CALEA Ribbon Cutting Ceremony

 

On July 26, 2010, CALEA moved to a new corporate office space located at 13575 Heathcote Boulevard, Suite 320, Gainesville, Virginia 20155. The new office is located in an economically growing region of Prince William County. The office is efficiently designed and complements the service delivery responsibilities of the Commission.

In order to officially open the new office, CALEA is working with the Prince William County Economic Development Department to host a grand opening and ribbon cutting ceremony. This special event will take place on October 21, 2010 at 10:00 a.m. at the new office site. Please accept this notice as an invitation and feel welcome to attend the event as we make the new facility our business home.

CALEA is Accepting Applications for the CALEA Agency Support Fund (CASF)
CASF Grant Applications are accepted by CALEA between September 1st and December 31st of each year, and the selection of awardees is conducted at the following Spring CALEA Conference. The CASF Grant was created in 2003, for the purpose of awarding financial assistance to smaller law enforcement, public safety communications, and public safety training agencies, with 50 or fewerfull-time employees, seeking initial CALEA Accreditation.   • The Commission is pleased to announce the 2011 appointments of CALEA Commissioners. The appointments were the results of the Founding Associations' Executive Directors August meeting. The Founding Associations are International Association of Chiefs of Police (IACP); National Organization of Black Law Enforcement Executives (NOBLE); National Sheriffs' Association (NSA); and the Police Executive Research Forum (PERF). CALEA Commissioner appointments are effective January 1, 2011, for a three year term:

Ray Johnson, Chief of Police, Chesterfield (MO) Police Department;
David Moore, Chief of Police, the Rochester (NY) Police Department;
Debra Baker, Major, New Jersey State Police; and
Barton Voigt, Associate State Supreme Court Justice for the State of Wyoming  

The following Commissioners were reappointed for an additional three year term:

Chairperson Louis Dekmar, IACP designee;
Commissioner Thomas Warren, NOBLE designee; and
Commissioner Lisa Womack, at large.

The Commission thanks the Founding Associations for their continued support.

  • CALEA FALL CONFERENCE NOVEMBER 17-20, 2010
    Orange County (OC), California, is renowned for its beautiful beaches, major theme parks, premier shopping, entertainment and dining experiences. As the OC's fifth largest city Garden Grove offers great places to be "scene" this fall. Finding things to do in the OC might seem like a simple decision: a trip to the Disneyland Resort and then off to the beach.   • CALEA will have an Exhibition Hall at the Garden Grove Conference. The CALEA Exhibition Hall offers industry suppliers a marketplace where decision makers can view, examine, and compare products available for their use in Public Safety. Space is available!   • CACE Lab Class will be offered on Wednesday and Friday at the Garden Grove  Conference. Advanced registration is required for CACE Laboratory and enrollment is on a first come/first serve basis.   • Elaine Snow is the new Chief of Police for Rome City (GA) Police Department. Rome City Police Department has been CALEA Accredited since November 1986.

  • The new Chief of Police for Virginia Beach (VA) Police Department is James A. Cervera. Virginia Beach Police Department has been CALEA Accredited since July 2006.

  • Robert Ticer is the new Chief of Police for Avon (CO) Police Department. Avon Police Department is in is in initial self-assessment for the CALEA Recognition Program.

  • The new Chief of Police for the University of Texas Medical Branch Police Department is Thomas Engells. The University of Texas Medical Branch Police Department is in initial self-assessment for the CALEA Recognition Program.

  • CALEA Program Manager Dennis Hyater will be in attendance for the Rocky Mountain Accreditation Network (RMAN) Fall meeting September 27 to October 1.   • On September 28th, CALEA Executive Director Sylvester Daughtry will be attending a reception at the Chinese Embassy for the 61st year observance of the People's Republic of China.

  • The International City/County Management Association (ICMA) 96th Annual Conference will be held in San José, California, October 17-20, 2010.   • If you are attending the IACP Annual Conference in Orlando, Florida, stop by the CALEA Booth (#2804) in the Exhibit Hall to say hello to Associate Director Jim Brown and Program Specialist Janice Dixon. On Monday, October 25th at 3:30 PM, CALEA will present a workshop, "Get the Facts - CALEA Accreditation" with Commission Chair Louis Dekmar serving as moderator. Program Managers' Corner
This is the nineteenth in a series of short articles from
your CALEA Program Managers.

Re-Engineering the CALEA Accreditation Process

At the CALEA Summer Conference in Las Vegas, the Commission approved the Beta testing of a new reaccreditation assessment model. The intent of the model is to improve the return on investment for client agencies in the accreditation process. Client agencies will be more involved in the planning of the reaccreditation assessment, and will see a reduction in file management. Under this new model, the Commission's focus will shift to review of outcomes and processes.  This is a philosophical shift in the reaccreditation on-site approach and was developed to promote continuous organization improvement through CALEA Accreditation. The new assessment model does not require the maintenance of contemporary paper or electronic files on each CALEA® Standard. Rather, the agency, assessment team and CALEA Staff will develop a review strategy that focuses on those issues specifically relevant to the respective agency.

In preparing agencies to begin the Beta testing, it was discovered that there were a number of rumors that surfaced that caused many Accreditation Managers some concern. The intent of this article is to dispel those rumors.

Rumor:
The job of Accreditation Manager will no longer be necessary.

Truth:
To the contrary, the position of Accreditation Manager will require more staff inspection than general file management. The Accreditation Manager will be looked upon to make sure that those persons assigned to the various positions within the agency who are responsible for operational and administrative functions are aware of their responsibility and the importance it plays to the success of the on-site review.

Rumor:
With the exception of the initial on-site, the maintenance of files is unnecessary and will allow less accountability.

Truth: 
Only new standards or revised standards will require the development of a file for assessment team review. Additionally, the agency will be responsible for reporting on policy changes that affect CALEA Standards. These standards will also require the development of a contemporary file for assessment team review.  Otherwise the assessment will occur by interaction with staff that performs the requirements of agency policy. In short, the assessment will focus on pragmatic activities, outcomes, and processes that are assessed through interview and observations.  The assessment team will look beyond simple compliance and make observations regarding effectiveness and service delivery

Rumor:
Training becomes an issue with newly selected Accreditation Managers; how will they know what is in compliance or not without reviewing the file.

Truth:
Training is always an important component for newly selected Accreditation Managers. For each accreditation program, CALEA has implemented a training standard for Accreditation Managers:

A written directive requires agency employees assigned to the position of Accreditation Manager shall receive specialized accreditation manager training within one year of being appointed.

The Commission trains Accreditation Managers three times a year at CALEA® Conferences. Police Accreditation Coalitions (PACs) also provides more frequent training. New Accreditation Managers should attend one of these venues for training to stay contemporary with standards changes and practices.

Rumor:
The process has been adopted.

Truth:
This process is still in the developmental and testing phase. It is being initially beta tested during the December on-site rounds.  Once these on-sites are complete a report with findings will be submitted for the Commissioners review and consideration.

  • The Standards Review and Interpretation Committee (SRIC) has posted Standards for Campus Law Enforcement Agencies and Standards for Campus Security Agencies for client review and feedback. The standards can be found in the CALEA Forum II's SRIC Section. The committee will review the comments and make final recommendations at the November 2010 Conference in Garden Grove, CA. CALEA Forum II is located in the Forum Section of the CALEA website. Please post comments no later than October 1, 2010. Contact Associate Director Jim Brown with questions at 703-352-4225 x26.

  • The latest Standard Manual Change Notice for agencies in the CALEA Public Safety Communications Accreditation Program are available to CALEA Clients. The download is located in the Client Section of CALEA Online website. Please note: There were no standards changes from the Las Vegas Conference for the Law Enforcement, Public Safety Training Academy, and CALEA Recognition Programs.

  • At the Las Vegas CALEA Conference, the Standards Review and Interpretation Committee (SRIC) directed staff to post two standards for client review and feedback. The standards can be found in the CALEA Forum II's SRIC Section. The committee will review the comments and make final recommendations at the November Conference in Garden Grove, California.   • Standards Manual Updates

Assessor Refresher Training 
Over the past several months the Commission has been working diligently in the area of strategic planning, and one such associated initiative has been the consideration of a new accreditation process model. As a result, new assessor and new team leader training has been suspended until the Commission reaches a decision on the model to be employed over the next several years. This action has been taken to prevent the training of new assessors and new team leaders under a model that is ultimately no longer used.    
However, the ASSESSOR REFRESHER TRAINING is still occurring at CALEA Conferences. Assessors should ensure they receive this training at least every three years to remain active as a CALEA Assessor.  Assessors that need to attend the Assessor Refresher Training should contact Ms. Rhonda Garner at rgarner@calea.org or 703.352.4225 Ext 42 to register for the class. Pre-registration is required for the course.

Re-Engineering the CALEA Accreditation
As a part of CALEA's strategic planning initiative and in response to listening to client suggestions, CALEA has been working diligently for the past eight months to re-engineer the reaccreditation process. A focus group of practitioners that included CEOs, active team leaders and assessors, accreditation managers, and PAC representation was assembled in the form of an Ad Hoc Committee. The group has met several times at CALEA headquarters and via teleconferencing since the beginning of 2010. A proposed new process for reaccreditation on-sites was presented to the full Commission at the Las Vegas Conference. The Commission was very excited about the proposal and approved the release of it to CALEA clients for feedback. Please review the proposal and provide feedback by 9/30/2010. Message to CALEA Client Personnel

In early 2010, CALEA Staff began using a new software package called Accreditation Management System (AMS). AMS is a very innovative, intuitive, and robust system that assists CALEA with the management of the accreditation process and provides staff the ability to correspond with client personnel electronically from within the program. The items transmitted include requirements and documentations for upcoming on-site assessments, annual report reminders, and assessor reports and forms. All messages from AMS are sent from the email address of calea@calea.org. Because of the potential that you or someone from your agency will receive messages from us in the future, please check your computer and network settings to ensure that our mail address (also our domain name: @calea.org) is not deleted or filtered into a "junk" or "bulk" folder.
