Program Manager's Corner
A significant change to the Standards for Law Enforcement Agencies, Chapter 3, Contractual Agreements for Law Enforcement Serviceswas approved at the March 2012 CALEA Conference in Mobile, Alabama. The Commission removed the language in the Chapter 3 Introduction that made the standards applicable only to agreements that include payment of fees to the provider agency. The chapter is now applicable to agreements that provide law enforcement services with or without a fee.
This change should cause agencies to check the status of all existing written agreements for law enforcement services. If the agency is providing law enforcement services to another agency, jurisdiction, or entity the chapter will now be applicable regardless of fee status.
Once the status of all existing written agreements is determined, consideration of any law enforcement services currently being conducted by verbal agreement should also be examined to come within the scope of this chapter and implement written agreements as appropriate.
Agencies should contact their Regional Program Manager with any questions about the application of this change. |

Willowbrook Police Department

The Willowbrook, Illinois Police Department is an A-size agency with 20 sworn and three full-time civilian staff, and has been CALEA Law Enforcement Accredited since November 1991. The department was recently reaccredited for the sixth time at the March 2012 conference in Mobile, Alabama, and was awarded Advanced Law Enforcement Accreditation with Excellence. It was awarded Flagship status the previous two reaccreditations. The CALEA standards have long guided the operations and management of the department and have become ingrained in the way it everyday conducts business. Read more. |

CACE Laboratory This will be the last time the CACE Laboratory training class will be offered at a CALEA Conference. Starting soon, CALEA Information Technology Cordinator Linda Phillips will be offering regularly scheduled webinar training on using the CACE (CALEA Accreditation Compliance Express) software. The class size will be limited so that personal attention can be given to attendees.
This new training format provides many distinct advantages for CACE users: the training is free to all CALEA clients; multiple users from same agency can enroll; can work on their own familiar equipment where agency's CACE program has been installed; don't have to wait for a conference to take training; and time at the conference can be spent in other useful training classes.
An announcement of the new CACE Lab webinars will be sent to clients and included in this newsletter when the final arrangements are complete.

Standards
At its March 2012 meeting in Mobile, Alabama, the Standards Review and Interpretation Committee (SRIC) approved the following changes:
Law Enforcement Standards
- Approved revision to standard 1.2.4 Constitutional requirements.
- Approved revision to Chapter 3 Introduction (See Program Manager's Cornor above).
- Approved new Commission Interpretation for 31.2.1 recruitment plans.
- Removed 53.1.1 from the Tier 1 Accreditation program.
Communications Standard 3.2.5
3.2.5 A written directive describes the agency policy regarding physical examinations or annual hearing or vision tests for employees.
Also at the March meeting SRIC reviewed the request from a Communications client to consider deleting the word "annual" from the above standard. When staff began researching the historical data for this standard they found that the word "annual" was deleted in an earlier action by the Commission.
The Standards for Public Safety Communications Agencies will be updated to reflect this change after the July CALEA Conference.
SRIC also considered a number of proposed amendments to standards. These ammendments have been posted on the CALEA website for client review and comment. CALEA Accreditation Compliance Express (CACE) CACE updates will be available shortly to users of the law enforcement program.
