CALEA Ribbon Cutting Ceremony

Peoples Republic of China Visits CALEA

Twenty-four government and police officials from Guizhou Province, the Peoples Republic of China, recently visited CALEA headquarters, and were hosted by Executive Director Sylvester Daughtry, Jr. Guizhou Province is located in southwest China and has a very diverse population of 38 million (California has 35 million).

 

Led by Mr. Bisheng Zou, Director General of the Public Security Bureau of Guiyang City, the group's primary purpose for visiting the United States was to study police management and training issues. They were particularly interested in learning more about training standards and ethics training for police. While in the Washington, D.C. area, the group also toured the Montgomery County (MD) Police Training facility, and later visited law enforcement agencies in California, as well as the New York City Police Department.

 

Executive Director Daughtry, Associate Director Jim Brown, and Deputy Director Craig Hartley answered the group's questions and explained how the CALEA Accreditation model complements and promotes the delivery of professional public safety services in the United States.

CALEA is Accepting Applications for the CALEA Agency Support Fund (CASF)

CASF Grant Applications are accepted by CALEA between September 1st and December 31st of each year, and the selection of awardees is conducted at the following Spring CALEA Conference. The CASF Grant was created in 2003, for the purpose of awarding financial assistance to smaller law enforcement, public safety communications, and public safety training agencies, with 50 or fewer full-time employees, seeking initial CALEA Accreditation.Click HERE for more information on CASF Grant and to download the Application Package.

  • CALEA FALL CONFERENCE NOVEMBER 17-20, 2010
    Orange County (OC), California, is renowned for its beautiful beaches, major theme parks, premier shopping, entertainment and dining experiences. This is the twentieth in a series of short articles from
your CALEA Program Managers.

Mental Health Training

Periodically questions arise regarding the applicability of standards and issues that should be considered when agencies are maintaining or demonstrating compliance for the purpose of accreditation. The following standard has recently been the focus of follow-up discussions during on-site assessments and therefore it is useful to review the standard's intent.

 

Standards for Law Enforcement 41.2.7 states - The agency has a written directive regarding the interaction of agency personnel with persons suspected of suffering from mental illness that addresses:

a.    guidelines for the recognition of persons suffering from mental illness;

b.    procedures for accessing available community mental health resources;

c.    specific guidelines for sworn officers to follow in dealing with persons they suspect are mentally ill during contacts on the street, as well as during interviews and interrogations;

d.    documented entry level training of agency personnel; and

e.    documented refresher training at least every three years.

 

The intent of this mandatory standard is to require agencies to provide guidance to their personnel on how to interact and respond to persons suspected of being mentally ill. Guidance in the commentary addresses what to consider when developing training in this topical area and includes such subjects as access to the court system and applicable case law. Additionally, there is a strong emphasis placed on the use of subject matter experts in the development of staff training.

 

The question often presented regarding the applicability of the standard focuses on who needs to be trained. Most agencies employ a myriad of staff members that perform very different tasks. They include police officers, records personnel, administrative assistants, detectives, information technologist (IT), and others. Clearly not all of these personnel need training regarding interaction with persons with mental illness. To determine who should participate in this training the key phrase in the commentary section of the standard is "who may come in contact with the public".

 

For example, usually the IT manager does not work with or receive calls from the public. The responsibilities for that position generally require the individual to interact only with agency personnel, so training would not be necessary. On the other hand, the receptionist in the lobby of headquarters or a telecommunicator would need training because they are likely to come in contact with the public as a part of their work duties and responsibilities.

 

Additionally, the respective training may vary depending on the employees' position and job descriptions. Training for the receptionist, telecommunicator, and patrol officer could be different because how each position interacts with the public. The agency should determine how training is conducted and the structure of the curriculum based on work expectations and resources available to each type of employee.

  • The Commission Standards Review and Interpretation Committee (SRIC) directed staff to post revised Training Academy Standard 5.1.2  and Communications Standard 4.1.3 for client comment. The standards can be found in the CALEA Forum II's SRIC Section. All comments regarding the proposal should be submitted before November 12, 2010. CALEA Forum II is located in the Forum Section of the CALEA website.
  • The latest Standard Manual Change Notice for agencies in the CALEA Public Safety Communications Accreditation Program are available to CALEA Clients. The download is located in the Client Section of CALEA Online website. Please note: There were no standards changes from the Las Vegas Conference for the Law Enforcement, Public Safety Training Academy, and CALEA Recognition Programs.

Assessor Refresher Training 
Over the past several months the Commission has been working diligently in the area of strategic planning, and one such associated initiative has been the consideration of a new accreditation process model. As a result, new assessor and new team leader training has been suspended until the Commission reaches a decision on the model to be employed over the next several years. This action has been taken to prevent the training of new assessors and new team leaders under a model that is ultimately no longer used. 
   
However, the ASSESSOR REFRESHER TRAINING is still occurring at CALEA Conferences. Assessors should ensure they receive this training at least every three years to remain active as a CALEA Assessor.  Assessors that need to attend the Assessor Refresher Training should contact Ms. Rhonda Garner at rgarner@calea.org or 703.352.4225 Ext 42 to register for the class. Pre-registration is required for the course.
