Electronic Publications

Stepping Forward to Advance
CALEA Accreditation Programming

In April 2011, CALEA and Innovative Data Solutions (IDS) engaged in an affinity agreement to provide several enhanced service options for clients, and to transition CALEA publications to an electronic format. This partnership also makes available to CALEA agencies a robust accreditation management software application. Prior to the engagement, CALEA and IDS shared over 250 mutual clients, which makes for the start of a strong partnership that complements a significant portion of the agencies already enrolled in CALEA Accreditation.

A few weeks ago, IDS launched the release of the electronic publications in a temporary access format for CALEA enrolled agencies. This new platform really provides agency users with a powerful tool for remaining contemporary with changes to standards, and as importantly knowing exactly what changes have occurred. This tool is incredibly valuable to agencies as they work to address the specific amendments to CALEA standards, and it provides a history of changes that documents the progression of CALEA best practices. The application also provides access to the standards to all subscribing agency employees in a web-based format.

It is important to know that the temporary access to the electronic standards will end on December 31, 2011. After that time, agencies will need to purchase a site license subscription to the electronic standards through CALEA. This site license will be required for those agencies choosing to engage in the IDS PowerDMS Standards accreditation management software. This software serves as an option to the current CALEA CACE solution. Pricing for the accreditation management software must be addressed with IDS. However, CALEA clients receive an initial discounted price for the application.

For those agencies already engaged or planning to engage in an agreement with IDS for the accreditation management software, it is important to know that ISSRs will no longer be required in that specific software application. The operational format of the application provides the information necessary to support what is covered within the ISSR. And, there is no need to copy the previous ISSR into the new system. However, agencies should retain the ISSR from the most recent onsite as a best practice and resource as the transition is made to the PowerDMS system.  Remember, this is only for agencies using the IDS application.

CALEA has added the annual pricing for access to the electronic standards to its website. For client agencies the price will be $150. Non-clients will also have access at a cost of $900 annually. The pricing structure also provides educational institution and individual pricing structures for non-public safety use. It is anticipated that beginning in August of 2012, CALEA will no longer release paper format change notices for publication management. Therefore, client agencies should begin planning to participate in the electronic subscription over the next year. Ideally, agencies will transition to the new electronic publications application beginning in January to ensure they receive the most up-to-date standards-related information in the timeliest manner.

It should also be noted that CALEA will cease the sale of the full version of the paper manuals in the next few months. This will likely occur in early October, once the new electronic versions are stabilized.

This graduated transition to electronic publications has been applied to provide agencies and their staff time to plan for the associated changes, while allowing CALEA the necessary time to address questions that will certainly arise. However, we are confident the new process will be value added for clients and will provide opportunities for those agencies that wish to use the standards for organization improvement outside of the CALEA Accreditation model. To that end, the new application provides for the most robust notification system regarding changes to standards and establishes a strong platform to ensure those participating in CALEA Accreditation are well-informed on important standards-related issues.

If you discover you need any additional information on this or other CALEA matters, please feel free to contact your regional program manager, or other CALEA staff at 703.352.4225.
