Conference News 

  • CALEA SUMMER CONFERENCE JULY 27 - 30, 2011
     

    Amidst the gently rolling hills along the Ohio River, Cincinnati spreads from the southwestern corner of Ohio into Northern Kentucky and southeastern Indiana. Downtown Cincinnati is an easy drive from the airport with a wealth of dining, shopping and entertainment options for conference attendees
  • Your conference host is the Cincinnati Police Department with assistance from the State of Ohio Accreditation Resources (SOAR) PAC. Continue to visit the CALEA website and the host agency website at calea.cincinnatipolice.org for updated conference information. 
  • The CALEA host hotel and conference location is the Hilton Cincinnati Netherland Plaza. To ensure your accommodations at the Hilton Cincinnati Netherland Plaza use the online reservation link located on the CALEA Website or call the hotel's reservations department at 1-800-445-8667 and advise that you are with the Commission on Accreditation for Law Enforcement Agencies (CALEA) group. The conference room rate is $149.00 for a single or $159.00 for a double room, plus sales tax. Rooms are based upon availability, and the hotel must receive reservation requests no later than July 1, 2011. There is a credit card guarantee or one night's room deposit required to reserve a room.
  • CALEA will have an Exhibition Hall at the Cincinnati Conference. The CALEA Exhibition Hall offers industry suppliers a marketplace where decision makers can view, examine, and compare products available for their use in Public Safety. Space is available! Interested parties should contact CALEA Associate Director Jim Brown or Executive Assistant Rhonda Garner for information.
  • Preliminary conference agenda and workshop summaries have been posted on CALEA website. Click HERE to view the agenda and HERE for the workshop summaries. All conference workshops are in English, except as indicated in Spanish.
  • CACE Lab Class will be offered on Wednesday and Friday at the Cincinnati Conference. Advanced registration is required for the CACE Laboratory and enrollment is on a first come/first serve basis. Registration is limited to one CACE user per agency. To register and receive additional information, please contact CALEA Information Technology Coordinator Linda Phillips at lphillips@calea.org.

 

Be a CALEA Conference Presenter and Receive a Complimentary Registration!

Transition to Electronic Publications:

A Model for Better Service Delivery

 

CALEA has entered into an agreement with IDS for the delivery of electronic standards manual publications for all programs.  It is anticipated this application will be ready for release in late July 2011. The CALEA/IDS solution will ultimately result in the discontinuation of all paper formatted manuals for all CALEA programs. To this end, beginning August 1, 2012, CALEA will no longer post change notices in a downloadable Adobe format.  Rather, the changes will occur within the application and subscribers will be notified to accept the changes, much like updates to software programs.

 

Additionally, CALEA has introduced new accreditation programming for law enforcement agencies. The new programming has established two levels of accreditation. These two levels are entitled CALEA Law Enforcement Accreditation and CALEA Advanced Law Enforcement Accreditation.In an effort to identify the standards relevant to each program level, CALEA elected to modify Appendix H in the CALEA Standards for Law Enforcement Agencies Manual to assist clients and staff. Additionally, CALEA began "shading" the standards within the respective manual that were relevant for the CALEA Law Enforcement Accreditation level. These can be observed in the change notices that have occurred since the new programs' inception in January 2011.  

 

The intent of this writing is to provide clients with explanation on the transition. The following points are important to be aware of during this transition period: 

 

  • CALEA has not provided a change notice that replaces the entire contents of the CALEA Standards for Law Enforcement Agencies Manual. Therefore, as change notice releases are provided, the respective manual will progressively have more complete standards "shading" to represent the full complement for CALEA Law Enforcement Accreditation standards.
  • Because CALEA is transitioning to the IDS publication solution, a complete release of a traditional formatted CALEA Standards for Law Enforcement Agencies Manual to capture the two levels of accreditation is not cost effective, as the majority of clients continue to participate in the CALEA Advanced Law Enforcement Accreditation Program.
  •  Appendix H, within the CALEA Standards for Law Enforcement Agencies Manual has been modified and released in a change notice and provides a resource for clients and staff to identify those standards relevant to the various program levels.
  • Clients that would like a complete manual with the complete standards' "shading" may purchase these documents through the CALEA website under the store/publications tab at the top of the home page.
  • CALEA staff is currently working with the developer of the CACE Program to provide identification of the CALEA Law Enforcement Accreditation standards within that application.
  • CALEA staff and IDS are currently developing a methodology within the IDS manual application and the IDS accreditation management software to differentiate the standards and to support the levels of law enforcement accreditation. 

 

CALEA is aware that this transition period may generate the need for more information and staff stands ready to address any specific questions or concerns that you may have.As always, please contact your program manager or other staff member if you need support with CALEA Accreditation programming.

The BVP, created by the Bulletproof Vest Partnership Grant Act of 1998, is a unique U.S. Department of Justice initiative designed to provide a critical resource to state and local law enforcement. PowerDMS™ STANDARDS:
A New Tool for CALEA Agencies

 

Recently CALEA and IDS engaged in an affinity agreement designed to provide additional accreditation management options for CALEA clients as they engage in the accreditation process through a software application called PowerDMS™ STANDARDS. IDS has provided a number of demonstrations on this new product and feedback suggests it will make accreditation management more streamlined and reduce the overhead associated with file maintenance. Because IDS would like this product to be accessible to as many clients as possible, they are providing several early enrollment incentives.

  • APCO International Executive Director George Rice will step down from his position, effective June 30, 2011. As of July 1, Deputy Executive Director Mark Cannon will assume the role of Interim Executive Director. For updates on the new Executive Director search, please visit the APCO website at www.apcointl.org. CALEA wishes all the best to Director Rice on his future endeavors.
  • Bernard J. Murphy has been named the new Chief of Police for the Cape Coral (FL) Police Department. Cape Coral Police Department has been CALEA Accredited since November 1989.
  • The new Chief of Police for the Peoria (AZ) Police Department is Roy Minter, Jr. Peoria Police Department has been CALEA Accredited since July 1997.
  • Bartlett (IL) Police Department's new Chief of Police is Kent Williams. Bartlett Police Department has been CALEA Accredited since November 1997.

Program Managers' Corner
 
This is the twenty-third in a series of short articles
from your CALEA Program Managers.

 

Over the past several months CALEA has been working diligently to improve client services, enhance client opportunities, and bring added-value to the accreditation process for enrolled public safety agencies. Strategic efforts to support these goals have included the addition of multiple levels of law enforcement accreditation, the introduction of campus and university standards for law enforcement agencies, future access to on-line CALEA publications, and the addition of a campus security accreditation program. Additionally, the Commission continues to test a new assessment model that furthers the comprehensive impact of accreditation. These changes have focused on CALEA remaining the GOLD STANDARD FOR PUBLIC SAFETY ACCREDITATION.

 

With these changes brings the need to communicate with clients more often to maintain confidence in the accreditation model. To that end, the following issues are important to keep in mind as we constantly improve the CALEA Accreditation process:

  • The assessment model being tested by the Commission focuses on processes and outcomes. Although there is some file review in this assessment approach, it is generally limited to those standards that have been changed by the Commission since the last assessment or those standards that are addressed by agency policies that have changed since the last assessment. Additionally, heavy attention is applied to the review of time sensitive standards and those issues that the agency identifies as in need of critical review. The model has already experienced marked success and support from those who have participated in the pilot. The Commission will receive a formal report on the project in July and will entertain next steps as it relates to the concept. At this time agencies do not need to change anything regarding accreditation process management and more information will be delivered as the project matures.
  • CALEA has transitioned to a regional approach regarding client services and the assignment of program managers. This has resulted in the change of program managers for many agencies and the posting of a region map on the CALEA website. Agencies should consult this map to determine their assigned program manager. This new model will assist in the delivery of client services more effectively. The regions have been developed in such a manner to maintain the integrity of most accreditation coalition structures, while recognizing the differences associated with the various service areas.
  • New campus and university law enforcement standards have been added to the CALEA Standards for Law Enforcement Agencies Manual. These standards are only applicable to the college and university environment. Agencies that have questions about the applicability of the standards should consult with their assigned program manager for direction. The Commission's Standard Review and Interpretation Committee have these standards on the July Conference Agenda for applicability for agencies providing contract services on the campuses of colleges and universities. The Commission's direction on this matter will be communicated to clients following the conference.
  • CALEA has transitioned to one manager coordinating all assessment services. This approach provides economies of scale for CALEA and enhances the consistency in the delivery of this service. Karen Shepard will serve as the Accreditation Assessment Manager. With this change CALEA will now be conducting assessments every month of the year, as opposed to the previous three cycle months of April, August and December. Assessors will be contacted approximately two months prior to the date of service request. Agencies will generally be apprised of the dates of assessment between six and eight months prior to the assessment, and on-site dates will not be set more than 12 months prior to the assessment. Program Managers will provide direct support in preparing agencies for assessment and the Assessment Manager will provide all services related to the assessment.
  • CALEA has dissolved the Flagship Award and has added a new award referred to as the Accreditation with Excellence Award. This award is open to agencies enrolled in any program who meet the minimum criteria. The award criteria can be viewed on the CALEA website under the "Client" tab. The Commission will determine award recipients during the conference and clients interested in being considered for the award must submit an application, which is also provided on the website. CALEA is asking that applications be submitted three months prior to the onsite, but in all cases must be submitted prior to the off-site file review. This new award provides another opportunity for agencies to recognize distinguished application of the CALEA Accreditation model.
  • Enrollment materials are now available for the CALEA Campus Security Accreditation Program. CALEA has already enrolled several agencies and would encourage current CALEA clients to share this opportunity with campus security agencies operating in their jurisdictions or regions. The program will clearly help to support service relationships and enhance the delivery of professional services in the campus security setting. This program is specifically designed for security agencies with non-sworn public safety providers. Additional information on this program can be found on the CALEA website under the "Program" tab.
  • In late July, CALEA will launch the delivery of electronic publication services of its manuals. This will initially be at no charge to clients in a demonstration format and will later have an annual subscription cost of $150 each year. Non-clients will have access to the service as well, but at a higher cost. This approach ensures that clients are not covering the cost of program development and maintenance for non-clients, while still delivering the standards in a manner that supports the broad implementation of CALEA best practices. More information on this will be provided in the coming weeks.
  • Agency representatives should ensure they have CALEA's new business address of 13575 Heathcote Boulevard, Suite 320, Gainesville, Virginia 20155. The business phone number is 703.352.4225 and a list of staff extensions can be found under the staff section of the "About Us" tab on the website. Additionally, the CALEA website has been improved significantly over the past several months. It includes online conference registration applications, downloadable change notices, and other important communication. Client agency representatives should ensure that they are logged in to the website to ensure they have client access to the resources available. To this end, the forum section of the website can be located in the top right corner of the homepage and should be used to share and solicit information from other agencies enrolled in CALEA Accreditation. This is a valuable resource that is sometimes overlooked by agencies in the quest for accreditation.  


 

CALEA staff is excited about these new approaches and would like to ensure client agencies have all the information necessary to be successful. As always, clients may call Program Managers and other staff members with questions or concerns. As denoted in the article, the website is an ever-increasing critical component for program awareness and will become even more important as we move to a paperless environment. CALEA Accreditation is about continuous improvement and a commitment to professionalism, and we are dedicated to meeting this obligation to clients in our every action. We recognize that these changes will create the need to respond to more inquiries, so please don't hesitate to ask if you are in doubt.

CALEA Accreditation Compliance Express(CACE)

CALEA Assessors   
  • As result of several strategic initiatives to improve the CALEA Accreditation process and maintain CALEA's position as the GOLD STANDARD in public safety accreditation, new assessor selection and training was suspended in 2010. CALEA is now in a position to again receive applications for the position of assessor and welcomes candidate submissions.
