CALEA Announces Organizational Structure and Program Manager Changes

Any good business model will insist that the customer comes first. CALEA has always strived to respect this service delivery axiom, primarily to ensure that agencies enrolled in accreditation programming have strong staff resources available when attempting to reach standards' compliance. However, in recent years the implementation of sophisticated client management software systems has allowed CALEA to rethink its organizational structure and develop even better designs to promote greater efficiencies in the delivery of services.

 

As of May 2011, CALEA embarked on a new service delivery model that impacts enrolled agencies by re-assigning four CALEA Program Managers to regional service platforms, and one CALEA Program Manager for all accreditation assessment coordination.

 

The goals of this new client services delivery model include the following: 

 

  • Provide a format that promotes grassroots involvement by program managers in local/regional public safety meetings and activities.
  • Provide more responsiveness and CALEA awareness regarding matters affecting public safety professionals in specific geographic regions.
  • Bring more consistency to the assessment process for assessors, Commissioners and client agencies.
  • Promote regional training opportunities for clients and those interested in CALEA Accreditation.
  • Incorporate systematic reviews of client trends and patterns, and preparation of training to address important issues based on regional data.
  • Promote reoccurring CALEA contact with clients to support agencies in the pursuit of professional excellence.
  • Provide proactive outreach from CALEA staff on important accreditation related matters.
  • Provide greater client assistance in researching and developing solutions to standards-related issues. 

 

In order to guarantee a seamless delivery of service and a smooth transition process, enrolled agencies were made aware of this transition and that they may be reassigned to a different program manager as their primary staff contact as a result of this change. Additionally, Program Manager Karen Shepard will serve as the CALEA Assessment Manager and will be responsible for all aspects of the assessment process for every agency. However, the primary CALEA Program Manager assigned to the agency will support the accreditation managers and other agency representatives in preparing for the assessment process.    

 

CALEA has established the following service regions and assigned program managers to support this new organizational format:

  

  • Program Manager Steve Mitchell - Northeast Region and Southwest Region.
  • Program Manager Maya Mitchell - Mid-Atlantic Region, Rocky Mountain Region, and Pacific Region.
  • Program Manager Dennis Hyater - Southeast Region, Pacific Northwest Region, and Caribbean Region.
  • Program Manager Christie Goddard - Great Lakes Region and North Central Region.
  • Field Representative to Latin America Lorena Singer/Program Manager Christie Goddard - Mexico and Latin America Region.  

 

As is evidenced by our willingness to change to support client needs, CALEA is committed to providing the best possible services to agencies enrolled in CALEA programming. This transition complements other major strategic advancements, such as the introduction of the law enforcement tiered accreditation program options and college and university specific standards, the new campus security accreditation program, and the new assessment model that focuses on outcomes as opposed to file review.

 

CALEA has its sights set on remaining the gold standard in public safety accreditation. Agencies can be assured that CALEA will take action to remain the mark of excellence for contemporary agencies whose leaders value best practices and the application of professional standards as a part of their management models.

Conference News 

  • CALEA SUMMER CONFERENCE JULY 27 - 30, 2011
     

    Amidst the gently rolling hills along the Ohio River, Cincinnati spreads from the southwestern corner of Ohio into Northern Kentucky and southeastern Indiana. Downtown Cincinnati is an easy drive from the airport with a wealth of dining, shopping and entertainment options for conference attendees
  • Your conference host is the Cincinnati Police Department with assistance from the State of Ohio Accreditation Resources (SOAR) PAC. Continue to visit the CALEA website and the host agency website at calea.cincinnatipolice.org for updated conference information. 
  • The CALEA host hotel and conference location is the Hilton Cincinnati Netherland Plaza. To ensure your accommodations at the Hilton Cincinnati Netherland Plaza use the online reservation link located on the CALEA Website or call the hotel's reservations department at 1-800-445-8667 and advise that you are with the Commission on Accreditation for Law Enforcement Agencies (CALEA) group. The conference room rate is $149.00 for a single or $159.00 for a double room, plus sales tax. Rooms are based upon availability, and the hotel must receive reservation requests no later than July 28, 2011. There is a credit card guarantee or one night's room deposit required to reserve a room.
  • CALEA will have an Exhibition Hall at the Cincinnati Conference. The CALEA Exhibition Hall offers industry suppliers a marketplace where decision makers can view, examine, and compare products available for their use in Public Safety. Space is available! Interested parties should contact CALEA Associate Director Jim Brown or Executive Assistant Rhonda Garner for information.
  • Preliminary conference agenda and workshop summaries have been posted on CALEA Online. Click HERE to view the agenda and HERE for the workshop summaries. All conference workshops are in English, except as indicated in Spanish.
  • CACE Lab Class will be offered on Wednesday and Friday at the Cincinnati Conference. Advanced registration is required for the CACE Laboratory and enrollment is on a first come/first serve basis. Registration is limited to one CACE user per agency. To register and receive additional information, please contact CALEA Information Technology Coordinator Linda Phillips at lphillips@calea.org.

 

Be a CALEA Conference Presenter and Receive a Complimentary Registration!

 

Are you planning on attending an upcoming CALEA Conference? You may be eligible for a complimentary conference registration!  CALEA is looking for knowledgeable CALEA Clients to present additional quality training that deals with managing the CALEA process or compliance with standards. Classes are 1 hour and 15 minutes long and are presented twice on the same day. Selected presenters will receive a complimentary registration and a banquet ticket if the presenter is attending the banquet

  • 26 agencies were recognized during the CALEA Spring 2011 Conference Celebration Banquet for having been CALEA Accredited for 15 or more continuous years. Click HERE to view the list of Meritorious Agencies.
  • Colonel Douglas Middleton is the new Chief of Police for Henrico County (VA) Division of Police. Henrico County Division of Police has been CALEA Accredited since April 1987.
  • The new Chief of Police for Bowling Green (OH) Police Division is Bradford Conner. Bowling Green Police Division has been CALEA Accredited since November 1993.
  • Donald J. Mills is Milford (OH) Police Department's new Chief of Police. Milford Police Department has been CALEA Accredited since July 2000.

  • CALEA Deputy Director/Chief of Staff Craig Hartley and CALEA Program Manager Stephen Mitchell will be attending the TX, AR, LA, OK, NM (TALON) meeting in Austin, Texas,  May 4-6, 2011.
  • CALEA Program Manager Maya Mitchell will be on hand for the next Virginia Association of CALEA Accreditation Professionals (VACAP) meeting Friday May 20, 2011 at 9:00 AM. The meeting will be held at CALEA Headquarters in Gainesville. For more information, please check their website at www.vacap.us.
  • The Missouri Law Enforcement Accreditation Coalition (MOLEAC) will meet at 10:00 AM on May 25, 2011 at the University of Missouri - Columbia Police Department, 901 Virginia Avenue, Columbia, Missouri. CALEA Program Manager Christie Goddard will be the featured presenter at the meeting. MOLEAC members and visitors are encouraged to attend. Lunch will be provided to attendees. The CALEA Forums -Tools for Assessors and Client Agencies

As many of you may know, CALEA has discussion forums as a component of its website. The forums provide clients, assessors, Commissioners, and staff an easy way to exchange ideas and to communicate effectively about important accreditation issues. CALEA Staff will become more involved in the use of this contemporary tool in the coming weeks and there are plans to post value-added information for users consideration. If you have not used the forums in the past, you should explore these areas of the website and ensure you have an understanding of their utility. The forums are located at the following URLs:

Access to these URLs is privilege controlled, based on your role and permissions within the website. Therefore, it is important that you are logged into the website before trying to access these portals.

CALEA Assessors should check the "Assessors Forum" of the CALEA Website frequently to review any new postings that affect their service and application of standards. CALEA Staff will begin using this area to post articles on specific standards generated from frequently asked questions or standards that have been recently brought to the Standards Review and Interpretations Committee (SRIC) for clarification. As examples, articles on Processing and Temporary Detention (Chapter 71), DNA collection (83.2.7) and alternate power source (81.3.2) will be posted soon.

CALEA Clients should check the "CALEA Forum II" section for information on issues currently being discussed among other agencies enrolled in the CALEA Accreditation process. And, the "Client Resources" area of the CALEA Website is useful for discovering specific strategies to address some standards. You will find guidance for criminal intelligence (42.1.6), critical tasks associated with reserve officer training (16.3.3), recruitment plans (31.2.1) and others. This resource page is specifically found at the following address:

CALEA is working hard to ensure service delivery and strong communications remain a priority. Clients, assessors, Commissioners, and staff should consider the use of the CALEA Website as an important tool and resource for the CALEA Accreditation process. The leveraging of these resources will clearly impact the efficiency and effectiveness of CALEA Programs.

CALEA Standards

  • In coming weeks, the latest CALEA Standard Manual Change Notices will be available to client agencies. The download will be located in the Client Section of CALEA Online website. CALEA will send an email to all client agencies when the notices have been posted.
     

CALEA Accreditation Compliance Express(CACE) 

  • CACE Users with an active Update Service plan will be notified soon when to download the latest updates to CALEA Standards via the CALEA website. For more information, contact CALEA staff member Linda Phillips (lphillips@calea.org).
