  • CALEA Commissioner Richard W. Myers has announced his retirement as Chief of Police of the Colorado Springs (CO) Police Department. After almost 35 years in policing, his goal is to stay located in Colorado Springs where he is exploring new opportunities that match his talents and interests.

  • CALEA, the Gold Standard in Public Safety Accreditation is pleased to announce the appointment of two new Commissioners. They are Chief Linda Pillo, Bellevue Police Department, Bellevue, Washington and Ms. Julie J. Righter, Communications Coordinator, Lincoln Emergency Communications Center, Lincoln, Nebraska.  In addition, five current CALEA Commissioners were reappointed. All appointments are effective January 1, 2012. more

Special Announcement: CALEA Electronic Standards are Available!   

 

On October 1, 2011, CALEA discontinued the sale of the printed versions of all CALEA publications. As was announced previously in this e-newsletter, news releases and Update magazines, CALEA entered into an agreement with Innovative Data Solutions (IDS) for the delivery of electronic standards manual publications for all programs, in early 2011. CALEA feels this move to an electronic medium is a significant advancement for CALEA and CALEA agencies as it provides an opportunity to distribute contemporary versions of CALEA publications in a faster and more efficient manner. The change has received positive feedback from those who have engaged in the new product. CALEA agencies should be aware that information on accessing the publications was sent to each chief executive officer and accreditation manager in late July.

On October 5th, the Association of Public-Safety Communications Officials (APCO) International announced the appointment of Derek K. Poarch as executive director. Poarch comes to APCO International with more than 30 years of public safety experience, and demonstrated leadership in law enforcement and federal telecommunications policy. He served recently as the Public Safety and Homeland Security Bureau Chief at the Federal Communications Commission (FCC) where he led a team of professionals responsible for the licensing of all public safety communications networks in the United States and ensuring its reliability in responding to manmade and natural disasters and other homeland security matters for the FCC. CALEA Agency News 
  • Rick Bleichner is the new Chief of Police for the Normal Police Department. The Normal Police Department has been CALEA accredited since July 1994.
  • The new Director for the Tennessee Department of Public Safety is Bill Gibbons. Tennessee Department of Public Safety has been CALEA Accredited since November 1999.
  • Toussaint Summers is the new Chief of Police for the New Bern (NC) Police Department. New Bern Police Department has been CALEA Accredited since November 2003.
  • Larry L. Noble is the new Commissioner of Public Safety for Iowa Department of Public Safety. Iowa Department of Public Safety is in initial self assessment for the CALEA Law Enforcement Accreditation Program.

Recent Changes to Agency Annual Report

Gold Standard Assessments will be an option for qualifying agencies effective January 2012. To enhance the delivery of services associated with this new initiative, the Agency Annual Report has been revised and is now referred to as the Agency Status Report. This new report form is available on the CALEA website under the following URL: http://www.calea.org/content/forms-and-document

Agency Status Reports will now be required from agencies all three years of the award cycle; the first two are due by the anniversary date of the agency's accreditation award and the third should be submitted about three months prior to the next scheduled assessment date. Each agency should now use this form in place of the former Agency Annual Report, regardless of participation in the Gold Standard Assessment process.

Two features have been added to the new report form. The first feature is a question about changes to agency policies and procedures. Not intended to capture every editorial revision, this question seeks to find policies or procedures that were changed that would have an impact on the manner in which an agency complies with specific standards. The second feature centers on SWOT (Strengths, Weaknesses, Opportunities and Threats). The SWOT matrix becomes a focal point for the Gold Standard Assessment. Strengths and weaknesses are considered internal while opportunities and threats are externally controlled. SWOT is not intended to be a sophisticated or complex exercise as some professional planners use it in long range planning for organizations. The intent of the SWOT matrix is to allow the agency to identify a few strengths, weaknesses, opportunities or threats for the assessors to consider when seeking information on outcomes for standards based issues. A matrix to assist agencies in identifying these issues has been added to the CALEA website and can also be found at the following URL: http://www.calea.org/content/forms-and-document. The success of the new Gold Standard Assessment is greatly affected by the agency's ability to be insightful and candid with responses to the SWOT matrix.

Please remember - every agency should now transition to the Agency Status Report and no longer use the Agency Annual Report.

Managing Accreditation Changes with Program Manager Support

 

As we head into the last quarter of 2011, you might be thinking about the many changes that have occurred at CALEA during this year and find yourself fitting into one of two categories:

  1. Those excited about the opportunity to engage in new programs and processes; or
  2. Those experiencing a level of angst typically associated with rapid change and significant information flow.

In addition to the changes occurring at CALEA, many public safety agencies are experiencing their share of changes as the result of organization restructuring or budget concerns. "Do more with less" seems to be the watchword of the day. The good news is that CALEA has recognized this and developed systems that are cost effective for client agencies. One of the changes CALEA has made this year is the regionalization of program managers. This realignment of duties has meant that each program manager assumed approximately 25% more agencies, but now have more time to service those agencies and more latitude in directing resources toward the needs of clients in specific regions. That is doing more with less and working smarter while doing it.

So now is a good time for everyone to take a deep breath, reflect on all the changes and decide if a call to your program manager is in order. If you are in the first category above, your program manager would like to hear from you about what new programs and processes work best and where we need to refine our services to support your agency as we move forward. For those in the second category, you should find solace in the fact that your program manager is also not immune from the angst that comes with change. And, they want to hear from you about any specific conditions you might be experiencing that are affecting your ability to participate in CALEA Accreditation at the level you desire.

You should also know that it is envisioned the increased communication between client agencies and program managers will inevitably lead to better overall performance. Working smarter to support the needs of clients is one of the program managers' priorities under our new organizational structure and we encourage agency representatives to contact us if they have accreditation resource or services needs.

CALEA Standards

  • SRIC Posts Proposed Changes to CALEA Standards for Feedback: Client Agencies are encouraged to review the Standards Review and Interpretation Committee (SRIC) posts within the CALEA Forum II, as proposed revisions to standards for Communications Agencies, Training Academies and Campus Security Agencies have been posted for client feedback. Feedback must be received by November 4, 2011 and will be used for discussion by the SRIC during the November 2011 CALEA Conference in Colorado Springs, Colorado. SRIC serves CALEA by developing and amending standards for consideration by the full governing body of CALEA Commissioners
     
  • The latest Standard Manual Change Notice for agencies in the CALEA Law Enforcement and CALEA Recognition Programs are available to CALEA Clients. The download is located in the Client Section of CALEA Online website. Please note: There were no standards changes from the July 2011 CALEA Conference for the Public Safety Communications, Public Safety Training Academy and Campus Security Accreditation Programs
     

CALEA Accreditation Compliance Express (CACE) 

  • The new Tiered Law Enforcement Accreditation CACE-L Program is ready for downloading. When installed, users will have the of option running CACE in either the Accreditation or the Advanced Accreditation mode. CALEA sent an email message to all active CACE-L users with instruction on how to install the upgrade. If you did not receive the email, please contact CALEA staff member Linda Phillips.
  • CACE Users with an active Update Service plan were notified recently of the availability of the latest standards update downloads to CALEA Standards for the Law Enforcement and CALEA Recognition Programs via the CALEA website. For more information, contact CALEA staff member Linda Phillips.
CALEA Assessors   
  • As result of several strategic initiatives to improve the CALEA Accreditation process and maintain CALEA's position as the GOLD STANDARD in public safety accreditation, new assessor selection and training was suspended in 2010. CALEA is now in a position to again receive applications for the position of assessor and welcomes candidate submissions.   • CALEA Assessors should occasionally browse the Assessor Section of the CALEA Website for updates to CALEA Standards and Assessment Forms and Documents.
