MESSAGE FROM COMMISSIONER CONNIE HUDSON      

 

September 11, 2011 marks the 10th Anniversary of the most devastating attacks ever perpetrated on our Country. To honor the memory of the victims and the responders who lost their lives fighting terrorism on September 11, 2001, Mobile Bay Remembers September 11, 2011: Tenth Anniversary will showcase a series of exhibits, events, community involvement and demonstrations to remember and honor the victims and heroes of 9/11. Activities will include the Tunnel to Towers Run/Walk and a Sunrise Service at the USS Alabama Battleship Memorial Park. Also, the Museum of Mobile will host an exhibition, "Recovery: September 11, 2001, The World Trade Center and the Aftermath", which opens September 11. Certainly as life in America has been dramatically affected for us all by the events of 9/11, let us set aside a quiet time for reflection and remembrance and also celebrate life, our many blessings, and the resilience of the human spirit.

GEORGETOWN/FELLOWSHIP VOLUNTEER FIRE DEPARTMENT DISTRICT VOTE

Georgetown area residents will be asked next month to vote on a proposal to create a fire district for the Georgetown/Fellowship Volunteer Fire Department. The vote which will be held October 4, at Georgetown Baptist Church on Lott Road, requires two ballot issues to pass, one to create the District and one to fund it in the amount of $35 per year for each residence and business in the District. Anyone who is exempted from property taxes will also be exempt from the District Fee. The District will be managed by a board of five community members, who will be elected from the community. The first board will be composed of the following five members: Paul Burch, Janeth Lord, Jack Hann, Michael Davidson and Norman Turner. 


The funds will be used to operate the fire department with the goal of improving fire protection through equipment and training. If approved, the Fire District will improve fire protection ratings and consequently  lower homeowners' insurance costs for all members of our community. MOBILE COUNTY SPONSORS NEW CITIZENS ACADEMY

If you are interested to know more about county government operations, how decisions are made, the lines of authority and accountability, the Mobile County Commission invites you to attend the inaugural class of the Mobile County Citizens' Academy starting this fall.

Participants will meet all the top decision makers in the county, including elected officials and top administrators. They will see how $1 million builds one mile of roadway and discuss the process with County Engineers. They will get a look at budgeted dollars and weigh in on county expenditures. They will observe the court process and spend a day with the SWAT team.

Participants will meet seven times over an eight-month program year. Most programs will be held on Thursday evenings from 5:45 p.m. to 8 p.m. A light dinner will be served. The sessions are as follows:
  • October 27: Orientation and Overview led by Commissioners Merceria Ludgood, Connie Hudson and Mike Dean.
  • November 17: Public Works led by County Engineer Joe Ruffer.
  • January 19: Law Enforcement led by Mobile County Sheriff Sam Cochran. 
  • February 16: County Finances led by Director of Finance Michelle Herman with License Commissioner Kim Hastie, Revenue Commissioner Marilyn Wood and Treasurer Al Sessions.
  • March 15: Animal Control/Environmental Control and Probate Court led by General Services Director Donna Jones and Probate Court Judge Don Davis.
  • April 19: Youth Crime led by Juvenile Judge Edmond Naman.
  • May 17: Parks and Graduation Ceremony led my Commissioners and Park Manager Tom Hudson.
The program is open to all Mobile County residents, including those living in municipalities within the county. Interested persons may apply by downloading an application at the county website, www.mobilecountyal.gov. Class size will be limited and all applications must be postmarked or received by October 1, 2011.

GuLF STUDY UNDERWAY

GuLF Study is a health study conducted by the National Institute of Environmental Health Services on the possible health effects of oil spills. Evaluators are seeking the assistance of workers and volunteers in our community who helped clean up the Deep Water Horizon Gulf Oil Spill. If you took a Gulf worker safety training class or supported the community cleanup effort, you many be eligible to participate in the study. All participants will be asked to complete an initial telephone interview. The GuLF Study will follow all participants for at least five years to monitor changes in health over time. ROADS ANNEXED BY THE CITY OF SEMMES

 

The City of Semmes recently annexed the following roads by city ordinance. Per Alabama law, streets annexed by a new municipality after the original incorporation will not fall under the two-year maintenance agreement with the County. They will immediately enter the City of Semmes road inventory for maintenance.

 

-Firetower Road beginning at a point 1460 feet south of the center line of Moffett Road and 1073 feet to the Semmes City limit.

 

-Summit Drive East beginning at a point 60 feet south of the center line of Sunman Drive.


COUNTY FINANCES AT A GLANCE

 

The July 2011 Budget Report reflects expenditures and revenues through 83% of fiscal 2011. Through July we collected 76.90% of budgeted revenues. The budget report shows budgeted and actual expenditures by function. Through the end of July, 74.45% of the budget was expended. Other uses and transfers stand at 48.75%. Health and Welfare expenditures are paid on a quarterly basis so the percentage expended is within the expected range.

Currently in Design. 70% complete. 

 

*Snow Road North at Wulff Road South- MCR-2010-012 Currently in design. 70% complete.

 

*Evans Road- MCR-2010-202

Currently in design. 40% complete. 

 

*Malone Road- MCR-2010-203 Currently in design. 65% complete. 

 

*Boothtown Road- MCR-2010-204 Currently in design. 40% complete.   

 

*Albert Evans Road North- MCR-2010-205 Currently in design. 35% complete. 

 

* North Woods Drive MCR-2010-206 Currently in design. 40% complete.   

 

*Glenwood Road Extension

MCR-2010-207 Currently in design. 40% complete.    

 

*Schillinger Road North (Howells Ferry Road to Moffett Road and Moffett Road to Lott Road)- ALDOT Project MCR-2008-004 Currently acquiring right-of-way and 60% of the design is complete.

MCR-2008-005 Currently in environmental assessment and 30% of the design is complete.  

 

*Jeffrey Road and Wiggins Lane-

MCR-2008-203 Construction complete. Under final review.

 

*Mack Hinton Road East (Grade, Drain, Base and Pave)- MCR-2008-204 Construction began June 20. 

 

*Cody Road Widening and Resurfacing- MCR-2006-010 and MCR-2004-008 Construction 99% complete. Establishing vegetative growth. 

 

*Old Shell Road- ALDOT Project

MCR-2004-004 and MCR-2000-004 Construction 99% complete. Establishing vegetative growth. 

 

*Lott Road- MCR-2004-010  

Will go out for bid September 21. 

 

*John Shinn Road- MCR-2004-205 Construction complete. Under final review.

 

*Cuss Fork Loop Road and Cuss Fork Road- MCR-2004-206 Construction complete. Under final review.

 

*Zeigler Blvd. (Forest Hill Road to Athey Road and Schillenger Road to Cody Road ALDOT and City of Mobile Project) Currently awaiting state environmental approval. Delay caused by the addition of bike lanes to the project's design. Bid opening dates: Forest Hill to Athey 9/28/11, Schillinger to Cody 6/27/14. 

 

*Highway 158 extension- ALDOT project efforts are now focused on completing the design for the remaining four miles. Anticipating design completion in mid-to late 2012. Once construction resumes (based on availability of federal funds) ALDOT estimates three to five years to complete the remaining phases before the roadway is open. 

 

Update: County funded road projects in the City of Mobile 

 

Road projects in the city limits of Mobile, paid for through the Mobile County Pay-As-You-Go Program have begun, according to Nick Amberger, City of Mobile Engineer. Please contact the City of Mobile Engineering office for updates on these projects at 208-7457.

SUNRISE SERVICE IN HONOR
MEMORY OF 9/11 VICTIMS 

 

When: 6:30 a.m. Sunday, September 11 

Where: Battleship Park, 2703 Battleship Parkway, Mobile

 

As a kick-off to the Tunnel to Tower Run, this service will be held to honor those who lost their lives during the events of September 11, 2001. 

    

TUNNEL TO TOWER RUN HONORS HEROES OF SEPTEMBER 11, 2001 

 

When: 7:30 a.m. Sunday, September 11
Where: Begins at Battleship Park, 2703 Battleship Parkway, Mobile, and ends at the RSA Tower, 11 N. Water Street, Mobile. Concluding commemoration in Bienville Square.

5K run, one-mile Fun Run, bike ride and motorcycle caravan through the Bankhead Tunnel honoring those who died in the 9/11 tragedy, inspired by the the NYC Tunnel to Towers Run, held annually originally to honor the 343 firefighters and first responders who lost their lives in the event.

"RECOVERY: THE WORLD TRADE CENTER RECOVERY OPERATION" TRAVELING EXHIBIT

When: 10 a.m. to 6 p.m. Sunday, September 11; 9 a.m. to 5 p.m. Tuesdays through Saturdays, 1 to 5 p.m. Sundays, September 12 through December 2
Where: Museum of Mobile, 111 South Royal Street, Mobile 
 


Ten years ago on September 21st, ten days after the 9/11 attack, the Museum of Mobile opened in the Southern Market.  With somber recognition of the 10th anniversary of 9/11, the Museum of Mobile will host "Recovery", a traveling exhibition that documents the historic project at the Fresh Kills Landfill that was in operation from September 2001 to July 2002 to recover human remains, personal objects and material evidence from the collapse of the World Trade Center.  The exhibit is organized by the New York State Museum, Albany, NY.


Cost: $5 adults, $4 seniors, $3 students, free for children under six; free admission the first Sunday of each month.

SPOTLIGHT ON COUNTY SERVICES

Each edition of the District 2 E-Newsletter will highlight an area of service, service agency, or a county service that is funded by the Mobile County Commission.

 

PROBATE COURT    

 

The Mobile County Probate Court under the direction and authority of Judge of Probate, Don Davis, is the third branch of the Mobile County government system.  Alabama's probate courts are unique because the judge of probate has ministerial responsibilities in addition to judicial responsibilities. Judge Davis has served in his present elected position since 2000.  

 

In the Alabama legal system the probate court is a family court, touching citizens literally from "cradle to grave". The court has judicial responsibility for adoptions, the involuntary commitment of seriously mentally ill adults, guardianships and conservatorships for orphaned children, guardianships and conservatorships for incapacitated adults, eminent domain matters (condemnation of privately owned property for public use), name changes of children and adults, and estate administration when persons die with assets to be distributed.   

 

The Judge of Probate is  the custodian of the public records of the County. Important documents such as deeds and mortgages are filed in the Court and must be indexed and maintained in a manner to enable convenient public access to these documents.  In this role the Court, along with the Revenue Commissioner and License Commissioner, collects taxes and fees which fund  Mobile County's operations and also provides funding to the State of Alabama.  The Judge of Probate is the chief election officer of the County and along with the Sheriff and Circuit Court Clerk, serves on the boards which appoint poll workers and count the votes at elections.  The judge is also responsible for organizing elections and training the poll workers, a fundamental role in the protection of Mobile County citizens' constitutional rights.

 

Additionally, the Judge of Probate is  responsible for the issuance of marriage licenses and the appointment of notaries public in the County. As a courtesy to Mobile County citizens, an administrator of the Court performs wedding ceremonies at the Court at no expense to the marrying couple.

Mr. Bill Donovan recently accepted an appointment as the acting Chief of the Wilmer Volunteer Fire Department. Chief Donovan has served the Wilmer Community as a certified firefighter, fire investigator, and fire instructor for 18 years.
