session with a brief formal presentation with an opportunity for public comments. Preliminary maps prepared for this project will be available for inspection. Representatives of the Alabama Department of Transportation (ALDOT) will be available to answer questions throughout the meeting. Those interested may present their views on the consistency of the proposed project with planning efforts by local and regional governments, and may submit their comments on the social, economical, environmental, and other effects of this federal-aid highway improvement project in writing at the meeting, or by mailing them within ten business days after the meeting to: Vincent E. MOBILE COUNTY BICENTENNIAL COMMISSION CELEBRATES BOOK OF THE YEAR

The public is invited to hear the author speak followed by a reception and book-signing. Alabama Moon is set in Alabama and features a young boy who has lived in isolation with his father for most of his life and then has to fend for himself after his father dies. His odyssey ends in Mobile County.

SECOND ANNUAL STEPHEN SILLER TUNNEL TO TOWERS RUN

Where: Beginning at Battleship Memorial Park, 2703 Battleship Parkway, Mobile

Mobile Bay is hosting the Second Annual Stephen Siller Tunnel to Towers 5K Run/Fun Run/Walk. Participants will start at USS ALABAMA Battleship Memorial Park, run along the Causeway, through the Bankhead Tunnel, west on Government Street, north on Dearborn, and east on Dauphin Street to finish near the RSA BankTrust Tower in Bienville Square. There will also be a one mile walk. The Stephen Siller Tunnel to Towers Run began in New York City following the 9/11 attacks as a way to memorialize New York firefighter Stephen Siller and 342 firefighters who died trying to save others on September 11, 2001. Mobile, Alabama is one of about 50 cities across the country participating in the run.

MOBILE COUNTY MASTER GARDENERS ANNUAL FARM TO TABLE DINNER

Where: Jon Archer Agricultural Center, 1070 Schillinger Road North, Mobile

 

Mobile County Master Gardeners, a program of the Cooperative Extension Service of Mobile County, will be hosting their inaugural Farm to Table Dinner to raise public awareness of the local agricultural and seafood community and to encourage the buy fresh/buy local concept. The evening will begin with appetizers and non-alcoholic specialty drinks in the Demonstration Gardens at the Jon Archer Center. There will be live music and tours of the Demonstration Gardens. Virginia Culinary School and Chef Wesley True have created a gourmet four-course dinner for your dining pleasure in the Main Hall. Each table will have a "celebrity food guest" to talk about eating seasonally and the link between our local farming community and our health.

All proceeds are being donated to the continued upkeep and expansion of the Demonstration Gardens at the Jon Archer Center, which are open to the public as teaching and learning gardens for Gulf Coast planting.

Each edition of the District 2 E-Newsletter will highlight an area of service, service agency, or a county service that is funded by the Mobile County Commission.
  

FOSTER GRANDPARENT PROGRAM

 

Foster Grandparent Program of Mobile County (FGP) is a volunteer organization with more than 30 years of history. Its mission is to offer volunteer opportunities to use the experience of individuals 55 and older to serve special needs children. More than 80 volunteers bring an amazing commitment to serve approximately 700 children in 50 agencies and schools every day.

 

FGP is affiliated with the Corporation for National and Community Service (CNCS) which funds approximately 80% of the total program budget. Utilizing Foster Grandparents allows non-profit agencies to offset operating costs while having an impact on critical community needs involving children. The program recruits, trains, and matches volunteers with opportunities based on their skills and interests. Those who meet certain income guidelines receive a small stipend. All FGP volunteers receive accident and liability insurance, meals while on duty, reimbursement for transportation, and monthly training.

 

Many of the Foster Grandparents read to children ages 4 to 6 to help strengthen their vocabulary skills, increase their comprehension and ability to re-tell a story, and develop a lifelong love of reading and appreciation of books. They also provide guidance and leadership to youth to model and reinforce appropriate social behavior, provide nurturing support and encouragement, engage in education-related activities to enrich the child's appreciation for academic skills, and foster positive self-esteem.

 

During the 2010-2011 program year, 80 foster grandparent volunteers provided 96,795 in service hours, the economic equivalent of more than $1 million. Community partners and agencies include faith-based groups, Head Start Centers, schools, Boys and Girls Clubs, day-care centers, libraries, hospitals and other youth facilities.

 

Benefits of this program include,demonstrated gains in school readiness in terms of literacy skills, and math skills, and improved academic engagement and performance.

 

FGP's effort to help children achieve and succeed is their priority. While volunteers offer a huge benefit to children and youth served, members enjoy the connections that bring fulfillment to them as well.

MOBILE COUNTY FINANCIAL UPDATE
MCFinancialUPDATE The 07/31/2012 budget report reflects general fund revenue and expenditures for ten months of fiscal 2012. Through July of 2012 we have completed 83% of the fiscal year. Receipt of many of our major revenues lag by one month. For July 2012 we reported revenue of $103,528,095.65. This represents 85.6% of budgeted FY 2012 revenue. Most of the revenue from property taxes and business licenses are collected in December of each fiscal year. The year to date expenditures through July are $96,376,694.95. This is 79.4% of total budgeted expenditures for the fiscal year. We expect expenditures to be below 83% on this report. The health, sanitation and culture and recreation functions are primarily appropriations that are paid quarterly. Through July both expenditures and revenues are within expected ranges.

In the election of November 1860, Mobilians voted for Stephen Douglas, the Northern Democratic presidential candidate. When Lincoln was elected, talk of secession intensified in the Port City. There were merchants who believed that leaving the Union would free the city from the commercial dominance of Northern capital. Others remained loyal to the Union, though they had to be discreet when expressing such views to avoid arrest or other forms of harassment.
