MESSAGE FROM COMMISSIONER CONNIE HUDSON  


I hope that you and your family enjoy a happy and safe 4th of July holiday! As you celebrate, please be aware that Governor Robert Bentley has placed all 67 Alabama counties under an emergency drought condition declaration that prohibits outdoor burning to prevent wildfires. The no-burn order makes it illegal to set fire to any forest, grass, woods, wildlands or marshes, to build a campfire or bonfire, or to burn trash or other materials (such as fireworks) that may cause a forest, grass or wood fire. The penalty for violating the no burn order is a $500 fine and up to six months in jail. The City of Mobile has rescinded all fireworks permits previously issued for fireworks displays except for the Independence Day Fireworks Show planned at USS Battleship Memorial Park. The permit was issued for that display because the fireworks will be launched from a barge in the Mobile River.

 

Mobile County does not have the legal authority, as do municipalities, to issue a no-burn order or to prohibit the sale of fireworks. The entire County is, however, subject to restrictions and penalties under the Governor's burn ban.

COMMISSIONER HUDSON TO ASSUME PRESIDENCY

 

Based on the Mobile County Commission's long standing practice of rotating the position of Commission President for 16 month periods during a term of office, Commissioner Hudson will assume the role of President from District 1 Commissioner Merceria Ludgood at the next Commission meeting to be held at 10 a.m. on Monday, July 11 in the auditorium of Government Plaza. 

MOBILE COUNTY TO REDRAW COMMISSION DISTRICTS

The Mobile County Commission is required to review Commission district lines to ensure that they conform to the latest census data for Mobile County. The U.S. Census Survey data is complied every ten years to track population numbers and population shifts. Significant changes in the census require that district lines be redrawn so that each district has population counts that are equitable. In compliance with state and federal regulations, the Mobile County Commission has proposed a redistricting  map for public consideration based on the latest census data.

The Commission will offer several public viewings of the map and a public hearing to address citizens concerns and/or comments. Maps of the county indicating the proposed district boundaries are available for inspection during regular business hours, from July 5, 2011 until the Commission hearing scheduled for July 11, 2011 at the following locations for District 2 citizens: Mobile Government Plaza Atrium, Semmes Community Center, Mobile Public Library, Main Library and Moorer/Spring Hill Branch, Semmes Branch, West Regional Branch and the Semmes First Baptist Church and First Baptist Church of Wilmer. The map may also be viewed online at www.mobilecountyal.gov.

RECYCLING DROP-OFF CENTER  PLANS UNDERWAY

The County's plans to construct a Recycling Drop-off Center in the west Mobile area are underway. The project will be a collaboration between County Commission Districts 2 and 3 as the site selected to construct the Center is located on the east side of the County-owned property at the old Brewer Center off Hitt Road. The funding for construction of the Center will be provided by a Federal CIAP (Conservation Impact Assistance Program) grant awarded to Mobile County. Final grant approval is expected to take up to six months with construction of the facility expected to begin during the second quarter of 2012. A preliminary agreement with Goodwill Easter Seals has been established to operate and maintain the facility at no cost to the county. The Center will be a drop-off and processing center for all recyclables such as paper, plastic, glass, steel and aluminum. In addition, the Center will also accept electronic items. CITY OF SEMMES TO RECEIVE ASSISTANCE WITH PUBLIC SERVICES 


The new City of Semmes recently signed a contract for the County to provide Public Works services within the Semmes corporate limits. Services to be provided by the county will include permitting, building inspection and commercial site planning. Citizens who have permitting, building inspection and/or commercial site planning needs should contact the Mobile County engineering department for assistance.

COUNTY FINANCES AT A GLANCE

 

The May 2011 Budget Report reflects expenditures and revenues through 67% of fiscal 2011. Through May we collected 67.93% of budgeted revenues. The budget report shows budgeted and actual expenditures by function. Through the end of May 60.55% of the budget was expended. Other uses and transfers stand at 48.68%. Health and Welfare expenditures are paid on a quarterly

basis so the percentage expended is within expected range.

Road projects in the city limits of Mobile, paid for through the Mobile County Pay-As-You-Go Program have begun, according to Nick Amberger, City of Mobile Engineer.

SUMMER CALENDAR


SEMMES YOUTH FOOTBALL REGISTRATION

  

When: 9 a.m. - 12 p.m. Saturday, July 2, 9, 16, and 23.

Where: Semmes Park Pavilion,

10000 Blackwell Nursery Road S, Semmes

 

Any new cheerleader or football player that registers will need to bring their original birth certificate to registration. Any established player or cheerleader will have a red card on file and will not need to bring it again. Team placement is determined by whatever age the player is as of August 31, 2011.

CELEBRATE FREEDOM


When: 5 p.m. Sunday, July 3
Where: Mary G. Montgomery High School, 4275 Snow Road, Semmes

This community-wide event sponsored by Orchard Assembly of God Church as well as many area businesses, features free admission, a car show, a kid zone, a craft show, live entertainment and fireworks.

INDEPENDENCE DAY FIREWORKS

 

When: 5:30 p.m. Monday, July 4  

Where: USS Alabama Battleship Memorial Park, 2703 Battleship Parkway, Mobile

 

The City of Mobile will host the annual fireworks presentation at the USS Alabama Battleship Memorial Park.  The Mobile Pops will perform at 7 p.m., followed by the fireworks display at 9 p.m. Attendees are encouraged to bring lawn chairs and blankets to the event. Alcoholic beverages and grills are not permitted in the park. This is a free and family friendly event

CITY OF SEMMES COUNCIL MEETINGS

78th ANNUAL ALABAMA DEEP SEA FISHING RODEO   

 

When: Friday July 15 - Sunday July 17 

Where: Dauphin Island Marina, Dauphin Island 

 

The Alabama Deep Sea Fishing Rodeo, sponsored by the Mobile Jaycees, is the oldest and largest multi-species saltwater tournament in the country. The ADSFR is a 3-day Captain's Choice tournament and a Southern Kingfish Association (SKA) sanctioned event. The total awards package is valued at over $400,000 and two motor boat and trailer packages..

MOBILE BAYBEARS GREAT HOT DOG COOK-OFF 

 

When: 1 p.m.- 6 p.m. Saturday, July 23 

Where: Hank Aaron Stadium, Mobile 

 

The Mobile BayBears Great Hot Dog Cook-Off is Mobile's only charity event where teams compete for bragging rights on who is Mobile's Top Dog. Come taste and judge which hot dog is Mobile's best. Mobile's own Top of the Orange will headline the day's entertainment.  

 

Cost: Advance tickets: $15 adults, $8 children, Free for children under 4. Day of Cook-Off tickets: $20 adults, $10 children, Free for children under 4. 

Each ticket to the Cook-Off includes a Hank Aaron Stadium Tasting Mug and a ticket to the July 23rd Mobile BayBears vs Tennessee Smokies baseball game.

MOBILE COUNTY TO HOST U.S. OLYMPIC BOXING TEAM TRIALS 


When: July 31 - August 6
Where: Mobile Civic Center, Downtown Mobile

Mobile will showcase the biggest event in men's Olympic-style boxing action, as the 80 top boxers in the United States converge for the U.S. Olympic Team Trials for Men's Boxing. Future boxing stars will compete in the Junior Olympic National Championships on August 2-5, at the Civic Center as well. The Olympic team trials will be a double elimination tournament showcasing eight boxers in each of the 10 men's Olympic weight divisions. The 10 U.S. Olympic Team Trial Boxing champions will represent the United States at the 2011 World Championships in Baku, Azerbaijan in September. There they will qualify internationally for the 2012 Olympic Games in London.

SPOTLIGHT ON COUNTY SERVICES

Each edition of the District 2 E-Newsletter will highlight an area of service, service agency, or a county service that is predominantly funded by the Mobile County Commission.

 

MOBILE COUNTY PUBLIC WORKS  

 

The Mobile County Public Works Department led by Public Works Director and County Engineer, Joe Ruffer, P.E. has three primary responsibilities that include:

 

Administration: The Department administers all contracts approved by the County Commission, including professional engineering contracts, construction contracts for the Pay-As-You-Go Road Improvement Program, and other awarded construction projects. The duties include planning, GIS mapping of all roads, subdivision plan review, commercial site plan review, road and drainage improvements and bridge construction and/or repair plan review for all of the unincorporated areas of the County as well as the City of Semmes. The building inspection department is responsible also for administration of the Federal Flood Insurance Program and enforces the standard building codes.

 

Construction: This responsibility includes supervising the design of any new facilities that are constructed. The Supervision of construction includes projects with public buildings, utilities, roads, bridges, airport facilities, traffic control devices, environmental protection facilities, boat ramps, seawalls, parks and other facilities. The department also issues permits and inspects all building construction on private property in the unincorporated areas of the county and the City of Semmes. Permits for any construction to be performed by any outside agencies or private contractors within the County's right of way are also issued by the Building Inspection Department.

 

Maintenance: The department maintains all County owned facilities including  more than 90 county owned buildings, the Dauphin Island Airport, several parks, 1,379 miles of roads, drainage facilities, bridges, traffic control devices, an 800 mhz radio system, and environmental measures to protect the air and water quality throughout Mobile County.

KUDOS AND CONGRATULATIONS!


Congratulations to the Semmes Youth Baseball Association 6 year old All-Star T-Ball team, led by Coach Nevada Hilliard. The team came in 4th place in the state tournament held July 25- 27 in Grand Bay, Alabama.
