A Message From Burns & Associates:
Georgia Division of Developmental Disabilities' Proposed Service Rates and Rate Models Presentation
Since summer 2010, the Georgia Division of Developmental Disabilities has been reviewing the home and community based service rates paid to its providers. Our organization, Burns & Associates, Inc., has been assisting the Division in this process.
The process has included an August 2010 provider cost survey in which all providers were invited to participated. Based on providers' input through the survey as well as other independent research, proposed rates have been developed.
These proposed rates were released to those providers that participated in the provider cost survey during a February 23 presentation at the Division's regional office in Tucker. The following documents are now being made available for public review and comment:
· Overview Presentation of Proposed DDD Rates: the February 23 PowerPoint presentation, which provides an overview of the project, methodology and inputs used to develop the rates, and the resulting changes to the rates
· Detailed Models for Proposed DDD Rates (Feb 25 2011): the complete model and the specific factors used to determine each proposed rate
· DDD Provider Survey Results: summary of the provider cost survey as well as provider-by-provider responses to each survey question (identifying information, such as provider name, has been removed)
It is B&A's intent to post these materials on our website, but technical difficulties presently prevent us from doing so. To allow providers to begin commenting now, we have included these documents below. We will send another email when they have also been posted on our website.
You will note that several services have been proposed to be tiered based on consumers' Supports Intensity Scale (SIS) "levels". SIS levels are groupings of consumers with similar scores on various sections of the SIS. So that you may determine the impact of these proposed rates on your organization, we will be emailing each provider a list of the consumers who they serve and the SIS level for each. B&A expects to send those lists within the next week.
On behalf of the Division, we will be accepting comments from all interested stakeholders on the proposed rates through April 1, 2011. Comments should be addressed to garates@burnshealthpolicy.com. All comments are welcomed, but the more specific the comment, the more useful it will be. Any materials that support your position can be attached to your comment. We will be compiling the comments for the Division as well as assisting the Division in its evaluation as to whether any revision to the proposed rates should be made.
The Division will then hold another provider forum to discuss the comments received and any resulting changes, and to gather additional input. After considering stakeholder comments and making any necessary revisions to the proposed rates, the Division will finalize the rates and send them to the Department of Community Health for approval. An implementation date for the revised rates has not yet been established.

State Senate Ideas Include 'Fair Tax' Study, Cap on State Spending

Senate Resolution 28, co-sponsored Monday by Sen. Judson Hill, R-Marietta, and Sen. Bill Heath, R-Bremen, asks for the creation of a committee to study the use of a state sales tax, or "Fair Tax."
The resolution calls for five members to be appointed by the Committee on Assignments, which is made up eight senators who stripped Lt. Gov. Casey Cagle of his appointive powers late in 2009. It asks that the Fair Tax Committee study and make recommendations for legislation during this session when broad-ranging tax reform has been proposed by a special council. The council has already recommended shifting taxes more to consumers and doing away with more than 110 tax exemptions and credits given to businesses, nonprofits and interest groups over the years.
Also on Monday Senate Majority Leader Chip Rogers, R-Woodstock, Senate President Pro Tem Tommie Williams, R-Lyons, and others proposed a constitutional amendment in Senate Resolution 20 to cap state appropriations after 2013 to an amount equal to the previous year, adjusted for inflation and population. Or it would limit spending to the same amount as in one of either of the previous two years. Any excess taxes collected would fund education or be transferred to state reserves.
Constitutional amendments require approval of two-thirds of the members of each house of the General Assembly and must be approved by voters.

Four Additional Options to Improve Fairness in the Tax Council's Recommendations

GBPI releases new policy brief offering additional adjustment options that would improve fairness in the tax recommendations made by the Special Council on Tax Reform and Fairness for Georgians.
The Tax Council's recommendations make improvements to structural issues plaguing Georgia's tax system, taking strong action to broaden tax bases -- a tenet of good tax policy. Although the Tax Council's recommendations would improve Georgia's ability to meet current and future needs, they would do so by shifting taxes away from wealthy Georgians and onto middle- and low-income Georgians.
GBPI provided options for improving equity within the Tax Council's recommendations in January. This policy brief provides four additional adjustment options. These new options focus on ways to re-craft the proposed personal income tax credit to make it stronger in offsetting the tax changes in the sales tax, with estimates from the Institute on Taxation and Economic Policy.
"The Council's recommendations would bring much-needed modernizations to our tax system," said Sarah Beth Gehl, GBPI deputy director. "Several options exist for legislators to move forward with the intent of the Council's findings and ensure the final tax reform package better meets the Tax Council's principle of equity."

JANUARY REVENUES CONTINUE TO ENCOURAGE
January is one of the top revenue months of the year, usually second behind April, which is often the height of the income tax season. Sales tax collections from the Christmas holidays are reflected in the January revenue report as well. At an 8.1% increase, total January revenues followed another strong month in December. In fact, at $1.55 billion, the collections in January were about $400,000 over the December total.
Net revenues for the month were up $117.1 million over January of 2010. Individual income tax collections were up a whopping 12.2% which reflect individual taxes paid as well as small business activity. Sales taxes, although up for the month, actually only showed a 1.2% increase after local sales tax collections were distributed.
Motor fuel tax revenues were up 15.7% although the excise portion showed a decrease, with higher prices possibly driving down usage. But sales taxes increased $10.3 million or 39.1%. Corporate tax collections were up $3.6 million. Tobacco taxes continue to drift downward at -3.6% and alcoholic beverage tax collections were exactly flat for the month.

Lawmakers start work on tax plan

State lawmakers charged with weighing the merits of a proposed overhaul of the state's complex tax structure used their first meeting Wednesday to stake out positions on some of the toughest issues, including whether the proposals are too hard on working-class families.
From the start, Rep. Mickey Channell, co-chairman of the Special Joint Committee on Georgia Revenue Structure, set the tone for what will be a long slog through the muck of Georgia's tax code over the next few months.
"We are not all about speed here," said Channell, a Greensboro Republican. "We want to understand what we are doing."
For the next two hours, representatives from the Special Council on Tax Reform and Fairness, which spent more than six months working on the plan, walked legislators through a proposal to lower and flatten the state's income tax and shift the burden onto consumption taxes, such as sales taxes. Both the council and the joint committee were created by the General Assembly last year and charged with making the state's tax code more stable and to attract growth to the state.

Deal pushes for quicker ruling on Obamacare
Board Watch: Office of the Governor
Gov. Nathan Deal, along with 28 other governors, sent a letter today to President Obama urging him to direct the U.S. Department of Justice to expedite the appeals process in the multistate litigation against Obamacare. With billions of dollars at stake for Georgia alone, Deal says it's critical that states get a definitive ruling from the U.S. Supreme Court as quickly as possible on the constitutionality of the law.
On behalf of the people of Georgia, I respectfully ask the president to direct the Justice Department to move as quickly as possible so we can have the certainty we need to move forward, Deal said. Doing so will enable the states and their citizens to act according to the ruling in a timely fashion; not doing so will drag out these measures and do our citizens a great injustice. There's a strong chance the Supreme Court will rule this law Unconstitutional , as I hope it does. We need that decision before we spend untold millions implementing these onerous mandates.
As the ranking Republican on the health care subcommittee in the U.S. House, Deal was the first member to declare the individual mandate unconstitutional. |
GA Tax Collections Rise for Eighth Month

ATLANTA - Georgia's revenues jumped 8.1 percent in January from the same month the year before.
State money managers reported on Tuesday that tax collections for the state fiscal year to date are up 8.1 percent, or $705 million.
January's revenue growth was led by an 8.6 percent increase in the individual income tax and a 1.2 percent boost in sales taxes.
Corporate income tax collections rose by 15.4 percent and motor fuel taxes increased by 15.7 percent.
Gov. Nathan Deal said the numbers show that Georgia is continuing its economic recovery. January marks the eighth straight month that revenues have risen following a long slide. |
