The "W" Line Opens in:
205 Days.

After almost three years of twice-a-week publications, The Back Fence will be shifting to only once a week later this fall. This will allow us to focus more on our cycling advocacy in conjunction with the opening of the West Rail Line and the "final mile" from each station to dwellings & destinations in the area.

Stay tuned.

Hi Everyone! This is Bill Spriggs and I have found several news articles, links and blogs that I wanted to share along THE BACK FENCE & beyond in this Wednesday Edition, October 03, 2012.

About the Mile-High Vista Development

Fall 2012
The Urban Land Conservancy purchased this two-acre parcel of land along west Denver's FasTracks light rail corridor. ULC will be the master developer of the site that will include the new west Denver library, a mixed-use workforce housing development with Del Norte Neighborhood Development, and a commercial building. This acquisition will provide enormous opportunity for additional transit oriented development (TOD) along west Colfax and the future Knox and Decatur light rail stations

As MAP-21 Takes Effect, Road Builders Vie for TIFIA Funds
By Tanya Snyder, Oct 01 2012
It's October 1, the start of the federal government's fiscal year 2013, and the first official day of the MAP-21 transportation law. The law was signed July 6 but got a three-month grace period to let U.S. DOT set guidance and give states a little time to get ready for the new requirements - things like setting up grant programs to distribute bike/ped funding to local communities (though they can also just squander that money).

Five Taxes We Should Raise. Really. (Includes Gas Tax)
By Josh Barro, Sep 28 2012
Some taxes work better than others. Good taxes do little damage to the economy and are difficult for taxpayers to avoid by changing their behavior. And if you look at America's long-term budget projections, we're going to need more taxes in the future, so we should be extra sure that we're choosing good ones.

NYC Bloomberg: Transit Should Be Free, and Drivers Should Pay More
By Stephen Miller,   Yesterday, Mayor Bloomberg rode the Staten Island Ferry, which has the distinction of being one of the few forms of public transportation in New York that is free to its users. At the press conference to announce the world's largest ferris wheel (plus additional parking!) near the ferry terminal in St. George, the mayor was asked for his thoughts on transportation. He replied:

L.A.'s 'Carmageddon' Produced Dramatic, Instantaneous Air Quality Improvements
By Emily Badger, Oct 02 2012  Nature doesn't normally present the kind of opportunity that "Carmageddon" did in Los Angeles last year, an opportunity to catch a glimpse of atmosphere that's typically saturated with pollutants on a suddenly pristine day.

How Streets Designed for Speed Led to the Death of a Seventh Grade Girl
By Angie Schmitt, Oct 01 2012
Get hit by a car traveling 20 miles per hour, and the odds are 19 to 1 that you, the pedestrian, will live to see another walk around the block. But if the vehicle's speed at impact increases just ten miles per hour, your chances are barely better than 50-50. And if a driver hits you at 40 miles per hour, there's almost a nine in ten chance that you won't survive.

Downtowns Enjoying Robust Population Growth
By Haya El Nasser, Sep 28 2012
After decades of decline, America's downtowns once again are attracting new residents -- not just workers and shoppers. In many of the largest cities in the most-populous metropolitan areas, downtown populations grew at double-digit rates from 2000 to 2010.

How to Sell the Cycling Lifestyle to American Women
By Mia Kohout, Oct 01 2012
First and foremost, women often don't feel safe because there is a lack of a complete, separated bike networks and a lack of lower and enforced speed limits. However, there is also a lack of women-centric marketing and merchandising when it comes to selling the "cycling lifestyle" to American women.

To Encourage Biking, Cities Lose the Helmets
By Elizabeth Rosenthal, Sep 29 2012  One spectacular Sunday in Paris last month, I decided to skip museums and shopping to partake of something even more captivating for an environment reporter: Velib, arguably the most successful bike-sharing program in the world. In their short lives, Europe's bike-sharing systems have delivered myriad benefits, notably reducing traffic and its carbon emissions. A number of American cities - including New York, where a bike-sharing program is to open next year - want to replicate that success.

By Roger K. Lewis, Sep 28 2012
While restoring and remodeling historic homes is a daunting task, preserving historic neighborhoods facing change likewise can be difficult. Knowing what to do - and what not to do - to both preserve and renovate a historic house is usually informed by well-understood design standards and practices.

Paying People to Plant Trees
By Kaid Benfield, Oct 02, 2012
Chicago has a great new program to help residents join the city in reducing storm water pollution cleaning the air, cooling "heat islands," and improving public health. It's called Sustainable Backyards, and the genius of it is that it's educational, participatory, and effective at the same time.

Ride-Sharing Services Grow Popular in Europe
By Eric Pfanner, Oct 01, 2012
PARIS - On a recent Friday evening, Vincent Accart maneuvered his 20-year-old Mercedes station wagon through the rush-hour traffic to a rendezvous at a busy fuel station on the edge of Paris. There he met three strangers who hopped into his car for a three-and-a-half-hour drive to Rennes, in Brittany. It had all been arranged beforehand, via the Web.
