President's Message,
I am writing this month's message from 34,000 feet in the air, flying back from the National Federation of Republican Women's 36th Biennial Convention in Kansas City, Missouri. Almost 1,000 Republican women leaders from across the country gathered for the event to conduct organizational business and to kick off the 2012 political season. Besides me, Angie Webb was here from Juneau along with a dozen other Alaska Republican women from around the state.
We stayed busy at the convention promoting ANWR in several ways: AFRW President Rhonda Boyles provided presidents and the NFRW board members with an information packet; cards calling for action to oppose the new federal wilderness designations in ANWR were delivered to all conference attendees; and of course each of us spent time spreading the message at the many meetings and social events we attended. I am most happy to report that everyone I talked to expressed support for development in ANWR!
The highlight of the convention for me was hearing from national Party leaders and Republican presidential candidates. We heard presentations from Rick Santorum, Herman Cain, and Newt Gringrich. All three received an enthusiastic response with Herman Cain getting the warmest reception with his blunt talk about the nation's predicament. All three candidates spoke of the need to cut taxes drastically and rid the country of the health care program.
National conventions are really a wonderful way to meet other like-minded women from around the country - but most of all, they are exciting, inspirational and fun! I really hope you will consider attending a future convention and look forward to sharing details with you when I am back in Juneau

Silent Auction
Lincoln Day Dinner 2012
Plans for Lincoln Day Dinner 2012 are underway. Capital City Republicans Co-Chairs Ben Brown and Connie McKenzie are working to line up a stellar speaker to give the annual Lincoln Day Dinner address. The event will be held in February or March.
CCRW runs the silent auction for Lincoln Day Dinner and this year, our theme for the silent auction is MADE IN THE USA! We'll feature one silent auction item from each of the 50 states - already we have items from Hawaii, Georgia, Tennessee, West Virginia, Maine, New Jersey & Ohio. We are asking each of you to be on the lookout for something from one of the states not yet spoken for. Here's an example: I recently went through one of my kitchen cabinets and found a lovely pottery bowl I picked up a few years ago in Nashville Tennessee. Having enjoyed the bowl enough times to be ready to share it, it will be in the silent auction. If you can help us organize this auction and collect items, please let me know.

At the recent Southeast Conference meeting in Ketchikan, I had the opportunity to take a trip out to the Niblack Exploration Projection on Prince of Wales Island. Heatherdale Resources, a Canadian firm, owns the project and reported that the exploration phase is moving very well with great results. With the proximity to a full service community, Niblack is pumping millions of dollars into the Ketchikan economy.
Currently, there are 33 personnel at the site, however that number is expected to grow to around 200 once full production begins
Renewed interest in historic mining properties such as Niblack is one of the great economic bright spots in our region. Like the Kensington property, Niblack was mined at the turn of the century. In 1998 full permitting was approved for the underground exploration program. The deposit is copper-zinc-gold and silver rich, very similar to the Greens Creek model, with excellent mine potential.
To prepare Alaskans for career opportunities in mining, we are investing in the UAS mine training program. In the 2010 budget we secured $400,000 matched with a $300,000 federal grant toward the purchase of UAS mining simulators. UAS will be the only institution in the US with underground simulator technology. In the 2011 budget we also added funds for safety improvements at the Sheep Creek adit.
The resurgence of mining provides exciting opportunities for Alaskans interested in careers in mining, construction, process technology, and geology. One of my key goals is to make sure that Alaskans are prepared to take advantage of the outstanding opportunities that a mining career provides.

Dear Ginger & CCRW,
Sorry for the delay - I have been having internet problems lately! My son is home till Saturday Oct 1st. He has been home for two weeks R and R. It has been so awesome to just have him home . His girlfriend has seen more of him than me but I love her too so it is all good! Hate to send him back there. Sounds from some stories he has told that it is not too nice where they are. Lots of IEDs - very scary. I am trying to keep the faith going and keep very busy and hopefully these next 4-5 months will pass quickly.
He said he thinks the packages are taking about two weeks or just a little more than two weeks. The fruit cups arrived in great condition. That was a really good idea - they loved them. They are on a steady diet of MREs so I am sure the fruit was a welcome treat! Thanks for all that you do for our guys!

I left home at 17 and took a job traveling as a childrens' photographer. I worked mostly in Kansas, Missouri and Iowa. I always tried to see the museums and art galleries in the towns where I worked. Unwittingly, I stumbled on a gathering in Kansas City in 1976, where women in lovely ball gowns and men in tuxes were streaming into a museum I had come to see. I didn't realize the significance of the 1976 Republican National Convention in Kansas City. However, I could hear in coffee shops and stores, that there was a lot of excitement about a former governor of California named Ronald Reagan. One of the security guards let me hang around the area as he said it was rumored that Mr. Reagan might be coming to this very spot.
As several large black limousines pulled up, I was at the front of the crowd and although it wasn't Ronald Reagan who stepped out of the car, it was Vice President Nelson Rockefeller. He stopped to autograph a scrap of paper I handed him. A month or so later on my 18th birthday, I registered as a Republican. Of course, Ronald Reagan didn't win the nomination that year, President Gerald Ford did.
Flash forward to the 2008 National Convention in Minneapolis, Minnesota - I was honored to nominate former Governor Sarah Palin as the Republican's Vice President candidate.
Republicans love competition. As Alaskans, we are passionate about our politics. I hear people complain that politics is "divisive" - of course, it's divisive, we're not always going to agree. Our strength is in our ability to come together and support our eventual nominee. There is no perfect candidate. There are only candidates who come closest to your personal beliefs, hopes and dreams. You make the difference by your involvement and interest in political campaigns and holding elected officials accountable.
I did not plan on having a government "career". I started out to be a newspaper reporter. After 10 years working in the Alaska Senate, four years as the Chief of Staff for former Lt. Governor Loren Leman and nearly four years as a Cabinet member for Governors Palin and Parnell, I am back working in the Legislature. I am passionate about mentoring others in government - sharing a vision of smaller, smarter, more strategic government as opposed to a one-size fits all approach.
As I watch the current campaigns for presidential nominees, I know that whichever Republican becomes our nominee will be far better for our country than four more years of failed policies of the current president.

Comments of AFRW President Rhonda Boyles
I am proud to serve as you AFRW president and want to share with you two of our primary objectives for the next two years.
Before I do that, I want to acknowledge that for many years, Capital City Republican Women have been regarded as both accomplished and respected around the state. The perception is that you are very positive, engaging, friendly, and have fun. Perception is everything so keep it up! You have the highest membership numbers of any Republican Women's Club in Alaska and I know how hard you work to keep those numbers up.
Because of our huge national deficits, high unemployment and general dissatisfaction with Washington, DC, the entire country is fearful, discouraged and frustrated, regardless of party affiliation. We in the AFRW have always been part of our state party structure and supportive of the Party process. Even though many in this state are also frustrated, it is incumbent upon us to continue to do what we have done for over 50 years... hold our heads high, stay focused on our goals, raise money, increase our membership and most importantly work to elect Republicans.
Electing Republicans is always the most important objective of our organization. We do that by increasing membership in our AFRW clubs, raising money and participating in the Republican Party process. Once we elect Republicans it's important to support them and I call on each of you especially to support our Republican Governor.
Our state senate is now evenly split between Republicans and Democrats. What's wrong with that? In Alaska there are 129,450 registered Republicans and only 72,472 registered Democrats! With 57,000 more registered Republicans than Democrats, surely our Party should be in control of the state senate. Secondly we must un-elect Mark Begich in 2014. That is not going to be easy so we have to raise and save money and be prepared to work really hard. Electing more Republicans will help our state and our country. Thank you for doing your part so well!
I enjoyed every minute of my visit.

In Memoriam
Jan Marie Ferrell, 46, of Olympia, Washington died Saturday at Virginia Mason Hospital in Seattle.
Jan Marie was president of Juneau's Capital City Republican Women from 1997-1999. She is survived by her husband, Kevin, and 12-year-old daughter Kelly.

With our nation's pressing debt and looming financial problems, there has been a great deal of talk about the need for a Balanced Budget Amendment. In order to amend the Constitution to make it happen, it would require:
Answer: An amendment to the Constitution requires a two-thirds vote in both the House and the Senate and ratification by three-fourths of state legislatures. This is a difficult and lengthy process, which is why the Founding Document has only been amended 27 times! When President Barack Obama ordered U.S. military action in Libya, was he within his constitutional rights to do so? Answer: The actions taken by President Obama in Libya may have upset you, but as the commander-in-chief of our military, the President can initiate hostilities and deploy our forces as he sees fit. In our nation's history, American presidents have deployed military force several hundred times, yet Congress has declared war on only five occasions. There is no inconsistency in this. The Framers of the Constitution carefully distinguished a declaration of war-which alters the legal relationships between subjects of warring nations-from the act of waging war. Which branch of government is responsible for upholding the Constitution? Answer: It is a common misconception that the Supreme Court is responsible for upholding the Constitution. In reality, all three branches of government are responsible for upholding the Constitution, and the President as well as members of Congress take an oath to do so. Liberals cite the phrase "separation of church and state" when demanding the removal of crosses from public war monuments or eliminating the Ten Commandments from courtrooms. Where does this phrase appear in the Constitution? Answer: This phrase does not appear anywhere in the Constitution, although the principle is evident in the text. The First Amendment states that "Congress shall make no law respecting an establishment of religion." Although the Framers supported the separation of church and state, they did not want to exclude all religious references from public life.

Red on Blue: Establishing Republican Governance was written by Art Chance, formerly of Juneau. Art worked here for 20 years in both the Legislative and Executive branches of state government before relocating to Anchorage in 2010.
The central thesis of the book is that governments are built by Democrats to be run by Democrats and it is essentially impossible for a Republican executive to staff and run a government established by Democrats.
Some will remember that Art could turn a phrase like no one else and the book is peppered with many of Art's experiences dealing with people many of us have known in Alaska politics. Art's wife, Juno, was a member of CCRW for many years.

Dear CCRW ,
I hope you are enjoying good food and fellowship at the annual CCRW Summer Salad Luncheon. Greetings to all of you and special guest Rhonda Boyles! I wish I could be with you today and would like to let you know how much the governor and I appreciate you. We well know that Republican women are the engines that elect good people to office and that give so much back to our Alaska communities.
Thanks, especially, for all you do for the Juneau community. Without your help, Christmas decorating at the Governor's House, picnics, and many other community initiatives simply would not happen. You have helped make Juneau a wonderful place for us to call home.
2012 will be a crucial year for Alaska and our country. It will be a new opportunity to reclaim our freedom and economic opportunity through the ballot box. All legislative seats, with one exception, are up for election. Sean and I will roll up our sleeves and work actively with you to increase our numbers in the House and to elect a solid Republican majority into the Senate.
So, hats off to all of you ladies! Enjoy a fabulous luncheon and the end of a wonderful summer. I look forward to seeing each of you and working together with you on behalf of our great state.

Chicken Salad with Cashews and Curry
Serves 6
6 cups breast of chicken, cooked and diced 2 cups celery, diced ½ cup red onion, diced ½ cup parsley, chopped ½ cup raisins 1 cup cashews 1 tablespoon curry powder ½ teaspoon white pepper 2 cups mayonnaise
Mix chicken, celery, onion, parsley, raisins, cashews, curry powder and pepper with mayonnaise. Serve on whole leaves of lettuce on individual plates, garnished with seasonal fruits.
