Reengineered On-Site Process Panel/Discussion with Pilot Agency CEOs, Accreditation Managers and CALEA Program Managers
March 2011 CALEA Conference
At the request of client agency representatives, the Commission has arranged for repeating INFORMATIONAL SESSIONS at the Maryland Conference on the pilot Process and Outcomes Assessment Model.
These sessions and locations are scheduled as follows:
- Thursday, March 24, 2011 from 8:30am - 9:45am- White Flint Amphitheater
- Thursday, March 24, 2011 from 10:30am - 11:45am- White Flint Amphitheater
- Friday, March 25, 2011 -Immediately following SRIC in the same room as SRIC- Salon E
It is important to remember that these are simply sessions on the experiences of those agencies participating in the pilot project and should not be considered training on the subject. If the proposal is ultimately endorsed by the Commission, CALEA will develop training specific to the concept and ensure everyone has ample time to understand the process before it is implemented.
As you know, CALEA wants to be completely transparent about this work and learn from our pilot process activities. We appreciate your interest in the concept and we look forward to sharing what we have discovered during our initial work.

Conference News
CALEA SPRING CONFERENCE MARCH 23-26, 2011 If you like the feel of small town ambience, then Bethesda, Maryland is the place for you to visit. Located just north of Washington, DC and Chevy Chase, Maryland and just South of Rockville, Maryland, it is part of the greater area of Washington and is a nice escape out of the hectic city rush.

Ms. Dixon will answer questions concerning the administrative issues of the CALEA Accreditation Process and Programs and assist with the "Getting Started" aspects for newcomers. CALEA Agency News
- The Commission is sadden to announce to the CALEA family the death of Chief Roy Gordon of the Chevy Chase Village (MD) Police Department. Chief Gordon passed away on January 28, 2011 from complications related to leukemia. He was a renown leader in the law enforcement community and an advocate for CALEA Accreditation. The Commission expresses our deepest condolences to his family and the members of the Chevy Chase Village Police Department.
- David H. Brierton, Jr. is the new Director for the Florida Highway Patrol. Florida Highway Patrol has been CALEA Accredited since November 1996.
- The new Chief of Police for the Coral Gables (FL) Police Department is Dennis L. Weiner. Coral Gables Police Department has been CALEA Accredited since November 1994.
- Brantford (ON) Police Service's new Chief of Police is Jeff Kellner. Brantford Police Service has been CALEA Accredited since March 2004.
- David Sankey is the new Colonel for the Nebraska State Patrol. Nebraska State Patrol has been CALEA Accredited since December 2004.

- CALEA Program Manager Christie Goddard will be in attendance at the March 30th NWPAC meeting in Tacoma, Washington.
- The Arizona Police Accreditation Coalition (AZPAC) membership has elected the following board members for 2011: President - Blythe Frausto, Arizona State University; Vice-President - Will Davis, Scottsdale Police Department; and Secretary - Beth Medrano, Chandler Police Department.
- Christie Goddard, CALEA PAC Program Manager will be providing a presentation at the next State of Ohio Accreditation Resources (SOAR) meeting held on Friday, April 15, 2011 from 9am-12pm at the Columbus Division of Police, Training Academy, Room # 104, 1000 North Hague Avenue, 43204. Listed below are the topics that will be covered:
- CALEA re-engineering process- Information to date
- The differences between the two levels of the Tiered Law Enforcement Accreditation Program.
- Accreditation with Excellence, which replaces the Flagship Program.
- Information from the Standard Review and Interpretations Committee Meeting at the March 2011 CALEA Conference.
The actual SOAR meeting will take place after Christie's presentation. In addition, this meeting will be open to any Chief of Police or his/her designee (from Ohio, Northern Kentucky, and West Virginia) who is interested in learning more about CALEA accreditation and should RSVP by e-mailing Lt. Program Managers' Corner This is the twenty-first in a series of short articles from your CALEA Program Managers.
New College and University Standards
During the November 2010 meeting of CALEA Commissioners, fifteen new standards were developed that are applicable only to college and university law enforcement agencies. These standards have been included in the Standards for Law Enforcement Agencies Manual as new Chapters 18 and 91. These standards are not applicable to law enforcement agencies serving in other venues.
Since the implementation of these standards, questions have arisen concerning the definition of "Medical Centers" and "Research Intensive Facilities". The following staff interpretations are offered to assist in identifying those facilities and to provide direction in the development of associated directives to support compliance with the standards.
It is always important to remember that some CALEA Standards are conditional in structure. To that end, standards that begin with the words if, when, or in the absence of some controlling doctrine qualify as conditional standards. As an example, consider the following new standard:
91.2.1 If a college/university agency has a medical center within its jurisdiction, a written directive governs the agency's role and responsibility in providing public safety services for the facility.
(CALEA Standards for Law Enforcement Agencies)
Simply stated, if a college or university does not have a medical center within its jurisdiction, the agency can make this standard N/A by Function.There is no requirement to create a policy to meet the standard if the agency does not have this type of facility within its geographical jurisdiction.
For the purpose of CALEA Standards, "medical center" is any facility that provides medical services. This includes hospitals, emergency facilities or any other medical services operating within the agency's jurisdiction.The purpose of this standard is to ensure staff is aware of duties associated with any response to these types of facilities. Often these types of facilities require special consideration when developing public safety policy.Although there are many ways to meet this standard; generally, good policy development around this standard will include discussions with administrators of the medial centers to promote common understandings and awareness about organizational capacities and purpose.
The term "research intensive facility" is also included in the newly released Standards for Law Enforcement Agencies - 91.3.1.This terminology was left broad intentionally to address the many types of high risk research that can occur on college and university campuses. The various types of research being conducted in these venues might include medical, animal, bio-chemistry research, nuclear, or any other type of facility that houses high-risk substances or tools. Agencies should ensure that they are aware of the general risk potential these types of facilities present and other criminal risks that could result from their existence. Agencies should adjust their directives to address threats that exist as a result of these types of facilities within the jurisdiction. The key is awareness to hazards and risks that can affect staff, first responders and the public.
As the implementation of these new standards matures, staff will be sure to share examples of their applicability, as well as sample policies that may assist agencies in coming into compliance. Agency representatives should also consider using the CALEA Forum II for discussing these new standards with other applicable agencies.
If further questions arise concerning the applicability of these standards, agency representatives should consult with their respective CALEA Program Manager.
